As you know at Pickett Elementary we are "student focused". Our Student Council was set up so that our kids
would be involved in activities that would lead toward the development and application of character traits
associated with good citizenship, leadership, service learning, and responsible behavior. We've had a good year
and it hasn't gone unnoticed. We've just received word that our Student Council will be receiving a national
award from the National Association of Elementary School Principals (NAESP). The award will come to us in the
form of a certificate entitled American Student Council Association (ASCA) Honor Student Council Award. OK

Citizen's Comments
May 10, 2011
Speaker: Cale Perry, Vice -President
On behalf of the students at Pickett Elementary, our Principal, Ms. McIntyre and our
Ass't Principal, Mr. Partida, we would like to thank the City Council for recognizing our
accomplishment this year. The National Association of Elementary Principals is a
national organization whose purpose is to support and recognize educational endeavors
throughout our country. This year our Student Council's theme was Service to Others.
We saw and experienced the benefits our community receives when people lend a
helping hand. We collected over 2,000 cans of food for the hungry, raised over $1,000
for kids suffering from leukemia, supported our after school running club, donated to the
Caring Place, raised funds to help the Japanese Tsunami Relief, donated money to one of
our own students who will attend a leadership conference this summer, and recognized
individual students and teachers that did extra -ordinary things on behalf of our school.
As a Student Council we learned how student government works, how decisions are
made, what protocol, decorum, agendas, and motions are. It was interesting, exciting,
and educational. We hope and pray that through our appearance here this evening, you
the City Council, can feel confident and assured that Georgetown's future will continue
to be bright, because of the great job our teachers have done preparing us to meet the
challenges of tomorrow. Who knows maybe a few of us will sit someday where you sit
and continue your good works. Thank you very much.

Thank you Ms. Brettle. The student who will be addressing the Council is Vice -President Cale Perry. The
recognition we have received comes from the National Association of Elementary School Principals (NAESP) and
their American Student Council Association (ASCA) division. Each year they recognize schools that have an
active Student Council that involves themselves in community service, leadership and citizenship activities. Our
school name will also be featured on their national website. It is a big honor. I have attached Cale's little

Also, in preparation of the proclamation, is there a way you could send me some more information regarding the
Award your Student Council received?? I would like to include some of that in the presentation.

PAYMENT TERMS ... Interest on the $9,720,000 City of Georgetown, Texas, Combination Tax and Revenue Certificates of
Obligation, Series 2011 (the "Certificates") will accrue from May 1, 2011 and will be payable February 15 and August 15 of each
year commencing February 15, 2012, until maturity or earlier redemption, and will be calculated on the basis of a 360-day year
consisting of twelve 30-day months. The definitive Certificates will be initially registered and delivered only to Cede & Co., the
nominee of The Depository Trust Company, New York, New York ("DTC") pursuant to the book -entry -only system described
herein. Beneficial ownership of the Certificates may be acquired in denominations of $5,000 or integral multiples thereof. No
;physical delivery of the Certificates will be made to the beneficial owners thereof. Principal of, premium, if any, and interest
on the Certificates will be payable by the Paying Agent/Registrar to Cede & Co., which will make distribution of the amounts so
paid to the participating members of DTC for subsequent payment to the beneficial owners of the Certificates. See "THE
CERTIFICATES — Bow -ENTRY -ONLY SYSTEM" herein. The initial Paying Agent/Registrar is The Bank of New York Mellon

AUTHORITY FOR ISSUANCE ... The Certificates are issued pursuant to the Constitution and general laws of the State of Texas
(the "State"), particularly Subchapter C of Chapter 271, Texas Local Government Code, as amended, and Chapter 1502, Texas
Government Code, as amended, and an ordinance (the "Ordinance") adopted by the City Council of the City of Georgetown,
Texas (the "City"). The Certificates constitute direct obligations of the "City, payable from a combination of (i) the levy and
collection of a continuing, direct annual ad valorem tax, within the limits prescribed by law, on all taxable property within the
City, and (ii) a limited pledge of surplus net revenues of the City's combined water, sewer and electric systems, not to exceed
$10,000 as provided in the Ordinance (see "THE CERTIFICATES — AUTHORITY FOR ISSUANCE" and "THE CERTIFICATES —
SECURITY AND SOURCE OF PAYMENT").
PURPOSE ... Proceeds from the sale of the Certificates will be used for the purpose of paying contractual obligations incurred or
to be incurred by the City for (i) constructing, improving, expanding, upgrading and equipping City fire stations including
acquisition of necessary sites, public safety training facilities and fire.trucks; (ii) constructing, improving, extending, expanding,
upgrading and developing City streets, bridges, sidewalks, intersections and related traffic improvements including purchasing
any necessary rights -of -way and equipment including Williams Drive; (iii) acquisition of public safety equipment, including
security systems and vehicles; (iv) constructing, improving, expanding, renovating and equipping the City -owned facility
Madella Hillard; and (v) professional services including fiscal, engineering, architectural and legal fees and other such costs
incurred in connection therewith including the costs of issuing the Certificates. See "THE CERTIFICATES — PURPOSE".

15, 2020, or any date thereafter, at the par value thereof plus accrued interest to the date of redemption (see "THE
CERTIFICATES — OPTIONAL REDEMPTION"). Additionally, the Certificates may be subject to mandatory redemption in the
event the Purchaser elects to aggregate one or more maturities as Term Certificates.

AA+/Stable New
Standard & Poor's Ratings Services assigned its 'AA+' long-term rating to the City of Georgetown, Texas' series
2011 combination tax and revenue certificates of obligation. At the same time, Standard & Poor's affirmed its 'AA+'
rating and underlying rating (SPUR) on the city's GO debt outstanding. The outlook is stable.
The ratings reflect our view of the city's:
• Very strong wealth and strong income levels, boosted, in part, by its participation in the Austin, Texas MSA;
• Sound financial position, including very strong reserves, a competitive tax rate, and a broad array of funding
sources for capital projects; and
• Strong financial management policies.
These strengths are somewhat offset by our opinion of the city's high overall net debt burden, which is due mostly to
overlapping debt from area school districts and Williamson County.
The certificates are secured by ad valorem taxes levied on taxable property in the city, within the limits prescribed
by state law. Officials plan to use bond proceeds for fire station construction and improvements, road and bridge
improvements, public safety equipment, and renovations to the city's Madella Hillard facility.
Located 26 miles north of Austin, Georgetown is the seat of Williamson County. Georgetown's estimated
population is about 48,000, an increase of about 71 % since 2000. We consider the city's income levels to be strong;
the median household income level is 127% the national average. Market value, an indicator of relative wealth, is
very strong, in our view, at about $84,000 per capita. As of March 2011, the city's 7.0% preliminary
unemployment rate was below both the state and national averages.
The city's growth prospects are bolstered by the impact of regional transportation projects. Interstate 35 provides
city residents with access to the Austin MSA. In addition, the construction of State Highway 130 will link
Georgetown directly to the Austin -Bergstrom International Airport and San Antonio.
Assessed valuation (AV) increased 88% over five years to $4.01 billion for fiscal 2009. Despite the national
recession, development has continued in the city, albeit at a more moderate pace, with AV increasing 0.3 % for fiscal
2010 and an additional 0.7% for fiscal 2011 to $4.06 billion. Officials indicate that they project that AV will
increase by roughly 3 % for fiscal 2012. The tax base is predominantly residential -- single-family residential
property makes up about 63 % of AV -- and very diverse, in our view, with the 10 leading taxpayers accounting for
8.3 % of total AV.
Georgetown's financial position remains very strong, in our opinion. In response to their concern about the city's

historical reliance on transfers of as much as 40 % of general fund revenues from the utility funds, city officials
adopted a fiscal policy that established reserves for all funds, and that limited transfers from the utility funds to a
maximum of 10% of revenues, or 7% as a return -on -investment and 3% in -lieu -of franchise fees. Previously, the
city did not have a formal transfer ceiling.
Management maintains an unreserved fund balance policy of a minimum 90 days' cash on hand, or 25 % of
expenditures. After six consecutive years of net general fund surpluses, the city drew down its general fund in both
fiscals 2009 and 2010. In both years, officials implemented the city's budget contingency plan, which established
guidelines for managing revenue shortfalls due to local or national economic downturns. At the end of fiscal 2009,
the city's unreserved general fund balance declined $1.4 million. Georgetown's fiscal 2010 budget anticipated a $1.8
million drawdown to the general fund. However, the city ended the year with an audited drawdown of only
$743,000 after implementing contingency plan spending limitations during the year, including freezing positions.
After the drawdown, the city's unreserved general fund balance sat at $8.6 million, or 24.4% of operating
expenditures, which we continue to view as very strong.
The fiscal 2011 budget continues to implement the city's contingency plan and includes cost management efforts
including the continued freezing of 22.5 positions. However, general fund expenditures were budgeted to grow
overall, primarily due to increased compensation for public safety and a 2.5% cost -of -living adjustment for
nonpublic safety employees.
Overall, the budget calls for an $893,000 drawdown of the general fund. However, officials currently project a
general fund surplus of up to $500,000, as revenues are expected to exceed budgeted levels.
The combination of property tax base growth and a diverse revenue stream has kept the city's tax rate among the
region's lowest at 35.6 cents per $100 of AV for fiscal 2011, a rate the city has maintained since fiscal 2009. In May
2005, city residents approved a proposal to adopt an additional quarter -cent sales tax. Officials use half the
revenues from the additional sales tax to provide property tax relief and the other half to promote economic
development projects.
Georgetown's management practices are considered "strong" under Standard & Poor's Financial Management
Assessment (FMA) methodology, indicating practices are strong, well -embedded, and likely sustainable. Highlights
include the city's use of historical trends and extensive planning and analysis to devise revenue and expenditure
assumptions, proven willingness to make intrayear corrections to improve structural budget gaps due to a
formalized budget contingency plan, quarterly budget reports to the governing body, and financial planning that
identifies possible expenditure pressures and includes 10-year revenue modeling. The city maintains a five-year,
annually updated capital improvement program that addresses project needs and resources. The city also has a debt
management policy that governs debt issuance and includes tying the bonds' terms to the asset's useful life and
limitations on carrying charges. The city has a formal investment management policy that parallels state regulations
and calls for quarterly reporting to elected officials, as well as formal reserve policies that calls for reserves to equal
to 25% of annual budgeted general fund expenditures.
After accounting for self-supporting debt from the city's utility systems, the city's overall net debt burden high, in
our opinion, at 10.0% of market value and an estimated $8,424 per capita. Overlapping entities, primarily
Georgetown Independent School District and Williamson County, account for about 74% of the overall debt
burden, and are responsible for the majority of recent increases in the city's overall debt burden. Debt service

carrying charges were elevated, in our view, at about 18 % of fiscal 2010 total governmental fund expenditures. The
city's debt service schedule calls for 63% of GO debt to be retired over 10 years and 99% to be retired over 20
years. After this issuance, the city will have about $67 million in authorized but unissued bonds for street
improvements and park and recreational purposes. In addition, the city has scheduled an upcoming election in 2011
to ask voters for $29.5 million in additional bonding authority to finance a new public safety facility.
The city participates in the Texas Municipal Retirement System JMRS), which is administered by the state of
Texas. The city's annual contribution to the pension system was $3.2 million in fiscal 2010, or about 81 % of the
annual pension cost. The unfunded pension liability through TMRS was $14.2 million as of Dec. 31, 2009, or about
57% of covered payroll. The city also provides health insurance benefits to retirees, which it pays for on a
pay-as-you-go basis; the unfunded liability was $854,000 for fiscal 2010. For fiscal 2010, the city funded 15.6% of
the annual other postemployment benefits cost, or about $18,000. Combined, the city's pension and other
postemployment benefits unfunded liability is an estimated 0.4% of market value.
Outlook
The stable outlook reflects our expectation that continued steady economic diversification and property tax base
growth will provide management with the necessary funding alternatives to address growth -related operating and
capital pressures. We also expect that management will sustain the city's sound financial performance and maintain
its prudent fiscal and debt policies. We could raise the rating if the city's overall debt levels moderate as the city
moves toward buildout. However, if the city's financial position were to decline significantly, or debt levels were to
rise substantially, the rating could be lowered.
