G A Resolution authorizing funding agreements between the City of Georgetown and CASA of Williamson County, Texas; Faith in Action Georgetown, Habitat for Humanity of Williamson County, TX, Isaiah 117 House; ROCK, Ride On Center for Kids, Inc.; The Caring Place; The Georgetown Project; Williamson County Children's Advocacy Center; Williamson County Crisis Center dba Hope Alliance; and Yesterdays Gone, for these agencies and organizations to continue to provide services for the citizens of Georgetown, and authorizing the Mayor to execute same and the City Secretary to attest. WHEREAS, the City Council finds that the City of Georgetown values partnerships with organizations that are committed to addressing our community's greatest public challenges; and WHEREAS, the purpose of City funding to the non-profit sector is to cultivate and sustain partnerships with 501(c)3 organizations that strengthen the City's key priorities in the following areas: Domestic Violence Victim Support, Transportation, Housing, Addiction Recovery, Veteran's Services, Youth Academic Development, and Workforce Development WHEREAS, the Key Priority areas are defined as follows: Domestic Violence Victim Support • Eligible organizations and programs provide services to victims of domestic violence. Transportation • Eligible organizations are those that assist in meeting the transportation needs of seitiors or ltattdicapped residents (paratransit). Housing • Eligible organizations include those that offer home repair, utility support, rent or mortgage support, or affordable housing. Addiction Recovery • Eligible organizations include those that assist residents with life -altering addictions recover. Veteran's Services Support veteran programs and services within the community. Resolution No.6 1 1 • 15 Description: 2024/25 Strategic Partnerships for Community Services Funding Agreements Date of Approval: January 14, 2025 Page 1 of 4 Youth Academic Development • Eligible organizations provide primarily internships or school supplies, or other forms of opportunities for academic -specific development. Workforce Development • Eligible organizations provide career pathways for youth and/or adults WHEREAS, the City Council finds that the provision of such services as defined above accomplishes a public purpose and benefits the community of Georgetown, Texas as they enhance the quality of life and the overall economic development of the city per Chapter 380 of the Local Government Code; and WHEREAS, the City of Georgetown and CASA of Williamson County, Texas desire to enter into a funding agreement in the amount of $26,000.00 to support salary & benefits for key staff in order to continue to offer the highest quality of advocacy for our children, while also looking at continuing to grow strategically and sustainably to get us ever closer to being able to serve 100% of the children in need; and WHEREAS, the City of Georgetown and Faith in Action Georgetown desire to enter into a funding agreement in the amount of $50,000.00 to support salary & benefits for key staff, in order to provide transportation for older adults who lack either the ability or the availability of transportation; and WHEREAS, the City of Georgetown and GTX Connect desire to enter into a funding agreement in the amount of $10,000.00 to support their Guiding People to Shelter (GPS) Navigation Services; and WHEREAS, the City of Georgetown and Habitat for Humanity of Williamson County, TX desire to enter into a funding agreement in the amount of $50,000.00 for the construction of the 3rd & 4th homes at Shepherd's Village, as well as the second home on Leander St, with the construction of the first of these homes to begin in January 2025; and WHEREAS, the City of Georgetown and Isaiah 117 House desire to enter into a funding agreement in the amount of $14,049.00 to provide a clean, comforting, and safe location where children removed from their homes because of concern for their safety can await placement; and WHEREAS, the City of Georgetown and ROCK, Ride on Center for Kids, Inc. desire to enter into a funding agreement in the amount of $35,000.00 to support the ROCK On Veterans program, which offers co-ed and women -only programs for veterans and active -duty service members, as well as programs for veteran families partnering with horses and veteran volunteers; and Resolution No..O I Pj 2,5-5-C Description: 2024/25 Strategic Partnerships for Community Services Funding Agreements Date of Approval: January 14, 2025 Page 2 of 4 WHEREAS, the City of Georgetown and The Caring Place desire to enter into a funding agreement in the amount of $50,000.00 for its Williamson County Service Center and its partnership with the Georgetown Caring Place in order to meet the growing need of financial assistance and homelessness prevention in Williamson County by providing referral -based rental and/or utility assistance to help prevent households from spiraling into homelessness; and WHEREAS, the City of Georgetown and The Georgetown Project desire to enter into a funding agreement in the amount of $50,000.00 to provide stipends for Georgetown high school students to gain on-the-job experience and guidance in soft skill development to be better employees, and high -quality programming outside of school hours to keep teenagers safe, help working families, expand learning, and build developmental assets and developmental relationships; and WHEREAS, the City of Georgetown and the Williamson County Children's Advocacy Center desire to enter into a funding agreement in the amount of $50,000.00 for the provision of Safety Net Services by meeting of critical needs for families impacted by abuse and violence; and WHEREAS, the City of Georgetown and the Williamson County Crisis Center dba Hope Alliance desire to enter into a funding agreement in the amount of $50,000.00 to provide Emergency shelter and transportation to Georgetown residents impacted by family violence and sexual abuse; and WHEREAS, the City of Georgetown and Yesterdays Gone desire to enter into a funding agreement in the amount of $14,500.00 to provide the support of a crucial safe haven for domestic violence victims, where they receive valuable resource coordination and life coaching services, allowing them the opportunity to become independent, resilient, and self-sufficient, so that they may avoid experimcing homelessness nr rehiming to an abusive situation; and WHEREAS, 501(c)3 non-profit organizations that are awarded FY 2024-25 Strategic Partnerships for Community Services Grants by the City Council and who have entered into a Funding Agreement with the City of Georgetown for those grant funds will have the ability to receive an exemption of certain development related fees in an amount not to exceed $10,000.00, should the organization remodel their current facilities and/or build new facilities in Georgetown if the request is made in the fiscal year as defined in the Funding Agreement. Development related fees are defined as Land development processing fees outlined in the City of Georgetown's Unified Development Code (UDC) Development Manual which include Building Permits and Inspections Fees, Fire Code Permit Fees and does not include: Electric Connection and Engineering Fees; Water and Wastewater Connection and Engineering Fees; and Impact Fees. Resolution No. ()! 14 28Z 616 Description: 2024/25 Strategic Partnerships for Community Services Funding Agreements Date of Approval: January 14, 2025 Page 3 of 4 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. SECTION 2. The Mayor is hereby authorized to execute, and the City Secretary to attest thereto, funding agreements with CASA of Williamson County, Texas; Faith in Action Georgetown; GTX Connect; Habitat for Humanity of Williamson County, TX; Isaiah 117 House; ROCK, Ride On Center for Kids, Inc.; The Caring Place; The Georgetown Project; Williamson County Children's Advocacy Center; Williamson County Crisis Center dba Hope Alliance; and Yesterdays Gone; and on behalf of the City of Georgetown in substantially the same form as denoted in the attached exhibits. SECTION 3. This resolution shall be effective immediately upon adoption. RESOLVED this 1 day of January, 2025.
