WHEREAS, George Franklin Francis V (otherwise known as G5) earned 43 Merit Badges and has
served Boy Scout Troop 27 in increasing positions of leadership responsibility, including Patrol Leader,
Quarter Master and Chaplin's Aid; and
WHEREAS, G5 has earned a National Outdoor Award, Camping Award, Mile Swim Award and
attended National Leadership Training.
WHEREAS, through his Boy Scout training, G5 has performed over 130 community service hours,
spent 75 nights camping and spent one high adventure week canoeing 45 miles in the wilderness; and
WHEREAS, G5 conceptualized, planned, and successfully executed leadership to a team of 22 Scouts
completing an Eagle Scout Service Project which included over 200 volunteer service hours building five
picnic tables and five benches for the Georgetown Soccer Association, which will be used in the Georgetown,
Texas community for many years to come; and
WHEREAS, with the exceptional focus, dedication, and support of the village around him, standing
on the shoulders of others, G5 achieved the rank of Eagle Scout, joining the elite population of only 6% of
eligible boys that achieve Eagle Scout and accomplishing even a greater feat to earn this rank at age 14 when
the national average is age 17.
NOW, THEREFORE, I, DALE ROSS, MAYOR OF THE CITY OF GEORGETOWN,
TEXAS, do hereby proclaim December 28, 2016 as
EAGLE SCOUT GEORGE FRANKLIN FRANCIS V DAY
