PLEASANT VALLEY - REVISED PRELIMINARY PLAT Motion by Connor and second by Colbert to approve the revised preliminary plat with the following conditions and variances: A) Plat meeting all ordinance requirements (including general notes). B) Drainage requirements being met. C) Utilities being adequate. D) A temporary turnaround shall be provided at the end of BLack Valley Drive and a corner cul-de-sac shown at Black Valley Drive and Cactus Valley Drive E) . Variance to minimum block length of 500 feet for BLock "Ev" F) Variance to right angle lots �-~ (uniform building line shall be maintained.) G> Variance to the right-of-way radii on Thunder Valley Trail and Pleasant Valley. H) Variance to width requirements for Thunder Valley Trail. RESOLUTION - CAPITAL METRO TRANSIT AUTHORITY Motion by Connor and second by Shell to resolve that the City of Georgetown endeavor to inform the public of the facts regarding participation in the Austin Metropolitan Transit Authority. RESOLUTION - TDWR/EDWARDSAQUIFER Motion by Connor and second by Shell to approve a resolution objecting the adoption of certain rules by the Texas Department of Water Resources, and adding thereto section 5 which states that the City may have additional concerns not stated therein. Motion carried by unanimous vote. (Ordinance Book #5, page ) Motion by Connor and second by Shell to pass a resolution stating the City's concern with the _d_ 12. PLANNING Texas Water Resources consideration of adoption of certain Rules and ReQu]ations on activities with the potential for causing pollution of the Edt,�ardsAgu|fer with the following additions: A) The City desires to file an injunction to prevent the Texas Department of Water Resources from passing any pules that ma,,-,, be detrimental to the City of Georgetown. EJ) Authorize the hiring of Doug Hearne to accomplish this. C) Authorize the hiring of Doug Caroom and other such professionals, D) That aoy future matters reciarding this subject shall be brought the the council for their consideration. Motion carried by unanimous vote. (Ordinance Book #5, page ) REPORT The Council indicated that Renee Hanson should prepare an ordinance establishing a Road Improvement Food, 13. REPORT ON SEWER RATES City Secretary Pat Caballero reported that the sewer rates are being updated. He reported that / \ this is done every two years and it is necessary due to The Environmental Protection 44gencY's Regulations. 14. REPORT ON DELINQUENT UTILITY ACCOUNT POLICY City Manager Leo Wood reported that a formal policy regarding the handling of delinquent utility account policy had been developed and will be implemented. 15. REPORT ON PAY RAISE POLICY City Manager Leo Wood reported that a forme] policy regarding the handling of Pay raises had been developed andw)ll be implemented. 16. MISC. Location and Surrounding -Uses. Near southeast intersection of Main and University. Area contains commercial uses to North and primarily residential to South. Master Plan District 8b. COMMENTS: This area was involved in the rollback zoning of 1981, per the recommendations of the Master Plan for neighborhood protection. RECOMMENDATION: P & Z (5 - 0) Zoning be denied. 6. ORDINANCE - REZONING - 1600 BLOCK OF NORTHWEST BOULEVARD - (GATEWAY NORTHWEST) - FROM R-S/RM-2 to C2A, 1st READING. Northwest of intersection of 1-35 and Northwest Boulevard. Area is commercial and multi -family. Master Plan District 4b. NOTE: Owner will voluntarily limit use to office and/or office warehouse with appropriate building setbacks by restrictive covenants prior to Council Meeting. RECOMMENDATION: P & Z (5-0) Applicant seeks variance from both height and area restrictions for proposed signs to be constructed with Riverview Mall Project. RECOMMENDATION: Denial, due to lack of submittal of a signage concept plan for the entire Riverview Mall Project. 8. SOUTHWESTERN PLAZA - FINAL PLAT. Location. Northwest corner of intersection of Hwy. 81 and Williams Drive. Master Plan District 5a. (12.1 acres) Commercial use is proposed. Use is appropriate. Existing zoning is C2A (Commercial, first height district). COMMENTS: I) Plat approval conditioned upon: A) Plat meeting all ordinance requirements. B) Drainage requirements being met, per City Engineers review comments. C) Utilities being adequate and a revised concept plan being submitted for staff review. II) A site plan and stormwater detention plan are required prior to issuance of building permits. III) A Public Utility Easement is needed along the east side of the property. RECOMMENDATION: P & Z (5-0) Approval conditioned upon the above comments being met. Location. Located west of P.M. 1460 approximately one half mile south of the city limits. Area is predominately undeveloped, but borders several large single family residential lots. Master Plan District 8b. (29.6 acres) Single family residential use is planned. Use is appropriate. COMMENTS: I) Plat approval conditioned upon: A) Plat meeting all ordinance requirements (including general notes). B) Drainage requirements being met. C) Utilities ebing adequate. II) A temporary turnaround should be provided at the end of Black Valley Drive, and a corner cul-de-sac shown at Black Valley Drive and Cactus Valley Lane. III) Variances are required for the following: A) Minimum block length of 500 feet. Block an4l 'IF" do not meet this requirement. (Variance requested on Block B) Lots being at right angles to other lots. Thirteen lots are now at right angles. (If variance is granted, it should be conditioned upon maintaining a uniform building line) C) Intersection right-of-way radii on Thunder Valley Trail and Pleasant Valley Drive don't meet requirement. (Variance should be requested.) D) Right-of-way. Thunder Valley Trail doesn't meet proper width requirements. (Variance should be requested.) E) Lot 1, Block "G" and Lot 1, Block 'IF" do not meet corner lot width requirement. (Variance not recommended.) F) A 100 foot tangent is needed at the reverse curve on Thunder Valley Trail. FV) Stormwater discharge from detention basin should be returned to "sheet flow" condition prior to reaching downstream property. RECOMMENDATION: P & z (5-2 Approval conditioned upon above requirements being met. Granting variances A-D above with conditions stated. Not granting variances E and F above.
