Doerfler presiding. The following Councilmen and officials were present: Eb C. Girvin, Carp Doering, Bill Connor, Marvin Lackey, William C. Shell, City Manager Leo Wood, City Secretary Jim Colbert, Public Works Director W.L. Walden, Tax Finance Director Barbara Raney and City Planner Renee Hanson. Ordinance- Motion by Doering seconded by Shell to postpone action on ..Rezoning- Smith this and a Preliminary Plat -Smith Branch Park pending Branch Park, further study. Motion carried by unanimous vote. Mayor 14.28 acres out Doerfler appointed the following committee to study the matter of William Add- and report back to the City Council: Carl Doering, chair- ison Survey man, Eb Girvin, Tom Pilgrim, Steve Shafer, Steve Brown and Abstract No.21- H.L. Smerke'n. RS to RM -2, 1st Reading, and Preliminary Plat -Smith Branch Park Variance- Motion by Girvin seconded by Connor to approve a variance for Parking Require- encroachment of parking areas into front building line set- ments-Quail back for a depth not to exceed ten feet. Motion carried by unanimous vote. Motion carried by unanimous vote. 3 August 22, 1983 Award Bids- Motion by Girvin seconded by Connor to award the annual bid on Transformers transformers to RTE Corp. Motion carried by unanimous vote. Award Bids- Motion by Doering seconded by Connor to award the annual bid on ,Gas and Oil gas and oil to Lackey and Clark Oil Co. Voting went as follows: AYES: Doering, Connor, Girvin, Shell. ABSTAIN: Lackey. Award Bids- Motion by Lackey seconded by Shell to award the annual bid on 'Concrete concrete to BrycQ,'Inc. Motion carried by unanimous vote. Award Bids- Motion by Connor seconded by Doering to award the annual bid on Road Base Flexible Base and Concrete sand to Texas Crushed Stone and on egate to Southwest Materials. Motion carried by unanimous Aggregate vote. Award Bids- Motion by Lackey seconded by Connor to award the annual bid on .Chlorine chlorine gas to Wilson Oxygen and Supply Co. Motion carried by unanimous vote. Ordinance- Motion by Doering seconded by Connor to approve on first reading Community Center, an ordinance establishing rates, hours and operating procedures 1st reading for use of the community center in San Gabriel Park. Motion carried by unanimous vote. Motion1carried by unanimous vote. (Ord. Book #5- pages Ordinance - Motion by Connor seconded by Doering to approve on second and Over 65 Tax final reading an ordinance providing that $9000.00 of market Exemption, 2nd value of resident homesteads of persons sixty-five years of age reading or older will be exempted from ad valorem taxes. Motion carried by unanimous vote. (Ord. Book #5- pages August 22, 1983 Ordinance- Adopt Motion by Shell seconded by Lackey to approve on second and 1983-84 Budget, final reading an ordnance adopting a budget for the City 2nd reading for the fiscal year beginning September 1, 1983 and ending August 31,_ 1984. Motion carried by unanimous vote. (Ord. Book #5, pages Capital Im- Mayor Doerfler added Doak Fling and Charles Forbes to the 1provments Capital Improvements Program Committee and named Leo Wood Program as chairman.
