Mayor Ross called the meeting to order at 6:00 p.m. The following Council Members were in attendance; Mayor Dale Ross; Mary Calixtro, Council Member District 1; Mike Triggs, Council Member District 3; Steve Fought, Council Member District 4; Kevin Pitts, Council Member District 5; and Rachael Jonrowe, Council Member; District 6; and Tommy Gonzalez, Council Member District. Council District 2 is vacant. All Council Members present via videoconferencing and a roll call was performed. Regular Session (This Regular session may, at any time, be recessed to convene an Executive Session for any purpose authorized by the Open Meetings Act, Texas Government Code 551.) A. ; Call to Order Invocation Pledge of Allegiance Comments from the Mayor City Council Regional Board Reports Announcements Action from Executive Session Motion by Pitts to approve Amendment Number 1 to the Energy Management and Qualified Scheduling Entity Services Agreement with Shell Energy North America as discussed in n &I Executive Session and approve a Resolution authorizing the Mayor to execute Amendment Number 1 with Shell Energy, second by Fought. Statutory Consent Agenda The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon with one single vote. An item may be pulled from the Consent Agenda in order that it be discussed and acted upon individually as part of the Regular Agenda. B. Consideration and possible action to approve the minutes of the Workshop and Regular Meetings held on July 28, 2020 --Robyn Densmore, City Secretary C. Consideration and possible action to approve a Resolution amending Resolution No. 021120- C and ordering a General Election to be held on November 3,2020 for the election of Mayor and City Councilmembers for Districts 2 and 6 -- Robyn Densmore, City Secretary D. Consideration and action to renew the existing School Resource Officer agreement between the Georgetown Independent School District (GISD) and the City of Georgetown, Texas to include Attachment A (annual cost for program) of the agreement and signatures of current officials -- Wayne F. Nero, Chief of Police This item was pulled to the Legislative Regular Agenda byjonrowe and became the first item on the Legislative Regular Agenda. E. Consideration and possible action to approve an Interlocal Agreement for Mosquito Control Services between the City of Georgetown, TX and Williamson County and Cities Health District ("WCCHD"), in order to set forth the terms and conditions under which the WCCHD will provide mosquito control services within the City - Jack Daly, Community Services Director Jonrowe asked to moved Item D onto the Legislative Regular agenda. Motion by Jonrowe to approve the Consent Agenda as presented with the exception of Item D, second by Pitts. Consideration and action to renew the existing School Resource Officer agreement between the Georgetown Independent School District (GISD) and the City of Georgetown, Texas to include Attachment A (annual cost for program) of the agreement and signatures of current officials -- Wayne F.Nero, Chief of Police Nero presented the item and noted that there had been no changes to the annual contract, but it does show changes to amounts for officers that are assigned to the program. Jonrowe asked if there will be discussion about the School Resource Officer (SRO) positions moving forward as part of the CommUNITY Initiative. Nero responded no but could do that. Jonrowe asked how that topic could get on :to be part of the initiative discussion. Nero responded that he's not sure if the community initiative would be the best place to discuss the SRO contracts. Jonrowe asked how long the program had been in effect. Nero responded that the City has had SROs since before he started working with the City and officers have been added almost every year that he has been in Georgetown. Jonrowe asked if there is data collection on what they are doing. Nero responded yes, there are records on everything. Jonrowe stated that; those statistics may be good for the CommUNITY Initiative to discuss.' She then stated that she had heard concerns from parents about kids being rewarded for reporting illegal activities. Nero responded yes, via Crimestoppers which is a problem used in almost every jurisdiction. Jonrowe stated that she would still like to see a discussion on the practice. - Nero responded that they can arrange that. Jonrowe clarified that she is not advocating for the immediate succession of this program but that it should be part of the ongoing discussion about policing and how it relatestothe schools. Gonzalez stated that he wanted to make sure there was clear consensus on the Council about directing to Chief to do or not do something. Jonrowe responded that she was asking the questions of Chief to determine the best way to approach the subject. Mayor Ross stated that Council will vote on the item on the agenda tonight and can put an item on a future agenda to discuss concerns Jonrowe has. Jonrowe responded that she doesn't need an item, but discussion about if it could be put on CommUNITY agenda. David Morgan, City Manager clarified that Jonrowe is seeking to have the SRO program reviewed through the CommUNITY Initiative program. Jonrowe responded that the CommUNITY group could review the SROs or maybe that is a discussionthat Council needs to have with GISD. Mayor Ross stated that after reviewing the agenda caption, conversation is need, but not tonight. Jonrowe stated that she agrees, but she did not want to approve the item with noting the ability to review the program in the future and addressing the best way to do that. Motion by Fought, second by Gonzalez. Council had no additional questions or comments. Public Hearing and First Reading of an Ordinance for a Zoning Map Amendment to amend the Summit at Westinghouse Planned Unit Development (PUD), consisting of 72 acres in the Barney Low Survey, located at 500 Westinghouse -- Sofia Nelson, CNU-A, Planning Director Nelson presented the item and reviewed the Location Map, Current and Proposed PUD Concept Plan Maps, Aerial Map, Proposed Changes Zone A (with chart), Proposed Changes Zone B (with chart), Proposed Changes Zone C (with chart), Development Density (chart), and noted that the application complies with all areas of the approval criteria for UDC Section 3.06.040. She noted that the Planning and Zoning Commission (P&Z) recommended approval. Nelson read the caption. Mayor Ross opened at closed the public hearing at 622 p.m. with no speakers. Gonzalez ask for clarification that the total residential units- doesn't change. Nelson responded yes, that's correct. Gonzalez asked if there was a reduction in commercial. Nelson responded no, there is not. Gonzalez asked if multifamily can be added to C-3. Nelson W responded not in C-3, but there is a provision in the PUD that is currently in existence to allow for second story residential. Gonzalez asked if this is a phased development and if multifamily will come in first. Nelson responded that it is anticipated, based on conversations with developer, that the project will be phased and there are no current applications for multi- family. Public Hearing and First Reading of an Ordinance for the Voluntary Dis-annexation of a 20.67-acre tract of 'land in the Woodruff Stubblefield Survey, Abstract No. 556, for the property located at 980 Patriot Way -- Sofia Nelson, CNU-A, Planning Director This item was pulled and not taken up by the Council for discussion or a vote. H. Forwarded from the General Government and Finance (GGAF) Advisory Board: Consideration and possible action to approve a contract with Gartner, Inc for $210,000.00 to conduct an assessment and analysis of the Customer Information System (CIS), and Advanced Metering Infrastructure (AMI) and Meter Data Management (MDM) systems -- Laurie Brewer, Assistant City Manager Brewer presented the item and stated that the item was taken to GGAF at their June meeting. She added the staff has been working to address the following: Citywide software (IT) Master Plan; replacing an end -of -life utility automated meter reading (AMR) system; and evaluating customer information system (CIS) capabilities for post AMR implementation. Brewer stated that staff is recommending that an independent study be done for the best possible results. She added that the study will review a total cost of ownership ;evaluation, comparison of changing the system versus upgrading the existing system, reviewing operations and support models, and evaluating any savings the City might receive. Brewer noted that the study could take place over 8 to 10 weeks, not the several months noted on the item coversheet and that Us- the study would cost $210,000.00 that would equally shared by the Information Technology, Water, and Electric funds. Brewer read the caption. Motion by Pitts, second by Calixtro. Pitts asked if after the assessment is done, it would roll into an RFP process. Brewer responded yes and would bring back through GGAR No additional questions or comments. Forwarded from the Arts and Culture Board: Consideration and possible action to approve the renewal of the Operating Agreement with Georgetown Art Works to operate the Georgetown Art Center -- Eric P. Lashley, Library Director and Amanda Still, Arts and Culture Coordinator Lashley read the caption. I p Lashley reviewed the changes and that noted that the current agreement between the City and Georgetown Art Works (GAW) will expire on August 31, 2020, and the Georgetown Art Works is a 501(c)(3) nonprofit organization. He continued that GAW has operated the Georgetown Art Center since October 2013 and GAW curate's art exhibits throughout the year as well as provides arts education programs for residents of all ages. Lashley stated that the second floor of the center is being used as studio space for local artists and a room on the second floor is being proposed as a video studio for the City's Communications Department. He continued that the City will pay a portion of the utilities for the use of the video studio space and the proposed agreement will be for 3 years. Lashley stated that the City's Arts and Culture Board has reviewed the agreement and voted unanimously to recommend Council's approval at the July 21, 2020 Arts and Culture Board meeting. He then provided the list of changes and explained the fair market value for a comparable building in the downtown. Lashley provided a thorough history of the GAW and its relationship with the City. Motion by Calixtro, second by jonrowe. Pitts asked when the remodel of fire station was started, was the plan to be an art center. Lashley responded yes, on the first floor, and the second floor was used for some City offices. He continued that the amendment allowed artists to use those former office spaces, then Legal moved to second floor, now artists are using the space again. Pitts asked if the City allows art center staff to run the facility instead of utilizing City staff. Lashley responded yes, it was part of a business plan to work with a non-profit and not bear the cost of funding positions. He added that it is the City's art center with GAW running it on the City's behalf. Pitts noted the accuracy of the estimation of monthly rent and understands that it is a City asset and not a donation to GAW. Lashley responded that all the money from the gift shop goes back to support he art center. Council had no additional questions or comments. Consideration and possible action to approve a Resolution authorizing the filing of the Assessment Roll for the Georgetown Village Public Improvement District (GVPID) #1 in the City Secretary's Office, and setting the public hearing date for the assessment for August 25, 2020 -- Wayne Reed, Assistant City Manager Reed presented the item and reviewed the Service Plan that contains supplemental services and improvements to be provided for the GVPID including: pocket parks; landscape areas; trees (maintenance, removal and prep); sidewalks and trails; alleyways; distinctive lighting and signage; recreational facilities; water quality facilities; and administrative costs with a total estimated cost for the next 5 years is $1,651,237, with an average annual cost of $330,247. He then explained the Levy of Assessment which is $0.14 per $100 valuation and based on the real property value as determined by the WCAD which is no change from the current assessment. Reed noted that the average residential property value is approximately $294,000; therefore, the annual assessment is approximately $411 per year. He explained the GVPID Assessment and that it include a Public Hearing where notices were mailed to all property owners within the district and published in the newspaper on August 16th and as of today, no written comments have been received. Reed stated that the Ordinance will have a First Reading approving the final 2021 Service Plan, Levy of Assessment, and 2020 id Assessment Roll and the GVPID Advisory Board recommended approval of the final Service Plan on August loth with a vote of 4-1-1. Consideration and possible action to set the maximum tax rate and adopt the proposed 2020 (FY2021) property tax rate on a future agenda -- Leigh Wallace, Finance Director Wallace presented the item and noted that the item was related to the City Manager's budget presentation made during Workshop. She explained the Truth in Taxation process and the postings that the City will do to inform citizens. Wallace noted that adopting a maximum tax rate is not the sameas adopting the tax rate and does not lock the Council into the maximum tax rate. Motion by Pitts to set the maximum property tax rate of 41.8 cents per $100 valuation, equaling 19.3182 cents for Maintenance and Operation and 22.4818 cents for Debt Service, and adopt; the tax rate as an action item at the September 8, 2020 and September 22, 2020 Council meetings to be held at 6 p.m. at City Council Chambers, at 9th and Martin Luther King jr Street, Georgetown, TX, second by Triggs. The following comments were made in person via the City Hall viewing room: Larry Brundidge stated that the Channel 10 feed is dead and suggested that the budget related items be pushed back due to their importance. Pitts asked how many more opportunities the public will have to review this information. Morgan responded both meetings in September. Pitts asked if it would be two more meetings. Motion by Pitts to set the date for the public hearing on the property tax rate, as required by law, to be held on Tuesday, September 8 at 6:00 p.m., at City Council Chambers located at 9th and Martin Luther King Jr Street, Georgetown, TX, second by Triggs.
