AN ORDINANCE PROHIBITING THE SALE, OFF- i"
OF SALE, DELIVERY OR GIFT OF MODEL
AIRPLANE GLUE AND SIMILAR SUBSTANCES
TO ANY PERSON UNDER 17 YEARS OF AGE
WITHOUT PARENTAL CONSENT, PROHIBITTNG
INHALATIONT INTOXIGATION, REQUIRING
HE FORALL PURCHASES AND T7iVS-
ACTIONS AND PROVIDING FOR A PENALTY
NOT EXCEEDING $200.00 FOR VIOLATIONS
AND DECLARING AN I1.iMGh'NTCY.

upon the health of individuals employing this practice; and

BE IT ORDAINED BY THE
CITY COUNCIL OF THE CITY OF
GEO 'G.ETO"rNT:
SECTION 1. Except as
otherwise provided herein no
person shall sell,
offer for sale, deliver or give to any individual
under the age of 17
years any glue or cement commonly known as model glue, model airplane
glue, plastic cement, household cement, cement, or any other similar sub-
stances containing any one or more of the volatile solvents hereinafter
enumerated, without the consent of the parent or guardian of such
purchaser or recipient. The volatile solvents hereinabove referred
to are as follows:
1. Tolnol
2. Hexane
3. Trichorethylene
4. Acetone
5. Teluene
6. Ethyl acetate
7. Methyl Athyl Ketone
S. Trichloroethane
9. Isopropanol
10. iMethyl Isobatyl Ketone
11. 1%,ethyl Cellosolve Acetate
12. Cyclohexanome
SECTION 2. Each person, firm and corporation selling or offering for
sale or otherwise handling the aforementioned products shall keep and
maintain a written register reflecting the date of acquisition, name
of purchaser or recipient, item and quantity. Said record shall be
in duplicate, one copy to be maintained by preparor and the other
copy shall be delivered to City of Georgetown Police Department not
later than 30 days following the transaction.
SECTION 3. All persons purchasing or otherwise receiving the afore-
mentioned products shall sign the aforementioned register.
SECTION 4. The provisions of Section 1 of this ordinance shall not
apply where the glue or cement is sold, delivered or given simultaneous-
ly with and as a part of a kit used for the construction of model
airplanes, model boats, model automobiles, model trains or other simi-
lar models.

SECTION 5. It shall be unlawful for any person to inhale any glue
or cement containing one or more of the solvents named in Section 1
hereof with the intent of obtaining intoxicating or narcotic effect
thereby.
SECTION ¢. Any person who shall violate any of the provisions of this
ordinance shall be deemed guilty of a misdemeanor and,
upon conviction thereof, shall be punished by a fine not to exceed
$200.00.
SECTION 7. The provisions of this Ordinance are severable so that
any portion hereof found to be_void shall not effect the validity of any
other portion hereof.
SECTION 8. `EIEREAS, an emergency is apparent for the immediate preser-
vation of order, good government and public safety that requires this
ordinance to become effective at once; therefore, upon the passage
of this ordin,--ace by a vote of a majority of the members of the Council,
it shall be effective from and after the date of its passage.
