SUBJECT:
Workshop discussion on the City's purchasing guidelines-- Trina Bickford, Purchasing Manager; Laurie
Brewer, Finance Director and Micki Rundell, Chief Financial Officer
ITEM SUMMARY:
The City's Purchasing Policy was originally developed in the early 1990's when the City first created its
Purchasing Department and was based upon state procurement laws that were in place at that time. Since
then, the City has experienced rapid growth, yet the Policy has had minimal changes. In addition, state
procurement laws have changed, and in many cases, have become less restrictive than what the policy the
City currently operates under. In addition, the City organization has expanded during this time and become
more complex in operations. The current policies are often confusing and difficult for staff to follow,
especially when staff time and resources are required to meet the demands of a growing city.
The City's current policies are much more restrictive than current state laws. This presentation will provide
an overview of the current policies and state requirements and identify opportunities to modernize the City's
Policy to streamline our processes, increase efficiency and provide clarification to City staff and City
Council.

A presentation was given to GGAF on 3/l/11, who then recommended that the Council consider updating the
City's purchase policies to match state law, and to eliminate the additional restrictions imposed by our
current policy. Their recommendation would be to increase the bidding range to $3,000 to $50,000, then
formal bids over $50,000, and that Council would only see and approve items over $50,000. An;y changes
to the policy will be made effective April 1, 2011 and then formally incorporated and adopted with the
2011/12 Fiscal and Budgetary Policy.
A presetation of both current purchase policies and possible options for modifying the policy will be
presented at the workshop and available on the dais.
