Mayor Ross called the meeting to order at 4:00 PM. All Councilmembers were in attendance. Mayor Dale Ross, Ana Eby, District 1, Valerie Nicholson, District 2, John Hesser, District 3, Steve Fought, District 4, Ty Gipson, District 5, Rachael Jonrowe, District 6, and Tommy Gonzalez, District 7 were in attendance. Policy Development/Review Workshop – Call to order at 4:00 PM A. Main Street Façade and Sign Grant criteria -- Michaela Dollar, Economic Development Director and Taylor Kidd, Chair of the Main Street Advisory Board Taylor Kidd, Chair of the Main Street Advisory Board, provided the presentation on the Main Street Façade and Sign Grants Program. Kidd introduced Kim McAuliffe, the City’s new Downtown Development Manager, and said she had been very helpful in the preparation of the presentation. Kidd provided an overview of the presentation • Purpose Statement • Council Direction • Proposed Program • Scoring Examples • MSAB Recommendation • Next Steps The Main Street Façade and Sign Grant Program purpose statement was provided. • To provide resources which preserve, protect and enhance commercial property in the Downtown Overlay District Kidd spoke on Council Direction. Page 6 of 156 Kidd described the proposed program criteria, including economic impact, historic preservation and location. Page 7 of 156 Kidd presented the Proposed Point System. He discussed properties with fire suppression systems and noted that there is room for improvement. Kidd explained that, with the addition of fire suppression grants, the City would see more investment Downtown. The Proposed Sliding Scale was shown next. Page 8 of 156 Kidd provided a map of properties with Fire Suppression Systems in the Downtown Overlay District. Kidd provided Scoring Method Examples. He explained that past projects would fare well with the new scoring method. Page 9 of 156 Kidd spoke on the Main Street Advisory Board Recommendations • Sign Grants o Annual cap of $3,000 • Façade Grants o Scored against criteria involving economic impact, historic preservation, and location o Points awarded on a sliding scale that determines maximum grant award • Grants remain reimbursement based and are paid after documentation of improvements Councilmember Jonrowe said she likes the point system that the board has suggested. She asked Kidd for a definition of “on the square”. Kidd said this would include the Downtown Overlay District and the Historic District and went back to display the previous map in the presentation. Jonrowe said “on the square” is generally thought to be around the courthouse and she would like to encourage moving traffic off of the square. Kidd explained that the point system would allow properties in the light purple/pink sections of the map to receive more location-based points. Mayor Ross said it seems that, over the years, the properties on the square got the bulk of grant monies. Kidd said the Board looked at what properties were in the best shape, where there was the most room for improvement, and in-fill development. He said they would hope to award more grants to these type of projects. Councilmember Hesser said he believes that if the City is concerned about fire suppression on the square, the City should do something for every property and not just as part of this program. Hesser asked Kidd about the source of funds. Economic Development Director, Michaela Dollar, explained that $15,000 comes from the City each year and another approximately $30,000 is from fund raising, namely the Swirl event. Dollar said there is current $103,000 in the fund for next year. Hesser said he believes the fire suppression requirements should be on the business owner. He believes grants for this type of expense is getting away from the intent to make the buildings look as desired. Councilmember Eby said the Main Street Advisory Board has done an excellent job looking at this and she is not in favor of Council’s desire to micromanage this program. She explained that she is curious to see, over a year’s period of time, if there has been improvement. Eby said, if not, it could be looked at again. She added that it would be good to get the Board’s feedback after they have been at it for a while. Councilmember Gipson asked Councilmember Hesser about fire suppression. Hesser said he does not agree with being selective with fire funds. Kidd said every owner would have the same access to these funds. Kidd noted that the City has invested a great amount of money in historic preservation. He provided an example of the Mesquite Creek business on the square recently adding fire suppression, allowing them to serve more customers. Kidd said the Board feels that everyone in the Downtown Overlay District should have access to these funds Page 10 of 156 Mayor Ross asked if funding was on a first come first served basis. Kidd said this has been complicated at the Board level and the Board is not recommending an open call program. He explained that the Board feels like they should look at projects as they come available. He explained that the scoring system will help determine important projects and deserving projects and the criteria is helpful. Ross asked if there was a minimum point requirement. Kidd explained the proposed sliding scale. Councilmember Jonrowe suggested changing numbers on the scale so that numbers cannot fit into two different categories. Ross asked if means testing has been examined. Kidd said no projects have been found that were not deserving. Kidd resumed the presentation going back to the MSAB Recommendations. Councilmember Gonzalez said this has gone in the right direction. He said, he too, would like to reexamine in one year. He noted that he would like to examine if the program runs out of money because of awarding projects in the early part of a year and having no funding for a request that comes in the late part of the year. Gonzalez said he would not want to short change a significant project. Councilmember Fought said he shares Gonzalez’s concerns. Fought said there will need to be more discipline put into the program so as not to run out of money. Fought said he would like to be provided a report quarterly. Gonzalez suggested possibly providing retro-active funding, if funds are not available at the time of the application. Kidd provided the Next Steps • Revise Grant Program materials and application consistent with Council direction • Initiate competitive process for Façade grant applications Ross asked the Council about monies in reserve as suggested by Gonzalez. Gipson said the Board can look at this. Gipson said the City could lose investment downtown from those who did not get funded. Mayor Ross said try this program for a year. City Manager, David Morgan, said that can be done. Kidd said this will work. B. Capital Improvement Plan Updates for Utilities, Parks & Recreation, and Facilities -- Leigh Wallace, Finance Director, Paul Diaz, Budget Manager, Glenn Dishong, Utility Director, Jim Briggs, General Manager of Utility Operations, Eric Johnson CIP Manager, Eric Nuner, Assistant Director of Parks and Recreation, and Trish Long, Facilities Superintendent Wesley Wright, Systems Engineering Director, spoke on the Capital Improvement Plan updates. He described his responsibility with the CIP Plan and said he would be speaking on the water, wastewater and electric plans. Wright began the presentation with Water Storage. He explained that there is a need for another tank out west, with the growth in the City. Page 11 of 156 Wright spoke next on Water Treatment and the need for additional treated water. He explained the need for a future South Lake Plant and said that dollars now would start the process. Wright provided a slide showing Water – Mains & Miscellaneous information. He spoke on the need to tear down and replace deteriorating structures, replacement and maintenance. Page 12 of 156 Wright provided slides on Wastewater, including information for the Berry Creek Interceptor, the San Gabriel Interceptor and the Edwards Aquifer Recharge Zone. Page 13 of 156 Wright went on to discuss electric needs. He explained that some of this information could not be discussed in open session because of it being of a competitive nature. Wright said that half of the Electric CIP is new development driven. Wright spoke on Future Years and areas the City needs to be ready for because of growth and development. Page 14 of 156 Councilmember Fought asked about the Northlands Plant. He said he has heard from a number of developers and suggested a common site plan be provided for them. Fought said developers are in need of a common site plan, common site picture and City plans and expectations. Fought said that he has spoken to staff and they will meet with the developers and provide the map, future plans and expectations. Councilmember Gonzales asked about partnering with northern communities for water. Wright said the northern communities are not as attractive as other sources because their quantity is more challenged in the summer than the winter. Wright said the Northern group is small. Jim Briggs, the General Manager of Utilities, spoke on recent conversations with Bell County that did not pan out well. Briggs explained that they have a different philosophy and the distance of infrastructure is great. Briggs said he has also spoken with Lone Star. Briggs noted that bridging the gap in the water business is sometimes challenging and said Georgetown brings more value to Jarrell than they would bring to Georgetown. He added that it is hard to find a benefit, but long term options are still available. Wright went on to provide a Transportation and Public Works presentation which he began with a review of the 2008 Road Bond and provided aerial pictures of each project. Wright spoke on quantity overruns because of additional developments. • FM 971 (Austin Ave. – Gann St.) o $3.9 million construction o Adjacent to San Gabriel Park o 4 Lanes • FM 1460 (Quail Valley – University) o $750,000 close out costs o Expected completion late 2018 o 4 Lanes The 2015 Road Bond projects were shown and described by Wright. Page 15 of 156 Page 16 of 156 Councilmember Fought asked about part of 971 staying as 2 lanes. Wright explained that FM2243 (Leander Road) has parts that narrow to 2 lanes, but the proposed dollars would widen these sections to 4 lanes. Wright discussed the needs at the Airport and explained that the dollars would represent a 10% cost share with TXDOT. Page 17 of 156 Page 18 of 156 Mayor Ross asked about predator fabric. Councilmember Gonzalez said it is similar to chicken wire and is designed to keeps animals out. Wright spoke next on Stormwater, preventing flooding and the flood plain. Street Maintenance was shown next. Wright spoke on improving processes and how the City now has a cost effective product that they are pleased with. Page 19 of 156 Councilmember Gonzalez asked if it would be possible to repair early failures in street repair and noted Summercrest Blvd. Wright said staff is proposing to bring the pavement condition index to the Council regularly and explained that pavement failures will be brought up to the top of the list. He noted that the major failures have been repaired and he will be happy to look at Gonzalez’s suggestions. Gonzalez noted that Summercrest will be used more as new development takes place and will be used as a connector road. Wright spoke on the benefits of fog seal and said he would look into fog seal being applied on Summercrest. Councilmember Fought asked Wright to take a look at Wolf Ranch Parkway. Fought explained that there is still a considerable amount of loose pebble on and near the road. Fought said he still wants to look hard at costs and products that are not good products for residential streets. City Manager, David Morgan, noted that the Georgetown Transportation Advisory Board (GTAB) is currently looking at this and will present to Council at the last meeting in July. Councilmember Gipson thanked Wright for the good work. Gipson asked if the airport projects can be seen on the city website, because he receives a lot of questions regarding the airport, and thinks it would be helpful for citizens. Wright said he will be happy to put information regarding rehabilitation and maintenance at the airport on the website. Wright went on to explain that most large projects will be debt funded. Mayor Ross asked if these projects would be completed in 2018. Wright said some will be rolled over, because of design and construction. Wright displayed the plan for Future Years Page 20 of 156 Eric Johnson, the City’s Capital Improvement Project Manager, provided a Facilities CIP and Current CIP update, including Downtown West, Fire Station 6 and Grace Heritage Center. City Manager, Morgan, said the City is currently conducting a needs assessment. He explained that the needs of the CVB are currently at a smaller dollar amount that is already funded. Morgan said Council will have the opportunity to look at more detail in the future. Hesser said he would like to look at the numbers. Johnson spoke on the FY2019-2022 CIP Budget which includes the Animal Shelter, Fire Station 7, Signature Gateways, Public Facilities Master Plan and the CVB. He spoke next on the CIP Budget beyond 5 Years which includes a Fire Station 3 Remodel, Fire Station 4 Relocation, Fire Station 8, Mixed Use Parking Garage and the PSOTC Phase II. Page 25 of 156 Johnson provided the Proposed Facility CIP. Councilmember Jonrowe asked about the Grace Heritage facility. Johnson said he will be presenting the details of this project to the City Council at the first meeting in July and he is looking to start work in August. He explained that the budget for the project is already approved. Mayor Ross asked for the cost of Downtown West. Johnson said $13 million dollars. Councilmember Gonzalez asked about the relocation of Fire Station 4. Gonzalez noted that the relocation is proposed for 5 years from now, and wondered how the City could know what property would still be available. Morgan said Fire Station 4 is not currently in a good location. Gonzalez said the City might want to look at a different facility earlier, when land is still available. Page 26 of 156 The City’s Budget Manager, Paul Diaz, provided a presentation on the Debt Forecasting Model. • This tool helps to understand how decisions today could affect the tax rate in the future • The model tests multiple scenarios and multiple aspects of the tax rate (frozen, non-frozen, new development) • Balancing the scales: the O&M and the I&S rates Diaz provided a slide depicting the Tax Rate Components. He explained that the blue numbers represent operations and maintenance, while the green numbers represent debt service payments. Diaz noted that debt service is growing and that a growing community is typically funded through debt. Diaz spoke on Assumptions and Rule of Thumb Page 27 of 156 Councilmember Gonzalez asked about the $67,000 in debt service. Diaz said it represents one million dollars at 3% interest for 20 years. Diaz provided a Debt Forecast Councilmember Hesser asked if there is a percentage of debt service of the taxes collected. Diaz said it is typically 45% – 55% and showed the tax rate components chart. Diaz told Hesser he would get a firm number to him shortly. C. Presentation of the Enterprise Resource Planning project selection strategy -- Leigh Wallace, Finance Director Leigh Wallace, Finance Director, spoke on the Enterprise Resource Planning project. Wallace said that the system was discussed at length with the General Government and Finance Advisory Board (GGAF) in May. She explained that there is a lot of information in the agenda packet and she will make an effort to consolidate this presentation. Wallace provide the Project Purpose • Project approved and funded in FY 2017 Budget • Conduct a needs assessment for finance and human resource functions • Provide a selection strategy o One solution or two? o Hosted on premise or in the cloud? o Product Tier 1 or Tier 2? • Select an enterprise resource planning system • Facilitate change management in the organization Wallace spoke on the Selection Project Timeline Page 28 of 156 The Needs Assessment Key Findings was shown next. Wallace provided and discussed Selection Strategy Options Page 29 of 156 Wallace spoke next on the Dynamic ERP Marketplace and showed a comparison chart of Tier 1, Tier 1.5 and Tier 2. Page 30 of 156 Wallace explained that the current recommendation would be for One System, Private or Public Cloud and Tier 1.5 or 2. She provided the initial cost estimates. Page 31 of 156 Wallace spoke on the FY2018 Budget Request of $3.5 million dollars and the Estimated Annual Ongoing costs for FY2019 and beyond. Page 32 of 156 Wallace explained the Next Steps • Council Feedback on strategy today • Finalize RFP late June • Release RFP July • Review Responses August • Conduct due diligence activities Sept – Oct • Select System and vendor November • Develop implementation strategy 2018 Councilmember Gonzalez said that there was a two hour discussion of the ERP program at the General Government and Finance Advisory Board (GGAF) meeting and anyone would be able to see the minutes of that meeting if they were looking for more detail. He explained that the program has been examined thoroughly. Councilmember Jonrowe asked for concrete examples of improved functions with this new system. Wallace went back to the needs assessment key findings chart and explained the disadvantages of time in the current Incode system. She said workflow will be a big improvement and the budget system will be greatly improved. W allace explained that staff is currently doing the budget in Excel and then having to push it into the Incode system, which has a lot of workflow difficulties. She explained that the new system will show everything live at all times. Wallace noted that reporting will be greatly improved also. Human Resource Director, Tadd Phillips said that, currently, the Human Resource department has no self service for the City’s 670 employees. He noted the benefit of self-service modules and pay modules. He explained that managers will have more access to personnel records and managing people. Councilmember Fought said he agrees with the recommendations, but is concerned with court keeping the old system. Wallace explained that court would only use the old system for case management, but would use the new model for finance issues. Babin spoke on the Total Project Budget. He noted that the changes were within the scope of the contract and would not change the budget of the CIS project. Babin explained that Item J is funded through Information Technology costs and infrastructure, along with the budget for other integration systems. Babin said the costs of the new determinations would be shared by the City and Itineris. Dirt and other material removed from the building and construction of any such structure within a street, roadway, sidewalk or easement or the LICENSOR’S right-of- way shall not be allowed to remain on the street or sidewalk, but all such dirt and other materials shall be removed immediately at the sole cost, risk, liability and expense of Licensee; 3. All excavations and obstructions of any kind where allowed during the period of LICENSEE’S construction, shall be properly barricaded, and well illuminated during the night time, all subject to the approval of the Building Official. F. After the completion of the construction within a licensed area, the Licensee shall at his own cost and expense replace any sidewalks and surface of any streets that were damaged or removed in the construction of any structures or facilities in a condition equally as good as they were immediately prior to the time of excavation or construction. All damage, if any, to said sidewalks and streets caused by the construction, use, maintenance and operation by Licensee shall be repaired by and at the cost and expense of the Licensee. The site was then sold for private development in July of 2014. The current property owner submitted legal lot verifications to determine that all five lots were legal and that platting was not required. Staff and the City’s legal department determined that all five tracts were legal and platting was not required for any future development unless the owner subdivides the lots or merges them together as one lot. Since the tracts were previously right-of-way, they had no zoning designation. The property is currently vacant and undeveloped. 2030 Comprehensive Plan Future Land Use: The 2030 Future Land Use category for this subject site is Community Commercial. The Community Commercial category is described in the 2030 Comprehensive Plan as areas that accommodate retail, professional office, and service-oriented business activities that serve more than one residential neighborhood. These areas are typically configured as “nodes” of varying scales at the intersection of arterial roads, or at the intersection of arterials and collectors. Community Commercial areas typically will include neighborhood serving commercial uses as well as larger retail uses including restaurants, specialty retail, mid-box stores and smaller shopping centers. They may also include churches, governmental branch offices, schools, parks, and other civic facilities. Growth Tier: The 2030 Plan Growth Tier Map designation is Tier 1A (Developed, Redeveloping), which is the portion of the City where infrastructure systems are in place, or can be economically provided, and where the bulk of the City’s growth should be guided over the near term. Transportation The subject site’s current access is from Booty Crossing Road, a collector street. Trip generation will be reviewed with the Site Development Review application, possibly triggering the need for a TIA at that time. Utilities Water/Wastewater and Electric is served by the City of Georgetown. It is anticipated that there is adequate water capacity at this time to serve this property by existing capacity. Proposed Zoning District The C-1 District is intended to provide areas for commercial and retail activities that primarily serve residential areas. Uses should have pedestrian access to adjacent and nearby residential areas, but are not appropriate along residential streets or residential collectors. The District is more appropriate along major and minor thoroughfares and corridors. In the C-1 District, the floor to area ratio of a building cannot exceed 0.5 for certain land uses. Certain land uses have specific design limitations to ensure compatibility with the surrounding properties. Staff Analysis Williams Drive is one of the City’s major thoroughfares (existing major arterial) and there are a mixture of commercial uses within the City and the City’s ETJ. Bootys Crossing Road is identified as an existing collector roadway which includes commercial uses but it serves primarily as a gateway into several residential neighborhoods in this area. In this case, staff determined that the requested zoning of C-1 meets the intent of the Future Land Use category of the property which is in a commercial node (Community Commercial) along a major intersection and therefore a Comprehensive Plan Amendment was not required. As part of the 2030 Comprehensive Plan, the Land Use Element identified a number of land use goals, policies and actions. The following goals and action statements are the most relevant to this request: • The 2030 Future Land Use category for this subject site is Community Commercial. The Community Commercial category is described in the 2030 Comprehensive Plan as areas that accommodate retail, professional office, and service-oriented business activities that serve more than one residential neighborhood. PROPERTY The Ewald Kubota Georgetown Planned Unit Development District is located on the east side of IH-35 and approximately 500 feet south of the intersection of Lakeway Drive and IH-35 and encompasses approximately 5.605 acres, described per the attached legal description, Exhibit B, herein defined as the “property”. B. PURPOSE Ewald Kubota, Inc. is a Kubota Corporation equipment dealer with seven locations across central and south Texas. Ewald Kubota, Inc. intends to develop a new equipment dealership on the subject property. The project will include approximately 10,500 square feet of office, showroom, warehouse, and service shop to support the dealership location. Additional improvements include equipment display and storage areas, fencing, parking, paving improvements for site circulation, and utility infrastructure. Kubota Corporation dealerships are a unique development project due to the size of equipment and associated building structure required to repair and service the equipment. Large expansive areas are required for display, storage, and circulation of the equipment. Ewald Kubota, Inc. carries what is known in the industry as “Compact Equipment” as the size of their merchandise is on a much smaller scale than equipment used for commercial agriculture purposes. However, as the City of Georgetown’s Unified Development Code (UDC) does not have a compact equipment designation, this development will fall under the use of “Heavy Equipment Sales and Repair”. The Ewald Kubota, Inc. use of Heavy Equipment Sales and Repair will be located on approximately 5.605 acres. The standards established in this PUD shall be applicable only to these 5.605 acres that Ewald Kubota, Inc. will develop, as demonstrated on the attached concept plan. This PUD serves to augment and/or modify the standards for development outlined in the City’s UDC in order to implement the vision for the property and insure a cohesive, quality development not otherwise anticipated by the underlying base zoning district. In accordance with UDC Section 4.06.010.C “Development Plan Required”, this Development Plan titled Exhibit A is a summary of the development and design standards for the property. This PUD is intended to conform to the approval criteria of Sections 3.06.030 and 3.06.040 of the UDC. Per Section 3.06.030, the following criteria shall be considered by City Council for zoning changes: Page 89 of 156 2 A. The application is complete and the information contained within the application is sufficient and correct enough to allow adequate review and final action; B. The zoning change is consistent with the Comprehensive Plan; C. The zoning change promotes the health, safety or general welfare of the City and the safe, orderly, and healthful development of the City; D. The zoning change is compatible with the present zoning and conforming uses of nearby property and with the character of the neighborhood; and E. The property to be rezoned is suitable for uses permitted by the District that would be applied by the proposed amendment. Section 3.06.040 provides that, in addition of consideration of the foregoing criteria of Section 3.06.030, the following applicable criteria shall be considered by City Council for approving this PUD: A. A variety of housing types, employment opportunities, or commercial services to achieve a balanced community; B. An orderly and creative arrangement of all land uses with respect to each other and to the entire community; C. A planned and integrated comprehensive transportation system providing for a separation of pedestrian and vehicular traffic, to include facilities such as roadways, bicycle ways, and pedestrian walkways; D. The provisions of cultural or recreational facilities for all segments of the community; E. The location of general building envelopes to take maximum advantage of the natural and manmade environment; and F. The staging of development in a manner which can be accommodated by the timely provision of public utilities, facilities, and services. C. LEGAL LOT DETERMINATION On October 27, 2016, John Ewald was granted a Legal Lot verification for the subject property. As such, the property will not require platting or a preliminary plan. A copy of the Legal Lot verification letter can be found as Exhibit C of this Development Plan. D. APPLICABILITY AND BASE ZONING In accordance with UDC Section 4.06.010.A “Compatibility with Base Zoning District”, the PUD shall be designed to be used in conjunction with a designated base zoning district. All development of the property shall conform to the base zoning district of General Page 90 of 156 3 Commercial – “C-3”. All General Commercial standards and requirements shall apply except for those specifically deviated by this PUD Development Plan. E. CONCEPTUAL LAND PLAN A Conceptual Land Plan has been attached to this PUD Development Plan as Exhibit D to illustrate the land use and design intent for the property. The Conceptual Land Use Plan is intended to serve as a guide to illustrate the general vision and design concepts and is not intended to serve as a final document. As such, the proposed configurations are subject to refinement at time of Site Plan review. Approval of this PUD, Development Plan, and Conceptual Land Use Plan does not constitute approval of a Site Development Plan per Section 3.09 of the UDC. F. PERMITTED / EXCLUDED LAND USES 1. Primary Use The primary uses of the 5+/- acre property shall be for Heavy Equipment Sales and Repair and Small Engine Repair. 2. Other Permitted Uses Permitted uses in the C-3 – General Commercial zoning districts. 3. Prohibited Uses Those uses prohibited in the C-3 – General Commercial zoning districts. 4. Permitted Accessory Uses Permitted accessory uses in the IN – Industrial and C-3 – General Commercial zoning districts shall be allowed on all the property. Accessory uses include but are not limited to: office, warehouse, and equipment display and storage. G. DESIGN STANDARDS 1. Density Not Applicable in the C-3 zoning district. There shall be no limitation on building square footage as long as applicable setbacks, buffer yards and impervious cover are achieved. Floor to area ratio requirements shall not be applicable. These standards shall be applicable to the entire property. 2. Sidewalks Sidewalks shall be required on all four sides of the property. There is currently an existing sidewalk along Lakeway Dr. north of the property as shown on Exhibit E. The developer will not be responsible for replacing this sidewalk so long as it is in good shape and ADA compliant at the time of development. Per the City of Georgetown Sidewalk Master Plan, developers have the option to pay 20% into a sidewalk fund in lieu of constructing sidewalks. This 20% funding option shall be applicable to the southern and western sides of the property, both of which may be subject to TxDOT improvement in the future. The 20% cost shall be based Page 91 of 156 4 on the cost of design, and construction cost. The cost shall be submitted for the review and approval of the development engineer. As for the eastern side of the property along Austin Ave., the developer shall be responsible for the construction of a 6-foot sidewalk and associated crosswalks. 3. Setbacks These standards shall be applicable to the entire property. These setbacks on the property shall be as follows: Front Setback - minimum 25 feet Side Setback - minimum 10 feet Side Setback to Residential District - minimum 15 feet Rear Setback - minimum 10 feet Rear Setback to Residential District - minimum 25 feet 4. Building Height These standards shall be applicable to the entire property. The maximum building heights on the property will comply with the UDC, Table 7.03.020. 5. Exterior Lighting Exterior Lighting on the Property and its buildings will comply with the requirements set forth in Section 7.05 of the UDC related to outdoor lighting unless otherwise described in this PUD Development Plan. 6. Fencing A minimum 8-foot tall fence shall be required for outdoor storage area within I-35 view. Per Section 5.09.030.E, wall or fence shall be constructed of materials that include, but are not limited to, brick, stone, reinforced concrete or other similar masonry materials; redwood, cedar or preservative pressure-treated wood; or other materials as approved by the Director. 7. Paving Outdoor Display, General areas need not be paved as per Section 5.09.030.C of the UDC. Areas designated as Outdoor Storage, Limited, however, do require paving as per Section 5.09.030.E. Outdoor Display, General areas shall not be paved in order to maximize greenspace and a natural aesthetic. Unpaved, Outdoor Display, General areas will be irrigated. 8. Fire Access Approved fire apparatus access roads shall be provided for every facility, building, or portion of a building hereafter constructed or moved into or within the jurisdiction. The fire apparatus access road shall comply with the requirements of this section and shall extend to within 150 feet of all portions of the facility and all portions of the exterior walls of the first story of the building as measured by an approved route around the exterior of the building or facility per the 2002 International Fire Code (IFC) Section 503.1.1. Per 2002 IFC 503, fire apparatus roads shall be an all-weather drive surface of asphalt or concrete or chip seal placed onto base material engineered to withstand 75,000 lbs. Page 92 of 156 5 H. PARKING Parking on the property shall be in conformance with Chapter 9 of the UDC except as otherwise stated in this Development Plan. Parking requirements shall be as shown on the Conceptual Land Plan. No additional parking shall be required for indoor and outdoor storage or staging area. I. VEHICULAR ACCESS AND CIRCULATION 1. Transportation Impact Analysis (TIA) TIA shall be required at time of site plan for projects that exceed 2000 trips per day as described in Section 12.05.030 of the UDC. 2. Driveway Access Driveway shall meet the requirements of Chapter 12 and TxDOT requirements, as applicable. J. UTILITIES Water service to the property shall be provided by a City of Georgetown 8” waterline that runs east of the property along the east side of N. Austin Drive. Wastewater service to the property shall be provided by a City of Georgetown 30” wastewater line that runs east to west 650 feet south of the property. Wastewater will be extended to the southern edge of the property at the owner’s expense. K. TREE PRESERVATION Tree Preservation on the property shall be in conformance with Chapter 8 of the UDC. A Tree Survey has been provided as Exhibit F. L. LANDSCAPE AND BUFFER REQUIREMENTS Landscaping on the property shall be in conformance with Chapter 8 of the UDC unless otherwise stated in this PUD Development Plan. A 25-foot landscape buffer yard shall be required along IH-35 and N. Austin Ave in accordance with the Highway Gateway Overlay district. 25-foot landscape buffer yards shall be provided along the north and south property line. Proposed species and locations are subject to refinement at time of Site Plan review. Likewise, mitigation measures to be as shown on the Tree Mitigation Summary per UDC Section 8.04.030. Parking lot landscaping requirements shall not apply to equipment storage and display areas. Light poles shall be allowed in a bufferyard, setbacks, and easements. Page 93 of 156 6 M. SIGNAGE Signage on the property shall be in conformance with Chapter 10 of the Unified Development Code unless otherwise stated in this Development Plan or in a Master Sign Plan for the property. Signage along N. Austin Avenue shall be limited to a 6’ masonry monument sign with a sign face of a maximum of 48 square feet per sign face meeting the sign location requirements of the UDC. Signage along I-35 shall be limited to one pole sign meeting the sign height, area, spacing and location standards of the UDC. N. IMPERVIOUS COVERAGE Impervious coverage on the property shall be in conformance with Chapter 11 of the UDC unless otherwise stated in this PUD Development Plan. Detention ponds, water quality ponds, and landscape rock shall be considered pervious cover. Up to a 5% impervious cover credit for preservation of protected trees shall be awarded to the Heavy Equipment Sales and Repair Use per Section 8.02.050.A.1 of the UDC. Per code, a maximum of a 30% total reduction in the number of required spaces for preservation of protected trees, with approval of the Urban Forester. The property must comply with the requirements of Chapter 11 of the UDC and the Edwards Aquifer Rules of the Texas Commission on Environmental Quality (TCEQ) and must meet 85% removal according to the Georgetown water quality ordinance. Detention and water quality ponds including outlet structures shall be allowed in building setback areas. Pond design shall include berms, not retaining walls. Detention and water quality ponds shall not be allowed in landscape buffer yards. P. PARKLAND AND COMMON AMENITY AREA (IF APPLICABLE) 1. Not Applicable Page 94 of 156 7 Q. General Outdoor Display shall follow all requirements found in Section 5.09.030A and 5.09.030C aside from those listed hereafter: 1. Height restriction of display items in the designated Outdoor Display areas shall be increased from 10 feet to 15 feet to allow for flexibility with future merchandise. General Outdoor Display areas as designated on the Site Plan need not be adjacent to the building. 2. General Outdoor Display areas will not be required to be paved. Keeping the areas unpaved will allow for flexibility with equipment placement, showcase the equipment in its intended environment, reduce impervious coverage, and keep the property more visually appealing. Outdoor Display areas will be irrigated. 3. General Outdoor Display shall be allowed to be located in front, street, side and rear yards, but not located in setbacks or bufferyards. General Outdoor Storage shall be restricted to the rear, fenced yard, but not located in setbacks or bufferyards. General Outdoor Display and Storage shall be permitted in locations identified on the Conceptual Land Plan. 2. 7.04.040 A Building Materials shall read as follows: 100% of the collective walls of the office and showroom, not to include overhead doors or windows, of the building shall be finished in one or more of the following building materials: 1. Brick, stone, cast stone, rock, marble, granite, glass block or tile; 2. Stucco or plaster; 3. Split-face concrete block, poured-in place concrete, and tilt-wall concrete. Any use of concrete products shall have an integrated color and be textured or patterned. Tilt-wall concrete structures shall include reveals, punch-outs or other similar surface characteristics to enhance the wall on at least 10% of each wall; 4. Glass with less than 20% reflectance. However, a maximum of 50% of the first two stories or floors of a building may be constructed in glass. This requirement shall not pertain to the service shop portion of the building as it will be screened by the fence. The use of metal as a building material will be allowed for the screened service shop portion of the building. 3. 7.04.040 C. All housing types in the RS District shall use the lot, dimensional and design standards of the District. See attached for list of uses and development standards for the RS District. Staff Analysis The subject property is located within t he Moderate Density Residential Future Land Use category. There is an existing water main along Booty Crossing Road; therefore, extension of utilities is not needed to support the development pattern associated with the RS District. Through KPA’s office, we provided plans and specific atio ns to o ne interested contractor. On May 25, 2017 at 2 p.m. bids were received at the Purchasing Department for the construction of 20 17 Street Maintenance Project. This 2 01 7 Street Maintenance HIPR will consist of furnishing, installing and providing all labor and materials re quired for construc tion of approximately 88,000 square yards of HIP R, 52 ,000 linear feet of milling, adjustment of water valve boxes and manhole lids, tree pruning, traffic contro l, and miscellaneous striping. Cutler Repaving's process of edge milling existing asphalt, heating the existing asphalt and mixing in new/fresh asphalt material has proven successful in the city for ove r a de c ade. The streets to receive this HIPR treatment inc lude Whispering Way, se veral streets around Park Lane & Parker Circle, as well as many o f the numbered streets between University and FM 2234. A detailed list of all streets and their current Pavement Co ndition Index (P CI) score (0 -10 0 scale) is include d in the attached recommendatio n. CP&Y surveying and identifying utility conflicts along route with Final Design Plans for review late summer of 2017. Rivery Boulevard - TIA Improvements: Engineering underway and approximately 70% complete, with utility conflicts being addressed. Slight modification is being made to length of added lane to fit with existing features. Work to reassess drainage issues ongoing. Rivery Boulevard Extension: Plans at 100%. Submitted to TCEQ first of May for WPAP approval. To stay on the current schedule for bidding this project has been separated entirely from the Northwest Blvd. project. Rivery Boulevard Extension: Offers have been made on 21 parcels. Closed on 16 parcels; 4 pending contract execution or final closing preparation. Environmental assessment complete on 9 parcels. Condemnation proceedings have been requested on 1 parcel. Aggressive efforts continue to close all outstanding parcels in FY 2017.
