Walden, Barbara Raney and Planner Renee Hanson* Minutes Motion by Doering and seconded by Shell to approve the minutes of 24, 1982 and City Council meetings held August 10:, 1982, August the meetings held August 10, August 31, 1982 provided the minutes of 24, 1982, be corrected to show that the ordinance 1982 and August on first and second readings authorizing the use of signature passed stamps required one original signature on all checks, vouchers and warrants-. Motion carried by unanimous vote. Bills Motion by Girvin and seconded by Connor to approve payment of all bills over $2,000.00. Motion carried by unanimous vote. Advertise for Motion by Doering and seconded by Lackey to authorize advertisement Motion carried by Bads - Airport for bids on the lease of land at the airport. Land Lease unanimous vote., Advertise for Motion by Connor and seconded by Shell to authorize. advertisement tank at Bids - Water for bids on maintenance work on the ground storage water Tank Maintenance the City Plant. Motion carried by unanimous vote. Jack Davis - Motion by Lackey and seconded by Shell to require Mr. Davis to pay the City Manager to filer Electric Bill his electric bill in full and directing Davis for tampering with his electric meter.: charges against Mr. Motion carried by unanimous vote. Community Center Motion by Doering and seconded by Connor to allow the Round Rock show there Request - Round Cat Club to use the Community Center for a cat provided health department regulations. Motion carried Rock Cat Club are no violations of by unanimous vote. Community Center Request - Shirts No action was taken on this matter. & Skirts Community Center Motion by Doering and seconded by Connor to allow the San Gabriel time each year with - Request - San Women's Club to use the Community Center one Gabriel Women's out charge. Motion carried by unanimous vote. Club Community Center The City Council agreed that the use of light shows in the ceiling be approved in advance by the Direct Request - Randy of the Community Center should Light of Parks and Recreation. September 14, 1982 Page 2 Williamson County Mr. Ralph Hilliard briefed the Council on service call procedures Cablevision and the condition of the cablevision system, He also agreed to notify customers about the need to fine tune high bands; notifica- tion to be sent with November bills. Dr. Pierce - The City Council instructed the City Attorney to study regulation Hospital Bills of circuses and carnivals. of Transients Ordinance - Motion by Connor and seconded by Shell to postpone action until Lone Star Gas October 12, 1982. Rate increse, lst reading Ordinance - No action was taken on this matter. Parades & Street Dances lst reading Airport Manager's The Airport Manager reported that the Airport Advisory Board Report recommended that use of a temporary building by Thunderbird Flyers be discontinued in 180 days, and that Thunderbird Flyers be offered a lease site for a permanent building in a location approved by the Airport Advisory Board. No action was taken on this matter. Motion by Connor and seconded by Lackey to approve a resolution authorizing Howard Aviation to operate an Air Taxi/Charter Service, Aircraft Sales and Flight School at the Airport. Motion carried, by unanimous vote. (See Ord. Book #4, Page 342). Ordinance - Motion by Lackey and seconded by Connor to approve on second and Rezoning Lots 1, final reading an ordinance rezoning Lots 1,-4 and 5 of.the Fleager. 4, & 5 of Fleager Addition from RS to C-1. Motion carried by unanimous vote. (See Addition, RS to Ord. Book # 4, Page 343). C-1, 2nd reading Ordinance - Motion by Girvin and seconded by Shell to approve on second and Rezoning Lots 2, final reading an ordinance rezoning lots 2, 3 and 6 of the F.1eager 3 and 6, Fleager Addition from RM -3 to C-1. Motion carried by unanimous vote. (See Addition, RM -3 to Ord. Book #4, Page 344). C-1, 2nd reading Ordinance - Motion by Doering and seconded by Girvin to approve on second and Rezoning Block 68, final reading an ordinance rezoning Block 68 of the Lost Addition Lost Addition, RS from RS to RM -3. Motion carried by unanimous vote. (See Ord. Book to RX -3, 2nd reading #4, Pages 345-346). Amend Plat Motion by Lackey and seconded by Shell to approve amending plat Restrictions - restrictions on River Hills III to allow single family or duplexes. River Hill III Motion carried by unanimous vote. Preliminary Plat - Motion by Connor and seconded by Shell to disapprove a preliminary Lynnwood Acres-,' plat of Lynnwood Acres. Motion carried by unanimous vote. U� Resolution - No action was taken on this matter, Annexation of Junior High School property Parking - Motion by Connor and seconded by Shell to approve (1) restricting Sections of Austin parking on the west side of Austin.Ave.. between 6th Street and Ave. 7th Street to 15 minutes. (2) Move the curb on the east side of Austin Ave. between 6th Street and 7th Street approximately two (2) feet to the east at City expense and (3) to restrict parking on the west side of Austin Ave. between 11th Street and University to Sunday and evenings only. Motion carried by unanimous vote. Capital Improvements No action was taken on this matter. Project Matters concerning Motion by Lackey and seconded by Girvin to set a public hearing Industrial Revenue on Industrial Revenue Bonds for 6:30 PM, October 12,, 1982. Motion Bonds carried by unanimous vote. Pump Repairs No action was taken on this matter. Ordinance - Motion by Connor and seconded by Girvin to approve on second and Community Center, final reading an ordinance establishing rates., operating hours 2nd reading and operating procedures for use of the Community Center. Motion carried by unanimous vote, (See Ord. Book A, Page 347), Delinquent Taxes Motion by Doering and seconded by Connor to direct the Tax/Finance Director to notify delinquent taxpayers that their taxes are delinquent and that if not paid, will be turned over to an attorney for collection. Motion carried by unanimous vote. Executive Session At this time Mayor Doerfler announced that the City Council would meet in executive session as provided by Article 6252-17, V,T.C.S.
