Doerfler presiding. The following Councilmen and Officials were present:Bb C. Girvin, Carl Doering, Marvin Lackey, Bill- Connor and William C. Shull, City Manager Leo Wood, City Secretary Jim Colbert, Public Works Director W. L. Walden, Tax/Finance Director Barbara Raney and Planner Renee Hanson. Minutes Motion by Girvin and seconded by Lackey; to approve the minutes of City Council meetings held July 6, 1983, ;July 12, 1:983 and July 25, 1983. Motion carried by unaniious vote. Bills Motion by Connor and seconded by Shell to approve payment of all bills over $2,000.00. Motion carried by unanimous vote. Park Request - Motion by Connor and seconded by Girvin to approve the request Fiesta de of ;Los Unidos to hold the Fiesta 'de Sana Jose in San Jose Park San Jose and to exempt them from the $250.00 clean-up deposit. Motion carried by unanimous vote. Community Center Motion by Lackey and seconded by Girvin: to allow the San Gabriel, Request - San Gab- Women's Club to use the Community Center with no charge on riel Women's Club October 7, 1983. Motion carried by unanimous vote. Resolution - Motion by Connor and secondee! by Girvin to approve a resolution Texas Community authorizing the Mayor to apply for funding under the Texas CommuiliLy Development Program Development Program. Motion carried by unanimous vote (P. 496) Preliminary & Final - Motion by Lackey and seconded by Shell to approve a preliminary Plat - Texas L.A.W. and final plat of the Texas L.A.W. Addition provided adequate Addition utilities are available and avigation easement notes are shown on the plat. Voting went as follows: Ayes: Lackey, :Shell, Girvin and Doering. Abstain: Connor. Motion carried (Ord. Book #4, Page -497). Clarification of Motion by Shell and seconded by Connor that Toyah Point 11 Plat Approval Pro- could be; approved conditioned on water not being provided cess in Southwest until bids on the south water project are opened and approved. Area Ordinance - No action was taken on this matter. Abandonment of Clamp; Street, 1st reading Resolution - Motion by Lackey and seconded by Girvin to table action pending Williamson Co. a work session. Voting went as follows: Ayes: Lackey, Girvin,; Mud No. 5 Shell and Connor. Abstain: Doering. Motion carried. Airport Board Motion by Connor and seconded by Lackey to advertise for bids Recommendations- on the Runway Overlay Project. The plans and specifications should include asphalt and an alternate for chip seal The bids are to be opened at 4:00 PM, September 1, 1983 and awarded at 5:00 PM, September 1, 1983. Departments Ordinance - Motion by Connor and seconded by Shell to approve on first Amend: Utility Rates, reading an ordinance amending an ordinance prescribing and lst reading fixing rates and changes for sales and service of electric, water, wastewater and garbage disposal systems of the City of Georgetown. Motion carried by unanimous vote. Ordinance - No action was taken on this matter. Garbage Rate Ord. 1st reading Ordinance - Amend Motion by Connor and seconded by Lackey to approve on first Fuel Flowage reading an ordinance providing for fuel flowage fees at the Ord., 1st reading Airport. Motion carried by unanimous vote. Ordinance - Hotel Motion by Connor and seconded by Shell to approve on second & Morel Tax, 2nd and final. reading an ordinance amending Article 5, Section 1.6-17, reading Rooth Occupancy Tax. Motion carried by unanimous vote. (Ord. Boost #4, Page 498). t, Ordinance - Home- Motion by Lackey and seconded by Connor to approve on first stead Tax 'Exemption, reading an ordinance providing that the greater of $5,000.01 1st reading or one percent of the market value of resident homesteads be exempted from ad valorem taxes. Motion carried by unanimous vote. Ordinance - Motion by Doering and seconded by Shell to approve on first Over 65 Tax reading an ordinance providing that $9,000.00 of market value of Exemption, lst resident homesteads of persons sixty-five years of age or older reading will be 'exempted from ad valorem taxes. Motion carried by unanimous vote. Ordinance >- Adopt Motion by Connor and seconded by Shell to approve on first 1983-84 Budget, reading an ordinance adopting a budget for the City for the lst reading fiscal year beginning September 1 1983, and ending August 31, 1984, Motion carried by unanimous vote. Commercial Use of No 'action was taken on this matter. Community Center Appointment - Mayor Doerfler appointed Councilman Girvin as the City CAPCO representative on the General Assemby of the Capital Area Planning Council. Executive Session At this time Mayor Doerfler announced that the City Council would meet in executive session as provided by Artice 6252--17, V.T.C.S. Following the executive session the meeting was again opened to the public. August 9, 1983 Page 3 Adjourn There being no further business, on a motion by Shell and seconded by Connor, the meeting adjourned.
