Doerfler presiding. The following Councilmen and Officials were present: Eb C. Girvin, Carl Pecan Valley Electric Doering, Marvin Lackey, Bill Connor, City Manager Leo Wood, Public Works Director W. L. Walden, Tax/Finance Director 58,912.17 Barbara Raney and Planner Renee Hanson, and City Secretary Jim Gifford Electric Colbert. Councilman Shell was absent. Minutes Motion by Doering and seconded by Connor to approve the minutes of by Girvin to award the bid to City Council meetings held October 12, 1982, October 22, 1982, Pecan Valley Electric. Motion and October 29, 1982. Motion carried by unanimous vote. Bills Motion by Doering and seconded by Connor to approve payment of alL for a water line in San Gabriel bills over $2,000.00. Motion carried by unanimous vote. Reports The Council approved the monthly reports. Distributive Education Motion by Doering and seconded by Connor to allow the Distributive Class - San Gabriel Education Class to provide playground equipment in San Gabriel Park Park. Motion carried by unanimous vote. Award Bids - The following bids on materials for a water line in San Gabriel Water Line in Park Park were received: Trans -Tex $2,139.93 Aqua Utility 2,592.25 Bowles & Eden 2,675.76 Motion by Connor and seconded by Lackey to award the bid to Trans - Tex. Motion carried by unanimous vote. Advertise for Bids Motion by Lackey and seconded by Connor to authorize advertisement Police car for bids on a police car. Motion carried by unanimous vote. November 9, 1982 Page 2 Ordinance - Lone Motion by Lackey and seconded by Connor to approve on first Star Gas Rate Increase reading an ordinance setting rates to be changed by Lone Star lst reading Gas Co. Motion carried by unanimous vote. Airport Managers Councilman Doering requested a report on contracts at the Airport. Report Ordinance - Amend Motion by Girvin and seconded by Connor to approve on first Airport Rules & reading an ordinance amending Section 2, Rule 5, of the Airport Regulations, lst Rules and Regulations. Motion carried by unanimous vote. reading Ordinance - Parades Motion by Connor and seconded by Lackey to approve on first and Street Dances, reading an ordinance regulating Parades and Street dances. lst reading Motion carried by unanimous vote. Ordinance - Motion by Connor and seconded by Lackey to approve on first Regulation of reading an ordinance regulating carnivals and circuses. Motion Carnivals and carried by unanimous vote. Circuses, lst reading Ordinance - Amend Motion by Girvin and seconded by Doering to approve on first reading Zoning Ordinance an ordinance amending Section 1.205 (land annexed to City) of the Section 1.205, Zoning Ordinance. Motion carried by unanimous vote. lst reading . Ordinance - Amend Motion by Lackey and seconded by Doering to approve on second and Subdivision Ord. final reading an ordinance deleting Section 4 - Procedure for 2nd reading Preliminary and -Final Plats and Adopting Section 4 - Concept Plans, Planned Unit Development, Preliminary and Final Plats and adding Section 5.07 and 5.10 to the Subdivision Ordinance. Motion carried by unanimous vote. (See Ord. Book #4, Pages 378-385). Ordinance - Planning Motion by Doering and seconded by Lackey to approve on second and Fees, 2nd reading final reading an ordinance establishing rates for the planning and engineering review of plats, planning,,zoning, special permits, annexations, mapping and distribution of aerial maps. Motion carried by unanimous vote. ( See Ord. Book #4, Pages 386-7-388). Vacation of North Motion by Connor and seconded by Lackey to approve the vacation Fork Park of North Fork Park. Motion carried by unanimous vote. Final Plats - Motion by Doering and seconded by Connor to approve resolutions Turtle Bend I & II authorizing the filing of final plats for Turtle Bend I and II. Motion carried by unanimous vote. See Ord. Book A, Page% 389). Preliminary Plat Motion by Doering and seconded by Connor to approve a,preliminary" Lynnwood Acres, plat of Lynnwood Acres, phase I, provided requirements of the Phase I Planning Department are met. Motion carried by unanimous vote. Preliminary Plat - Motion by Lackey and seconded by Connor to approve a preliminary V'hisper Oaks plat of Whisper Oaks provided requirements of the Planning Dept. are met and two (2) parking spaces are provided for each unit. Hollow Estates 11 Appointments - Planning & Zoning Board •' Appeals Page 3 Motion by Girvin and seconded by Connor to disapprove a preliminary plat of Riverbend III. Motion carried by unanimous vote. Motion by Girvin and seconded by Connor to disapprove a preliminary plat of Rocky Hollow Estates II. Motion carried by unanimous vote. Motion by Connor and seconded by Doering to accept a grant from the Texas Aeronautical Commission for use in fiscal year 1983- 1984. Motion carriedby unanimous vote. No action was taken on this matter. Appointments - Fire No action was taken on this matter. Code Board of Adjustments Appointments - Mayor Doerfler appointed Linda Ciseneros to replace Sylvia Library Board Thomas on the Library Board.
