Council Member Bi I I Connor was absent. 1. APPROVE BILLS OVER $2000.00 Motion by King and second by Girvin to approve the bills submitted by City Manager Leo Wood. Motion carried by unanimous vote. 2. DISCUSS RESULTS OF DOWNTOWN PROJECT QUESTIONNAIRE The council discussed the results of the doikintown project questionnaire. 3. APPROVAL OF PLANS AND COST ESTIMATES FOR DOWNTOWN PROJECT Motion by King and second by Shell to approve the historic district improvement plan and cost - 27 - estimate of approximatelx $4S5,506.00 as presented by the Sesquicentennial Committee and to include an assessement to the adjacent property owners of approximatelx 22% of the enhanced value of their propertx; and that the pax out period for the accessement be spread over 10 xears with an interest rate as low as possible; and that some of the remaining cost of the project to be funded bx approximate lx $100,000.00 in donations raised by the Sesquicentennial Committee; and the remaining cost to be covered by the issue of Certificates of Obligation for approximatelx• $200,000-00; and authorize the expenditure of a maximum of $1000.00 for reworking of the exact figures bx Beherns Appraisal. Motion carried by unanimous vote. 4. DECLARATION OF PUBLIC HEARINGS FOR DOWNTOWN PROJECT Motion by Shell and second by Colbert to hold a public hearing on the downtown project at 6:30 PM, April ?, 185. Motion carried by unanimous vote. 5. PROPOSED WATER AGREEMENT WITH MUD #5 Motion by Shell and second by King to instruct City Manager Leo Wood to submit a proposed water agreement with MUD #5 to the City attorney and bring back the contract at the March 12 Regular Council Meeting. Motion carried by unanimous vote. 6. MISC. Renee Hanson reported that she, Doug Caroom and Leo Wood met with the Depar• tment of Water Resources about the proposed rules for the Edwards Aquifer. She reported that they will attend the Water Commission meeting at 9:00 AM March 20, 1985. She further reported that they met with State Representative Riley about the establishment of an underground water district. 7. ADJOURN Motion by Shell and second by King to adjourn. APPROVE MINUTES Motion by Colbert and second by King to approve the February 16 and February 26, 1985 minutes. Motion carried by unanimous vote. 2. APPROVE BILLS OVER $2000.00 Motion by Connor and second by Colbert to approve the bills submitted by City Manager Leo Wood. Motion carried by unanimous vote. 3.
