There is hereby, created the Vunicipal Civil Defense and Disaster Relief Conmittee of the City of Georgetown which shall consist of the following: (a) The Nayor of the City of Georgetown, who shall serve as Chairman of the Committee , and who shall also be known as Municipal Defense Coordinator of the 00yof GecrSstawn; (b) The Assistant Defense Coordinator of the City of 5oorget awn, who shall be charged with the preparation of a civil defense plan for the City of GeorSetoern, together with such other duties as the Coordinator may prescribe. The Assistant Coordinator shall be oppointed by and hold his position at the pleasure of the hunicipal Defonse Coordinator. The Assistant Coordinator shall serve as Vice -Chairman of the Municipal. Civil Defense and Dispster of the city of Korgetown, Texas. (c) The directors pf Divisions and Chiefs of Services of such Divisions as may be provided f6r'by resolution by the City Council or by directive of the Yunicipal Defense Coordinator, (d) Representutivas not to exceed five (5) in number from civic, business, industry, labor, veterans, professional, or other groups, to be selected and appointed by the 11yor. Section 2. The powers and duties of the, llvnic-,Ipal Tl1P_-,'-",33sse !,cnd Disaster Relief i,,,omraittee shall include the recoojno&ation for adoption by the City Pbuncil of a vivil defense plan for the City of GeorGatown, and the recoamendation for adoption by the City Council of any and all mutual aid plans and agreements which are deemed essential for the im- plementation of such civil defense plan. The duties of such Civil Defense and Disnster Relief Comaittee shall also include the making of, a survey of the availability of existing personnel, equipytent, supplies and services which could be used during ae n mergenay, as provided for herein, as well as a continuinj study,of the need for amendments and improvements in the 002 defense plan adopted by the City Council. The Civil Defense and Disaster Relief Corntittee of the Oity of GeorGetarwqn shall nmet vpon the call of either the Chuirman or Vice -Chairman. Section .3, The Wyor of the City of Georgetown is hereby author.'t,ze,d to join with the County judge of the County of Villiamson, and the Hryors of the other cities,in said county in the formation of a civil Defense and nisaster Relief Council for the County of Williamson, and shall have the authority to cooperate in the formation of a civil defense plan for the County of Oilliamson and in the appointment of n Civil Defense Diredtor for the County of Williamson, ,,s i','e_1,J. all dtlher powers necessary to participate in a county -wide program of ci-ii defense and disaster relief insofar as said program may affect the City Cl.. Section A Any displayed contrary to any order, rule or regulation promulgated pursuant to the provisions of this ordinance constitutes a public nuisance and when deemed necessary in order to protect life during blackouts or air raids, the police are authorized and directed to enter upon any promises within the City of Georgetown, using reasonable force, and extinEuish lights or take other necessary action to make effect— ive any order, rule or rogulation pro',,.aulEated under the authority son-- ferred by this ordinance. Section S. Any unauthorized person who shall operate a siren or other device sees to simulate a blackout signal or air raid,or the Urmingtion of a blackout or air raid, shall be deenmd guilty of a violation of this ordinance and shall be subject to the penalties im— posed by this ordinance. section 9. At all times when the orders, rules and regulations made and promulLated pursuant to this ordinance shall be in effect, they shall supqrsode all existing urdinances, orders, rules and regulations insofar asthe latter may be inconsistent therewith. Section 10. This Ordinanue shall not be construed so as to conflict with any State or Federal statute or with any lalitary or Na-al order, Rule or regulation. i Section 11.
