The City Council met in Special Session on the above date at
6:30 P.M. with Mayor John C. Doerfler presiding. The following
Councilmen and Officials were present: Eb C. Girvin, Carl
Doering, Bill Connor, Marvin Lackey, William C. Shell, City
Manager Leo Wood, City Secretary Pat Caballero, Public Works
Director W. L. Walden, Citv Planner Renee Hanson, Tax/Finance
Director Barbara Raney, Building :Official Frank Wineinger and
City Fire Marshal Les Bunte.
Workshop - Mayor Doerfler opened the meeting with a workshop on capital
Capital Improvements improvements. The aim of this Workshop was to focus on the
projects the City would under take in order to enhance the
quality of water, electrical, protective and cultural services
provided to the citizens of Georgetown. The Council heard a
report from City Planner Renee Hanson who expressed gratitude
to the 1983-84 Capital Improvements Bond Program Committee
whose membership included Leo Wood, Eb Girvin, William Shell,
W. L. Walden, Renee Hanson, Doak Fling, Charles Forbes and
Montly Nitcholas. The Council heard additional reports from
Leo Wood and City Financial Advisor Monty Nitcholas, who both
explained the various proposed projects and how they were to
be financed. After a lengthy discussion, the Mayor declared
the workshop over.
Public Hearing - Mayor Doerfler announced a public hearing concerning the Capital
Capital Improvements Improvements Program and the upcomming bond election open. During
Program this time, citizens expressed views concerning this matter. After
a lengthy discussion, the Mayor declared the Public Hearing over.
Capital Improvements Councilman Connor made and seconded by Shell a montion that the
City place on the ballot for Bond 'Election the proposed option
No. 3 of the Utility System Revenue Bonds totaling $11.9 million
and all of the proposed General Government Bonds, excepting the
automated flight service buildings, totaling $5.610 million for
a total bond package of $17.510 million. The bond options as
to be presented to the public shall be grouped together in
as large of packages as legally possible. It is anticipated that.
sewer and water will probably have to be on different items. No
other divisions are desired unless our financial advisors
indicate they are required. It is specified that in the
public buildings option that the buildings might be placed
in different locations even if all are placed in one option
on the bond ballot. Motion carried by unanimous vote.
Certificates of Councilman Connor made seconded by Shell to authorize publi-
Obligation cation of Notice of Intent to issue Certificate of Obligation.
Motion carried by unanimous vote.
Capital Recover Fee Building Official Frank Wineinger reported to the Council the
displeasure of some developers with the $3,000.00 Capital Recovery FE
as set forth by the Council. It was indicated by the Council
that Wineinger procede with assement of fees as required by
the new policy.

Adjourn There being no further business, on a motion by Connor
and seconded by Shell the meeting adjourned. The motion
carried by unanimous vote.
