Workshop with the Planning and Zoning Commission and the Unified Development Code (UDC) Annual
Review Task Force to discuss and possibly adopt the proposed UDC Amendment List for the 2010-2011
Annual Review and Amendment Process -- Valerie Kreger, Principal Planner and Elizabeth Cook,

ITEM SUMMARY:
Background:
This meeting, the joint workshop with City Council, the Planning and Zoning Commission, and the UDC
Task Force, is the second step in the UDC Annual Review Process. See Exhibit 1 for the resolution outlining
the process.
In 2008, the City Council amended the UDC Annual Review and Amendment Process to include a task force
that would work with staff to develop a list of recommended changes as well as the actual text amendments
to the UDC. While members were initially appointed, the UDC Task Force ultimately became a volunteer
"come as you wish" group open to anyone in the public interested in attending.
This year, as opposed to assigning a new group, Council voted to utilize the existing contact list of UDC
Task Force participants to develop the 2010-2011 UDC Amendment List (UDC List).
Staff met with the UDC Task Force on September 30th regarding the UDC List, presenting a list of staff
proposed revisions. There were five attendees at this meeting and staff received approximately four
suggestions, that happened to coincide with revisions already proposed.
The UDC List, Exhibit 2, reflects items identified by staff and items requested by participants at the
September 30th Task Force meeting. As this list is substantially shorter than the 2008-2009 list, it has not
been grouped according to anticipated complexity. However, the process will be similar in that some items
may necessitate more Task Force input than other items. Many of the proposed revisions on this year's list
relate to clarifying processes, such as review of the Special Use Permit process. The larger items on this list
include "green" development provisions and a comprehensive review of Chapter 13, Infrastructure and
Public Improvements.
Once the list is approved, staff will utilize the current UDC Task Force revision process for the 2010-2011
amendments. Therefore, the Task Force will be open to anyone from the public wishing to attend. A vote
from the Task Force is not required to move an item forward to public comment, provided there are at least
three individuals, including staff, who are interested in a particular option. As with other UDC advisory
committees in the past, the proposed language moves forward with any dissenting text or opinions noted.
Although this list is much smaller than the previous list, several items are complex and not all text
amendments will be completed for public hearing at the same time. Therefore, staff is again asking for the
Council's concurrence that items will be forwarded for public hearing as they are finalized by staff and the
Task Force.
Recommended Action:
Hold the workshop, provide input on the list to staff and consider approving the UDC List or postponing
action until the November 9, 2010 regular meeting.

RESOLUTION NO.
A Resolution of the City Council of the City of Georgetown, Texas
Amending Resolution Number 090908-S for the Annual Review
and Amendment Process for the Unified Development Code.
WHEREAS, the City Council adopted a set of comprehensive development
regulations known as the Unified Development Code (UDC) on March 11, 2003; and
WHEREAS, in accordance with the UDC Section 3.05, the Unified Development
Code Texas Amendment, amendments may be made from time to time in order to establish
and maintain sound, stable, and desirable development within the jurisdiction of the City,
to correct errors in the text or because of changed or changing conditions in a particular
area; and
WHEREAS, since the adoption of the UDC on March 11, 2003, amendments to the
UDC have been adopted by the Council on February 27, 2004, April 13, 2004, June 22, 2004,
May 10, 2005, June 14, 2005, October 25, 2005, December 23, 2005, May 9, 2006, September
26, 2006, November 14, 2006, February 13, 2007, May 15, 2007, February 26, 2008, and April
8, 2008, which addressed changing conditions and corrected errors in the text; and
WHEREAS, in accordance with Section 3.05.020, Review Process, a process may be
established to ensure the sound review of proposed UDC text amendments, and
WHEREAS, on August 26, 2008, the City Council directed the City Manager to
revise the UDC Review Process to add an additional step to ensure public participation and
input,
WHEREAS, on October 27, 2008, the City Council held a workshop with the UDC
Annual Review Task Force and the Planning and Zoning Commission to review the
proposed UDC Amendment List for the 2008-2009 year, and agreed to amend the
Community Review Process to establish a team review process as recommended by staff,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
SECTION 1. Findings. The facts and recitations contained in the preamble of this
resolution are hereby found and declared to be true and correct.

SECTION 2. The following UDC Annual Review and Adoption Process is hereby adopted:
1. Community Identification of Proposed Amendments
In August of each year, a UDC Annual Review Task Force will be appointed by
the City Council to work with City staff on developing recommended changes
and amendments to the UDC.
2. Council Identification of Proposed Amendments
A Council Workshop will be held in October of each Fiscal Year whereby City
Council, Planning & Zoning Commission, the Director of Planning and
Development, and the Council appointed UDC Annual Review Task Force will
propose recommended UDC text amendments to be considered for the review
process.
3. Community Review Process
Upon the recommendation of the Council, staff will research, review and draft
the proposed text amendments. These drafts and text amendments will be
shared and worked on cooperatively with self appointed teams comprised of
interested parties from the City Council appointed UDC Annual Review Task
Force as well as the public and City staff that may have a particular expertise
needed for a specific amendment. A quorum will not be required to have a
team meeting or a vote from the team or Task Force to move an item forward
to public comment. As with other advisory committees in the past, the
proposed language will go forward with any dissenting text or opinions noted.
An on-line calendar will be developed to track all the team meetings, their
agendas, meeting notes, proposed amendment language, etc. These meetings
will be open to the public, and the entire Task Force will receive notice of each
meeting. The intent is to have a very open process that will allow participation
by interested parties. Following this process, staff will hold at least two public
workshops to give the Georgetown community the opportunity for input into
the amendment process.
4. Public Hearing and Adoption Process
In accordance with the notice, public hearing and adoption provisions of the
UDC, Public Hearings will commence at the completion of the Community
Review Process, but certainly no later than March of any calendar year.
However, some amendments may have a longer review cycle and will not
remain on the Annual Review and Amendment Process tract, but will be

forwarded for public workshop as the items are finalized.
SECTION 3: Not withstanding the above, Planning and Development staff may propose
amendments to the UDC at any time, if it is determined by the Council that there is a need
to consider amendments to the UDC in the interim period between annual reviews.
SECTION 4: This Resolution replaces Resolution 082404-BB and shall be effective upon
approval of same by the City Council of the City of Georgetown. Upon approval of this
Resolution, Resolution 082404-BB shall be void and shall have no force or effect.
The Mayor is hereby authorized to execute, and the City Secretary to attest thereto
this resolution on behalf of the City of Georgetown.

Review of 2010-2011 City of Georgetown renewal rates and proposed Benefit Plan changes and rates --

ITEM SUMMARY:
HR Staff and the City Benefits Committee have reviewed the rerae information from TML for insurance
coverage. Current renewal for Health insurance came in at about 4.0%. Per Council feedback, health
coverage rates were developed to include no rate increase for the employees. Retiree influence on the active
plan was reviewed and proposals for segregating them from the active plan, adjustments to their rates and a
supplement to compensate for their new rates are recomnmended.
To ensure the directive of Council, City contributions were also looked at and recommendations for increases
and/or continuation of supplements/contributions are being made in the following areas:

Opt Out Supplement
HSA Contribution
Retiree Supplement
Council Action will be required to authorize City supplements and/or incentives, and to authorize the City to
enter into benefits contracts.
FINANCIAL IMPACT:
The budget was presented with a 17% increase in Benefits. Staff has worked to come up with a
recommendation that stays within the increases allowed for in the budget.
