Hester presiding, the following were present: City Yanager Lee C. Black, Aldermen: S. T. Atkin, C. C. Hamilton, 7, P. Hoffman, Jr., Sam E. N2tris and Sam E. 7ilcox. Officers: 1.7. H. "Tunn, attorney for the City; C. S. Sanders, assessor -collector; A. ". Pickle, ma.rshall; MT. L. Cates, secretary. The minutes for the previous meetings were read by the secretary and on motion of alderman S. 77'.. 7ilcox, seconded by Ald. Atkin were were approved with a slight alteration. City Tana-er Lee C. -Rla,ck read his monthly resort, to gether with the reports of the city marshall and city treasurer, including the bills and accounts in the amount of $421.55. On the motion of Ald. Koffman, seconded by Ald. "ilcox all reports were ordered filed, and bills and accounts approved and ordered paid. TAX Ordinance for 1948: Ordinance Committeeman J. T. Atkin read the 1948 Tax Ordinance in full, the Caption of which is a.s follows: "An Ordinance of the City of Georgetown, Texas, providing for the levying and collecting of an advaloram tax of P1.25 on each one hundred ($100.00) dollars in valuation on all property subject to taxation in said city for the year 1948, and provid- ing for the application of same, when collected; and declaring an Emergency." (See Ord. exhibit X-t948 folb�viing these minutes). Alderman Atkin moved that the siad ordinance be passed to its second reading, the motion was seconded by Ald. Harris, and it was passed by the following vote: Ayes --Atkin, Hamilton, TIoffman, Harris, '7ilcox. Noes --None. Ald. Hoffman moved that the usual rules and regulations governing the passage of ordinances be hereby suspended and that this ordin ance be passed to its third reading, and hereafter be read only by Caption. SALARY ORDINANCE--1948 Ordinance Committeeman Atkin presented the salary ordinance for 1948, and moved that the same be read in full. The motion was carried by unanimolass vote. Following is the Caption: "Ordinance of the City of Georgetown, Texas, fixing; the compen- sation of the 11ayor and Aldermen, to be elected at the next regular city election, and declaring an emergency."See Bxhibit XX) Ordinance read in full. Ald. Hoffman moved there being an emergency clause -in the said salary ordinance, that the usual rules declaring that ordinances be'read' at three successive meetings be suspended, that hereafter the said ordinance be read by caption, here�afteT, and be passed to its second reading'. The motion was passed to its second reading,bhe following being the vote: Ayes --Atkin, Tamilton, 'Toffman, Farris, 'yilcox. Noes --none. The Ordinance was read by Caption. Alderman Atkin moved that the same be passed to its third reading, the usual rules for passing ordinances having been susbended,requiring only the reading b$ b 36ition. The motion was seconded by Alderman Atkin, and was passed by the following vote: Ayes --Atkin, Hamilton, Hoffman, Harris, 7ilcox. Noes --none. The Ordinance was declared duly passe by the Mayor. ORDER OF ELECTION "Notice is hereby given, that by the authority vested in me, I, G.C. Hester, Yayor of the City of Georgetown, Texas, hereby order that the regular City Election be held on the 6th day of April, A.D. 1948, at the City Fire Station for the election of a mayor and two aldermen for the said city, and that R. H. Chreitzberg is hereby appointed presiding judge of said election and is directed to employ suck clerks and assistants --Copt. page 216 216 Continued from _page 215 Minutes of Feb. 11, 1948 C.� as may be necessary. Atkin the above order was unanimously approved by the Council. OPDINA"TCF T' PTAINI?TG_- TO A7FFSTS 7ITHOTTT-'?ARRAYT Presented and reed In full at a. previous meeting and passed to the second reading, the Caption of 7hich is as follows: "An Ordinance amending the Devised Civil and Criminal Ordinances of this city, by adding thereto Section 35-a, and hereby giving; to the City Marshall and his7deputies all power to make arrests without a warrant, that can be given to said officers under the Constitution of e laws of this State, and declaring an emer- gency. On motion of Aid. Atkin, that the usual rules for passing ordinances, de- claring that ordinances be read at three successive meetings, be hereby suspended, on account of the 'emergency clause therein, and that here- after the said ordinance be read by Caption, and -passed to the Third read- ing. Aid. Harris seconded the motion and the same was'pa. ssed, the fol- lowing being the vote. Ayes --Atkin, Hamilton, Hoffman, Hlexris, 'Vilcox. Noes --none. ordinance read by Caption. Lotion By Aid. The Mayor declared the said ordinance duly passed. The said ordinance declaring an emergency, therefore necessitating the suspension of the usual rules for passing ordinances wherein said ordinances may be re^d by Caption only, there- fore Ald rman Atkin Idloved the usual rules be hereby suspended and the afore said Ordinance be passed to its second reading. The yor declared the said ordinance duly passed. The Mayor Appointed J. D. Tinning, plumbing Inspector; and! Lamar Sweden and J. F. Caskey as members of the Plumbibg examining Board.
