The Georgetown City Council met on Tuesday, October 15, 2024 at 11:00 AM at Friends Room,
Georgetown Public Library, 402 West 8th Street, Georgetown, TX 78626.

The following Council Members were in attendance: Amanda Parr, Shawn Hood, Mike Triggs, Kevin
Pitts, Joseph (jake) French IV, Ron Garland, Ben Stewart, and Josh Schroeder.
1. Policy Development and Discussion - Workshop
Mayor Schroeder called the meeting to order at 11:07 a.m.
1.A 2024 Downtown Master Plan Implementation Session
Discussion and feedback on the 2024 Downtown Master Plan implementation strategy --

Staff in attendance were Kim McAuliffe, Downtown and Tourism Director; Nick Woolery,
Assistant City Manager; Sharon Parker, Senior Special Events and Marketing Coordinator;
Wayne Nero, Assistant City Manager; Kimberly Garrett, Parks and Recreation Director;
Jessica Clarke, Assistant to the City Manager; Sofia Nelson, Planning Director; Lua Saluone,
Transportation Planning Manager; Skye Masson, City Attorney; Laurie Brewer, Assistant City
Manager; Wesley Wright, Systems Engineering Director; Sally Miculek, Library Director; and
Robyn Densmore, City Secretary. David Morgan, City Manager, participated via phone.
McAuliffe presented and reviewed: overview of priority projects and phasing; priority projects
of Historic Square enhancements, Downtown gateways and Austin Avenue, 9th Street Art
Walk, Blue Hole Park Master Plan, bike and pedestrian connections, Rock Street
Promenade, and catalytic sites; focus on near term goals over the next 1-3 years for Historic
Square enhancement planning and design, Austin Avenue and Downtown gateway planning
and design, 9th Street Art Walk planning and design, Downtown Parking Garage #2 planning,
Historic Light and Waterworks future use of building and outdoor space planning, and Blue
Hole Park planning and design; Historic Square enhancements planning and design;
implementation schedule for projects; Austin Avenue and Downtown gateway planning and
design; 9th Street Art Walk planning and design; Downtown Parking Garage #2 planning;
Historic Light and Waterworks planning and design; and project prioritization.
A lunch break occurred from 11:44 a.m. - 12:11 p.m.
McAuliffe reviewed the results of project prioritization exercise. Woolery presented and
reviewed projected costs and funding sources, potential funding sources, projected costs,
needed Council Feedback on funding sources, next steps, and needed council feedback on
near term goals for the 1-3 years.
General discussion among Council and staff regarding: associated costs with the projects;
timing of projects; if projects would eligible for CAMPO funding; completion of Corridor C by
the County; if and when projects should happen concurrently; process for selecting a public
private partnership partner; possible creation of a PID and associated costs and possible
funds; incorporation of the use of GTEC funds; goal to minimize the use of bond funds;
consideration for exploring paid parking; consideration for selling light wand water works
building; and extensive discussion on why the Council members made the selections they did
for the prioritization of projects.
