Lykes located at the southeast comer of Airport Road and Berry Creek Drive in connection with the expansion of the Berry Creek Wastewater Treatment Plant. ITEM SUMMARY: The current expansion of the Berry Creek Wastewater Treatment Plant requires the upgrade of an existing lift station located on Berry Creek Drive. However, the existing lift station site is not large enough to accommodate the necessary upgrade and has very poor vehicle access. The acquisition of a new, larger site would allow for the necessary lift station upgrade, as well as improved access directly from Airport Rd. Staff has had discussions with Mr. Joe L. Lykes concerning the City's prospective acquisition of a portion of his property located at the southeast comer of Airport Rd. and Berry Creek Drive for construction of the new lift station, which would allow the decommissioning of the existing lift station on Berry Creek Drive. The proposed site is down -river from the existing lift station, which would also eliminate the need for a separate lift station to serve the Villages of Berry Creek. As part of good faith negotiations, the City employed Larry Kokel of Kokel-Oberrender-Wood Appraisal, Ltd. ("Kokel") to perform an appraisal of the fair market value of the proposed 0.3 acres to be acquired in fee simple for the lift station site and 0.2 acres for related utility and access easements, as well as the impact of the new facilities on the property before and after acquisition. The fair market value of the property and easements to be acquired as determined by Kokel is $20,000.00, with no damages to the remainder as a result of the acquisition. STAFF RECOMMENDATION: Staff recommends that Council authorize staff to extend an offer to purchase the subject property and easements from Joe L. Lykes in an amount not to exceed the amount established by Council in this Executive Session as the maximum purchase price, plus related expenses. FINANCIAL IMPACT: Funds for this expenditure have been budgeted as part of the Berry Creek W WTP expansion project, account no. 651-101-6614-00. We have gathered and reviewed the available market data considered pertinent to the estimation of value of the property appraised. The purpose of this appraisal is to estimate compensation for the acquisition of 0.3 acre (13,000 SF) in fee simple interest to be used for a proposed wastewater lift station and 0.2 acre (8,780 SF) in easements out of the above referenced property.
