Consideration and possible action to authorize the acquisition of +5.24 acres of land located on SE Innerloop
at CR 110 and owned by Williamson County for the construction of a new electric substation.
ITEM SUMMARY:
In order to meet the increasing demand for electric service in the southern part of the City's service area, the
construction of two new substations has been included in the 2005/2006 electric CIP since 2003. Staff has
begun discussing the acquisition of the following two tracts of land for that purpose.
(1) a ±5.24 acre tract of land out of a 53.3313 -acre tract of land being a portion of a 103.5913 -acre tract
described in deed recorded in Volume 2332, Page 141, Official Records of Williamson County, Texas
(proposed "East Substation Site")
In an effort to save the City the cost of obtaining an independent appraisal on the East Substation
Site, the County Judge has agreed to present an offer to the Commissioners Court based on the
Williamson County Appraisal District's ("WCAD") assessed value of the property, which is $17,500
per acre, for a total offer of $91,700.00.
(2) a +3.83 acre tract of land out of a 34.118 acre tract of land described by metes and bounds in Exhibit
"F" to a Distribution Deed to the W.D. Kelley Foundation dated December 31, 2001 recorded in
Document No. 2002001129 of the Official Records of Williamson County, Texas (proposed "South
Substation Site")
An independent appraisal is in process for the South Substation Site, so an item concerning the
acquisition of this site will be forthcoming on a future agenda upon receipt of the completed appraisal
report.
Staff is seeking the Council's authorization to make an offer to purchase the above-described Williamson
County property to be acquired for the East Substation Site, in an amount not to exceed $91,700.00, plus
related closing costs.
SPECIAL CONSIDERATIONS:
If the County Commissioners' Court declines the City's offer for lack of an independent appraisal, the Citywill
need to obtain an independent appraisal of the County property, as well, and resubmit an offer based thereon.

SUBJECT:
First Reading of an Ordinance of the City of Georgetown, Texas denying ATMOS Energy Corp., Mid -
Tex Division's request authorizing the compliance tariffs for the Annual Gas Reliability Infrastructure Program
rate adjustment in this municipality.
ITEM SUMMARY:
In December, 2004, ATMOS Energy filed an application requesting approval of the companys Annual
Gas Reliability Infrastructure Program (GRIP) rate adjustment for the customers in Georgetown. In March,
2005, the Railroad Commission of Texas approved Docket No. 9560, the company's same adjustment for
the pipeline components within the ATMOS system. As a part of this process, the Commission changed a
couple of items in the Company's original filing. The first item was to allocate the revenue to be collected
through the interim rate adjustment along the company's customer classes in the same manner as the cost
of service was allocated among customer classes in the company's most recent rate case. The second item
was to calculate the adjustment to the monthly meter charge by dividing the total interim rate revenue per
customer class by the number of customers or meter charges per year per customer class. The Commission
did this so that system -wide tariffs would be consistent.
Included in your packet is an example of the proposed compliance tariff that composes these rate
changes.
Provided to staff were two options for Council consideration to approve the tariff or to deny the tariff.
Staff has reviewed this with representatives at ATMOS Energy and considered it internally along with other
cities and recommends that the City or Georgetown approve the Ordinance to deny the rate adjustment going
into effect. A denial vote for this rate adjustment simply temporarily suspends the Railroad Commission action
for implementation of this rate for approximately 45 days. Even though a vote of denial delays implementation
of this rate, if the Railroad Commission of Texas and its staff determines that it is an appropriate rate and an
appropriate filing, then this rate will go into effect since the Railroad Commission does have ultimate authority
for the gas system rates of ATMOS Energy. Therefore staff recommends Council denial of the
implementation of this rate ultimately knowing that the Railroad Commission has final authority and will more
than likely approve the rate to be applied, but at a later time.

AUTHORIZING THE COMPLIANCE TARIFFS FOR THE ANNUAL GAS
RELIABILITY INFRASTRUCTURE PROGRAM RATE ADJUSTMENT IN
THIS MUNICIPALITY
WHEREAS, The City of ("City") as a regulatory authority, has
previously approved by ordinance or operation of law the Atmos Energy Corp., Mid -Tex
Division's ("Company") application requesting the annual gas reliability infrastructure
program rate adjustment for customers on the Company's system -wide distribution
system; and
WHEREAS, the City has original jurisdiction to evaluate the Company's request
as it pertains to customers of the Company served from the distribution facilities located
within the City, pursuant to Texas Utilities Code §§ 102.001(b) and 103.001;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF
TEXAS:
SECTION 1. That the Company's request to authorize the compliance tariffs for
an annual gas reliability infrastructure program rate adjustment with respect to customers
served from the Company's distribution facilities located inside the City, as part of the
Company's system -wide gas utility system, is denied in all respects.
SECTION 2. That this Ordinance shall become effective immediately from and
after its passage, as the law and charter in such cases provide.
SECTION 3. That it is hereby officially found and determined that the meeting at
which this Ordinance is passed is open to the public as required by law and the public
notice of the time, place, and purpose of said meeting was given as required.
SECTION 4. That a copy of this Ordinance, constituting final action on the
Company's request for an annual gas reliability infrastructure program rate adjustment,
shall be forwarded to the Company's designated representative within 10 days at the

The GRIP Bill is a balanced legislation that provides gas utilities the opportunity to earn a regulated rate of
return by reducing regulatory lag on invested capital while at the same time providing several protections
for the gas consumer.

City to approve or deny the filing by November 19, 2005 in order to allow coordinated handling
at the Railroad Commission of any appeals.

accessories to various bidders for an estimated $276,942.00.
ITEM SUMMARY
Bids were received for the purchase of water meters and accessories for a one-year period
beginning November 1, 2005. The staff recommendation is to award this bid to the low bidder for each lot
as designated on the attached bid tabulation.
This equipment is stocked in the City warehouse and is used primarily for the new installations
and for replacement of existing meters and metering equipment. Material will be ordered by the using
department on an as needed basis.

Consideration and possible action to approve a resolution authorizing the Release of a
Special Assessment Lien against property currently owned by The Steenken Family
Partnership and located at 812 Main Street.
ITEM SUMMARY
In 1922 the City of Georgetown levied assessments for paving in and around the
downtown/Old Town area. An ordinance was recorded in the Mechanics Lien Records of
Williamson County, Texas, listing all property owners assessed and a requirement for
payment within four (4) years of the assessment.
The subject property is in the process of being sold and Georgetown Title Company
has requested a release of the assessment lien(s) on behalf of the current owner, The
Steenken Family Partnership. Due to the fact that the City does not have financial records
dating back to 1922, we are unable to determine whether a payment was ever made or
what amount, if any, may still be outstanding.
Due to the lack of financial records dating back to 1922, in the past, the City Council
has approved the release of several of these liens against properties assessed by the
same ordinance. Therefore, this request has been processed in the same manner.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, AUTHORIZING THE RELEASE OF
A SPECIAL ASSESSMENT LIEN AGAINST PROPERTY
OWNED BY THE STEENKEN FAMILY PARTNERSHIP
LOCATED AT 812 MAIN STREET; AND ESTABLISHING AN
EFFECTIVE DATE.
WHEREAS, the City of Georgetown has received a request from Georgetown Title
Company, on behalf of The Steenken Family Partnership, for the release of a special
assessment lien against its property located at 812 Main Street; and
WHEREAS, by ordinance dated September 11, 1922 and filed of record on January
25, 1923, at Volume 6, Page 421, Mechanics Lien Records of Williamson County, Texas,
an assessment lien in the amount of $117.70 was levied against the following described
real property and against the real and true owner of said property at the time of the
assessment, W. P. Ford, to be due and payable within four (4) years of said assessment:
Being Part of Lot 4, Block 51, CITY OF GEORGETOWN, and
being the same property described by metes and bounds as
the Second Tract in Exhibit "F" in deed from Bessie L.
Steenken to The Steenken Family Partnership, recorded in
Volume 1853, Page 421, Official Records, Williamson County,
Texas (the "Property'); and
WHEREAS, the City of Georgetown has no financial records dating back to 1923
and, therefore, no determination can be made as to whether or not the assessment was
paid; and
WHEREAS, the City Council, after hearing the request and finding the specific facts
as stated above, now concludes that the subject property should be released from the
special assessment lien.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution
are hereby found and declared to be true and correct, and are incorporated by reference
herein and expressly made a part hereof, as if copied verbatim. The City Council hereby
finds that this resolution implements Finance Policy End 14.00 of the Century Plan - Policy
Plan Element, which states: "All municipal operations are conducted in an efficient
business -like manner and sufficient financial resources for both current and future needs
are provided"; and further finds that the adoption of this resolution is not inconsistent or in
conflict with any other Century Plan Policies, as required by Section 2.03 of the
Administrative Chapter of the Policy Plan.

ITEM SUMMARY:
This contract amendment provides for the necessary design, engineering, construction
management, surveying, geotechnical, and regulatory submittals for the extension of the existing
Pecan Branch Reuse Line from County Road 152 to the Airport Road Ground Storage Tank and the
installation of an upgraded pumping station and associated support equipment at the Pecan Branch
Wastewater Treatment Plant
This project is necessary to reduce the amount of groundwater used for golf course irrigation
and also fulfills a contractual commitment to provide reuse water to the Sun City golf courses. Total
cost for services is $239,500.00.
SPECIAL CONSIDERATIONS:
None.
FINANCIAL IMPACT:
Funds will come from the Irrigation Capital Fund 621-101-6102-00.
GUS BOARD RECOMMENDATION:
GUS Board recommended approval at the October 18, 2005 meeting. Approved 6-0. Kostka

Dear Mr. Benz:
Transmitted with this letter are three partially executed originals of an Amendment to our
Professional Services Contract for the design, bidding, construction services and special
services as enumerated for the 16 -inch irrigation water line that will connect the existing 16 -
inch irrigation water line to the Airport Ground Storage Tank and improvements to the
irrigation water pump station at the Pecan Branch Wastewater Treatment Plant. This project is
needed to allow reclaimed treated effluent from the Pecan Branch Wastewater Treatment
Plant to be used as irrigation water at the Sun City golf courses.
The 16 -inch water line is estimated to be 10,000 feet long and there will be three pumps added
at the Pecan Branch Wastewater Treatment Plant along with electrical and instrumentation
improvements to allow these pumps to operate based on levels in the Airport Ground Storage
Tank and levels in the clearwell at the Pecan Branch Wastewater Treatment Plant. The
estimated cost of the 16 -inch irrigation water line is $1,200,000 and the estimated cost of the
pump station improvements is $330,000. The total project construction cost is estimated to be
$1530,000.
Our Amendment includes the basic services for design, bidding, and general services during
construction. Our Amendment also includes special services for surveying, geotechnical
services, and TCEQ permitting and fee.

EXHIBIT 1
SCOPE OF WORK
Project Need: The City's long term plan is to reuse treated effluent from the Pecan Branch
Wastewater Treatment Plant to irrigate the golf courses at Sun City. The line from the Pecan
Branch facility to the Airport Ground Storage Tank and Pump Station needs to be completed for
this to occur as well as capacity improvements at the Pecan Branch Irrigation Pump Station.
Project Description: The project consists of new pumping facilities at the Pecan Branch
Wastewater Treatment Plant, new chemical storage and feed units at the Pecan Branch Wastewater
Treatment Plant and approximately 10,000 L.F. of 16 -inch pipeline to connect the existing 16 -inch
irrigation water line to the Airport Ground Storage Tank.
Preliminary Engineering Phase. This phase involves determination of project scope and
economic and technical evaluation of feasible alternatives. Services during this phase include:
1) Reviewing available data and consulting with the OWNER to clarify and define the
OWNER's requirements for the project.
2) Advising the OWNER as to the necessity of providing or obtaining from others additional
data or services. These additional services may include photogrammetry, reconnaissance
surveys, property surveys, topographic surveys, geotechnical investigations and
consultations, compilation of hydrological data, traffic studies, materials engineering,
assembly of zoning, deed, and other restrictive land use information, and environmental
assessments and impact statements.
The scope of work includes the following special services:
a. Topographic survey of the plant site and irrigation water line alignment;
b. Easement survey and easement field note preparation for nine (9) easements;
C. Geotechnical analysis;
d. Construction materials testing;
e. Geologic assessment of the irrigation line alignment; and
f. Preparation of WPAP and submittal to TCEQ including applicable fees.
3) Identifying and analyzing requirements of governmental authorities having jurisdiction to
approve the design of the project, and participating in consultations with such authorities.
4) Providing analyses of the OWNER's needs, planning surveys, and comparative evaluations
of prospective sites and solutions.
5) Consulting with the OWNER, reviewing preliminary reports, clarifying and defining the
project requirements, reviewing available data, and discussing general scheduling.
Conferences may also be required with approving and regulatory governmental agencies
and affected utilities.

6) Advising the OWNER as to whether additional data or services are required, and assisting
the OWNER in obtaining such data and services.
7) Preparing preliminary design documents consisting of final design criteria, preliminary
drawings, outline of specifications, and written descriptions of the project. A maximum of
five copies will be provided to the OWNER.
8) Preparing revised opinions of probable total project costs.
Final Design Phase. This phase of project development is undertaken only after the OWNER has
approved the preliminary engineering phase material. The basic services for the final design phase
includes:
1) Preparing construction drawings and specifications showing the character and extent of the
project based on the accepted preliminary engineering documents.
2) Preparing and furnishing to the OWNER a revised opinion of probable total project costs
based on the final drawings and specifications.
3) Furnishing the necessary engineering data required to apply for regulatory permits from
local, state, or federal authorities. This is distinguished from and does not include detailed
applications and supporting documents for government grant-in-aid or planning grants that
would be furnished as additional services.
4) Preparing basic documents related to construction contracts for review and approval by the
OWNER (and the OWNER's legal and other advisors). These may include contract
agreement forms, general conditions and supplementary conditions, invitations to bid,
instructions to bidders, insurance and bonding requirements, and preparation of other
contract -related documents.
5) Furnishing to the OWNER a maximum of five copies of drawings, specifications, and other
contract documents.
Bidding Phase. Services under this phase include:
1) Assisting the OWNER in advertising for and obtaining bids for each separate prime
construction contract, maintaining a record of prospective bidders to whom bidding
documents have been issued, attending pre-bid conferences, and receiving and processing
deposits for bidding documents.
2) Issuing addenda as appropriate to interpret, clarify, or expand the bidding documents.
3) Assisting the OWNER in determining the qualifications and acceptability of prospective
constructors, subcontractors, and suppliers.

4) When substitution prior to the award of contracts is allowed by the bidding documents,
consultation with and advising the OWNER as to the acceptability of alternate materials and
equipment proposed by the prospective constructors.
5) Attending the bid openings, preparing bid tabulation sheets, and providing assistance to the
OWNER in evaluating bids or proposals and in assembling and awarding contracts for
construction, materials, equipment, and services.
Construction Phase. Services under this phase involve consulting with and advising the OWNER
during construction and are limited to those services associated with performing as the OWNER's
representative. Such services comprise:
1) Preparing for and conducting a preconstruction conference and issuing a Notice to Proceed
on behalf of the OWNER.
2) Reviewing shop and erection drawings submitted by the constructors for compliance with
design concepts.
3) Reviewing laboratory, shop, and mill test reports on materials and equipment.
4) Visiting the project site monthly as construction proceeds to observe and report on the
progress and the quality of the executed work.
5) Issuing necessary interpretations and clarifications of contract documents, preparing change
orders requiring special inspections and testing of the work, and making recommendations
as to the acceptability of the work.
6) Preparing sketches required to resolve problems due to actual field conditions encountered.
7) Determining amounts of progress payments due, based on degree of completion of the
work, and recommending issuance of such payments by the OWNER.
8) Preparing record drawings from information submitted by the CONTRACTOR.
9) Making a final inspection and reporting on completion of the project, including
recommendations concerning final payments to constructors and release of retained
percentages.
