Council Meeting Date: July 26, 2011 Item No. AGENDA ITEM COVER SHEET SUBJECT Vote to place adoption of the proposed 2011 tax rate on a future agenda and to set dates for two public hearings. ITEM SUMMARY The Texas Tax Code requires the City Council to have a record vote on placing an item on a future Council agenda to vote on the 2011 tax rate necessary to fund the 2011/12 Annual Budget. The proposed rate of $0.38750 is 5% greater than the effective rate of $0.36901 and therefore will require that the City Council publish notices and hold two public hearings. The motion below is to set the date (August 23) when the Council will vote on the tax rate used to fund the City's Annual Budget as proposed at $0.38750, and will be the rate published in the required notifications. The debt portion of the proposed tax rate ($0.16460) is fixed as the amount necessary to meet the City's debt payment obligations. However, the M&O portion (General Fund operational portion) of the rate can vary. The Council can adopt a final M&O tax rate that is lower than the proposed rate included in the published notices, but it cannot adopt a higher M&O rate without repeating the notice and hearings process and giving taxpayers the opportunity to hear and comment about a higher tax increase. As of certification of the tax role July 22, the I&S rate is at $0.16460 and the proposed M&O rate is at $0.22290, totaling $0.38750, The motion below is to set the vote on August 23 for the tax rate used to fund the City Manager's Annual Budget as proposed at $0.38750 and to set two public hearing dates. The language included in this motion is required by State law. CITY MANAGER'S PROPOSED RATE: (1) Vote to place adoption of a tax rate of $0.3875 cents per $100 valuation, equaling $0 22290 cents for Maintenance and Operation and $0.16460 cents for debt service, as an action item at the Auqust 23, 2011 Council meeting to be held at 6 p.m. at City Council Chambers, at the northeast corner of Seventh and Main Streets, Georgetown, TX. AND (2) Set 2 public hearings, as required by law, to be held on Tuesday, August 9 at 3.00 P.m, and on Thursday, August 18 at 6:00 p.m. at City Council Chambers, at the northeast corner of Seventh and Main Streets, Georgetown, TX.
