A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN,
TEXAS, PURSUANT TO THE CODE OF ORDINANCES OF GEORGETOWN,
TEXAS, RECOMMENDING INITIATION OF AN EXECUTIVE
AMENDMENT TO SECTIONS OF THE UNIFIED DEVELOPMENT CODE
RELATED TO UDC TEXT AMENDMENTS, RESIDENTIAL LANDSCAPING,
DOWNTOWN PARKING, FENCES, COURTHOUSE VIEW CORRIDOR, SITE
PLAN APPLICATION PROCESS, SCREENING OF TRASH RECEPTACLES
AND ADOPTED DIRECTOR'S INTERPRETATIONS; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING
AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
WHEREAS, on March 11, 2003, the City Council of the City of Georgetown, Texas,
adopted a set of comprehensive development regulations known as the Unified Development
Code ("UDC") via Ordinance No. 2003-16, which codified various zoning and subdivision
standards; and
WHEREAS, the 2003 UDC established submittal requirements and criteria for approval
for development applications; and
WHEREAS, the above identified UDC amendments have received direction via the 2030
Plan, Downtown Master Plan, City Council workshop, or discussion with the UDC Steering
Committee; and
WHEREAS, the City Council established a Unified Development Code Advisory
Committee on November 12, 2013, to review proposed or requested amendments to the UDC
other than executive amendments, which are those amendments that are nondiscretionary,
mandatory, or legislative revisions to address state statutes or case laws, ratify published
directors determinations, incorporate recently approved Council ordinances, process City
Council designated emergency items, or address revisions otherwise determined necessary by
legal counsel.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1: The facts and recitations contained in the preamble of this resolution are hereby
found and declared to be true and correct and are incorporated by reference herein and expressly
made a part hereof, as if copied verbatim.

SECTION 2: The City Council finds that revisions to sections of the UDC related to UDC text
amendments, residential landscaping, downtown parking, fences, courthouse view corridor, site
plan application process, screening of trash receptacles and adopted director's interpretations are
deemed an emergency pursuant to UDC Section 3.05.030.B as those revisions are:
1. immediately necessary to protect the health, safety or general welfare of the City and the
safe, orderly, and healthful development of the City; and
2. That waiting for the annual UDC review process is not in the best interest of the City; and
3. That the UDC does not provide other avenues to address the proposed revisions.
SECTION 3: The Mayor is hereby authorized to execute, and the City Secretary to attest this
Resolution.
SECTION 4: This resolution shall become effective immediately upon adoption.
