Mayor Pro Tem Smith welcomed the audience and gave a brief outline of meeting procedures.
G Announcements and Comments from City Manager
There were no announcements from the City Manager.
H Public Wishing to Address Council
- Wayne McKee of Pedernales Electric Cooperative (PEC) regarding Cooperative activities in Georgetown
area.
McKee spoke to Council about the Annual Meeting and Election of Officers on June 19. He said,
in response to customer requests, PEC will have a levelized billing plan and a green power plan by the
end of the year. He said PEC has implemented a 24-hour call center for paying bills or asking questions.
He cautioned that there have been 16 line contacts with heavy equipment trucks, so they are publishing
some articles and sending mail -outs regarding safety. He presented a check for $7,760.83 for the
franchise tax payment. When asked by Smith, McKee responded that the green power program will come
from LCRA, and PEC will implement it, saying it may be wind generation.
I Action from Executive Session
Motion by Snell, second by Sansing that the City Council authorize the City's lawyers to respond to the
counteroffers received from the owners of Parcels 8, 9, 10, 11, 12, 13 and 16 related to the acquisition of
right of way and easements for improvements to SH29 and CR265, consistent with the direction given by
Council in Executive Session last night. Approved 6-0. (Eason absent)
Motion by Snell, second by Kirby that the City staff be authorized to initiate the procedures for vacation and
abandonment of the easternmost 0.83 -acre portion of CR265 right of way situated within the corporate
limits of the City in connection with the planned improvements to SH29 and CR265, consistent with the
direction given by Council in Executive Session last night. Approved 6-0. (Eason absent)

Smith explained that the Mayor and each member of the Council has named a member of the Ethics
Commission. He listed the following appointees: Jim Nolan by Mayor Nelon, Joyce Gadison by Patty
Eason, Mary Steger by Gabe Sensing, Joel Biggs by Doug Smith, Michael Martin by Henry Carr, Gerald
Sensabaugh by John Kirby, Katherine Burke by Farley Snell, and Fred Sellars by Ben Oliver. Motion by
Kirby, second by Sensing to approve the slate of names. Approved 6.0. (Eason absent) Sensing asked
if, as Council considers projects, the City could find out who the investors are to make sure there is no
conflict of interest. Carls said to the extent the information is available, it will be provided.
O Consideration and possible action for a Public Review Final Plat for 21.597 acres, out of the Burrell Eaves
Survey, to be known as Sun City Georgetown, Neighborhood Twenty -Four B2, located north of Texas
Drive — Melissa McCollum, Development Planner and Amelia Sondgeroth, Director of Planning and
Development
McCollum explained the item, saying the Planning and Zoning Commission recommended approval.
Motion by Snell, second by Sensing to approve the Public Review Final Plat. Approved 6-0. (Eason
absent)
P Consideration and possible action for a Public Review Final Plat for 18.14 acres situated in the Ephriam
Evans Survey, to be known as Hewlett Subdivision, Section 3, located on Hewlett Loop at Westinghouse
Road, with variances to the Subdivision Regulations — Melissa McCollum, Development Planner and Amelia
Sondgeroth, Director of Planning and Development
McCollum explained the item, saying they are in conformance with the Subdivision Regulations, and saying
they will transfer impervious coverage from lot to lot, but maintain 70% impervious coverage overall.
Motion by Sansing, second by Cart to approve the Public Review Final Plat. Approved 6-0. (Eason
absent)
O Consideration and possible action on Public Review Final Plat for 32.35 acres in Phase 4-A and 29.96
acres in the Frederick Foy Survey, to be known as Woodland Park Subdivision, Phase 4-A located on
Woodland Park Drive, with variances to the Subdivision Regulations — Carla Benton, Development Planner
and Amelia Sondgeroth, Director of Planning and Development
Benton explained that this subdivision is in the ETJ and explained the variances, saying this is consistent
with previous approvals, and the Planning and Zoning Commission recommended approval. Motion by
Sansing, second by Oliver to approve the Public Review Final Plat and the Findings of Fact. Approved
6-0. (Eason absent)
R Consideration and possible action on Public Review Final Plat for 29.96 acres in the Frederick Foy
Survey, to be known as Woodland Park Subdivision, Phase 4-B, located on Woodland Park Drive, with
variances to the Subdivision Regulations -- Carla Benton, Development Planner and Amelia Sondgeroth,
Director of Planning and Development
Benton said this is another section in the same subdivision. Motion by Snell, second by Carr to approve
the Public Review Final Plat and the Findings of Fact. Approved 6-0. (Eason absent)
S Consideration and possible action for a Variance from the following Section(s) of the Subdivision
Regulations: 34020.G.2.f (Rear Yard) and 34020.F.4 (Side Setback) to allow the placement of an accessory
structure on Lot 14, Block H, Georgian Place Phase 2A, located at 1079 Canterbury Trail — Bobby Ray,
Chief Development Planner and Amelia Sondgeroth, Director of Planning and Development
Ray explained the item, saying that the variance is being handled under the Subdivision Regulations, due to
the timing of the complaint. He said the Planning and Zoning Commission recommends denial of the
request. He advised that should Council wish to accept the variance, appropriate findings would need to be
found.
Speaker, Travis McCollum, noted that he is the neighbor that filed the complaint, saying that the structure is
9 to10 feet off the setback and 3 feet from his fence, saying it should be 7 feet for fire and safety reasons.
He said variances are designed for specific purposes, not to cover up something already done. He said he
has done some improvements to his property, and each time, applied for permits, and paid fees. He said
the Appraisal District receives that information, and his property taxes are increased accordingly.

Ivan Villanueva, the applicant, distributed some pictures to the Council. He said he didn't plan to break any
laws and didn't know he needed a permit. He said he has other neighbors with storage units backed up to
r fences. He said it would be a hassle to move the building and would be expensive.
Sansing asked and Carls confirmed that the Council would need to address each of the eight points if they
wished to approve the variance, remiinding Council that this variance requires a super majority (5
affirmative votes). Snell asked about the time allowance. Ray said Villanueva could work with Code
Enforcement. Cads said the City would impose a deadline of 30, 60, or 90 days and then impose a fine if
the structure is not removed by that time. Snell asked Villanueva if 90 days would be adequate to remove
the building. He replied that 90 days would be sufficient.
Sansing said he agrees with several members of the Planning and Zoning Commission that a variance
should be granted this time and the City should make a greater effort to get the word out that permits are
required before building structures.
Motion by Sansing to grant the variance. The motion failed for lack of a second.
Motion by Kirby, second by Oliver to deny the variance and grant the applicant 90 days to remove the
building. Apprevsd-6-gr' (Eason absent) Brandenburg noted that there still needs to be a building permit
and fees paid to move the building. Oliver said he doesn't think that the City should feel responsible for
making sure individuals are notified. Motion by Kirby, second by Snell to amend the motion to include the
requirement for a building permit and fees to be paid. Approved 6-0. (Eason absent) Vote on Original

Consideration of a resolution granting a petition and setting public hearing dates for the annexation into
the City for 158.19 acres, more or less, in the Williamson Addison Survey, located southwest of the Inner
Loop and Maple Street Intersection — Ed Polasek, Chief Long Range Planner and Amelia Sondgeroth,
Director of Planning and Development
Polasek explained the item. Motion by Snell, second by Sansing to approve the resolution. Oliver asked
qW and Polasek noted that an analysis of the annexation will be provided to the Council in the next step of the

Discussion and possible action concerning the purchase of right-of-way and easements for
improvements to SH 29 West and CR 265.
ITEM SUMMARY:
On June 15, 2004, the City extended the enclosed offers to Iva Wolf McLachlan (Parcel 8) and
Michael S. Cumberland, Trustee for Georgetown Title Company (Parcel 9) and the Wolf Family
(Parcels 10, 11, 12, 13 and 16), respectively, for the purchase/donation of right-of-way and
easements for the planned improvements to SH 29 and CR 265. On July 15 and 21, 2004, Mr.
Cumberland and Iva Wolf McLachlan responded with the attached counter-offers on Parcels 8
and 9. The City's appraiser, review appraiser and condemnation attorney have provided
comments via email addressing the Parcel 8 and 9 counter-offers.
Parcels 10, 11, 12, 13 and 16, owned by members of the Wolf Family, are being donated in
exchange for certain non-cash considerations. Pending Council approval, staff has reached an
agreement with the Wolf family concerning donation of the subject tracts, as set out in the
attached "donation letter' required by the Texas Department of Transportation. All items being
proposed as consideration for donation of the property are planned as part of the project,
including the abandonment of the easternmost portion of CR 265 north of the 1.78 -acre tract and
1.89 -acre Wolf tracts east of the proposed new CR 265E. It was not necessary to obtain
appraisals for these tracts due to the landowners' acknowledgment of their intentions to donate
the subject parcels. Accordingly, no comments have been provided by the appraisers or
condemnation attorney concerning the proposed agreement for these parcels.
Staff is seeking Council's direction and authority to proceed with negotiations for the purchase of
Parcels 8 and 9 as recommended by the City's appraisers and legal counsel, as well as authority
to vacate and abandon the subject portion of CR 265 pursuant to the proposed agreement
reflected in the Wolf donation letter.

SH 29 right-of-way tracts are identified by Parcel number with the corresponding easement tracts
being identified with the letter E". You will also note that, in your case, Parcel Nos. l0E and
I IE are further identified as Parts .1 and 2. Part 1 describes a City of Georgetown utility
easement. Part 2 describes a City of Round Rock water line easemept necessary for the
telocation of an existing 30" raw water line currently located along the notch. side of SH 29.
Parcel 16 describes the new CR 365E right-of-way.
It is my understanding, based on discussions with Iva Wolf McLachlan, that ydu intend to
donate P'areels 10, 1013, 11, 11E, 12,,12E, 13 and 16, as shown on the -enclosed surveys of each
-parcel. If this is an accurate representation of your intentions, please sign the enclosed donation
letter and return to me by June 24,. 2004, as acknowledgment of your intent to -waive• your
entitlement to fair market value compensation for conveyance of those parcels to the City.

I have reviewed the offer from the City of Georgetown of $43,101 for acquiring right-of-
way on behalf of TxDOT as well as the related utility easement on behalf of local utility
providers. I would be willing to accept an offer of $51,359 with the following provisions
($40,383 for the fee simple and $10,976 for the utility easement).
1) the City will provide a sewer tap at no cost and waive any impact fee for the
remainder tract. It is my understanding that sewer will be available at the
southeast comer of the tract;
2) the remainder tract will have access to and can use the regional detention (no
required onsite detention) at Wolf Ranch without cost;
3) the remainder tract has access to the new CR 265 on the east property line and

My counteroffer for said right-of-way and easement is $118,031. The additional amount
of compensation takes into account that the twenty foot right-of-way taking will cause the
elimination and demolition of approximately 2,100 square feet of concrete from the parking lot
in a redevelopment of the property. The loss of concrete parking is due to the City's twenty five
foot set back requirement.
It is my understanding that the existing driveway for the above described parcel will
remain at its current location. Any relocation of the driveway will only be with approval of the
property owner. I also understand that in connection with said Highway 29 improvements the
City of Georgetown will provide all utilities inadequate capacities to serve the above described
property at no additional cost to the property owner. In addition I understand that regional
offsite stone water detention will be available for all storm water from the above described
parcel at no additional cost to the property owner.

The owner has brought up a potential issue regarding the parking being with a new building setback after
the acquisition. No actual taking of the lot is required. However, correctly noted as the new right-of-way
line is established a new building setback line will also be established. This new setback line would
encroach on the existing parking lot.
As an existing use the parking area would be grandfathered under city regulations and a continuation of
the existing use will be allowed. The concrete mioht be required to be removed to code if the use changes
or a re -development of the property is sought by the owner. For minor issues lake parking encroachments
on a building setback, it would be anticipated a variance would be allowed. As there is no taking and no
impairment to the current use of the remainder I do not feel additional compensation is required.
I did contact Keystone Concrete Placement for a cost estimate for concrete paving. They indicated
current installed concrete drive -way cost to be $3.00/SF. The owner indicated 2,100 SF to be impacted or
$6,300.

I have reviewed the counter offer by Iva Wolf McLachlan. The compensation in the appraisal report is
based on $9.00 psf which is the highest per square foot price of the comparable sales.
However, Ms. McLachlan states the additional $29,508 is for the elimination and demolition of 2,100
square feet of concrete parking. If the city is going to tear out a portion of the parking lot then additional
compensation would be warranted for lost concrete and parking spaces. However, if the city leaves the
concrete parking in place then no additional compensation is needed in my opinion.

I've looked over Mr. Cumberland's counteroffer of $51,359 for this parcel
and easement. Essentially, Mr. Cumberland has recalculated Jimmy Vick's
figures at $9.00/SF rather than the $7.25/SF Vick recites in his report.
Given our recent dealings with Booth and Chapman, as well as the fact that
the $8,258 increase from our offer is less than the cost of going to
condemnation, I recommend that the City accept Mr. Cumberland's proposal.
With regard to his request for a October 1st closing, from my perspective
that is not a problem as long as Mr. Cumberland agrees to give the City an
immediate and irrevocable right -of -entry to the ROW and easement parcels.
That arrangement satisfies both the title company's desire to not close
until October 1st and the City's requirement for immediate possession.
Please let me know if you need anything further from me with regard to this
matter.

The City of Georgetown will obtain the approval of Williamson County for said vacation. The
vacated portion of County Road 265 as described in attached Exhibit "M" will then revert to the
undersigned owners of the adjoining property. The City of Georgetown agrees that the
compensation to the City of Georgetown by the undersigned adjoining property owners for said
vacated portion of County Road 265 will be the donation of right-of-way for Highway 29
provided for herein.
The City of Georgetown acknowledges and agrees that in connection with said Highway
29 improvements, electric, water and wastewater will be made available, at no cost to the
landowner, to the remainder tracts of the subject parcels being acquired along SH 29 in adequate
capacities consistent with the City's land use plan and intensity map. All costs associated with
service connections and/or tap, meter and impact fees in effect at the time of any application for
future development of the tracts shall apply and remain the responsibility of the landowner.
The City of Georgetown acknowledges that stormwater conveyance to the South San
Gabriel River for the areas shown on the attached Simon Property Group Proposed Drainage
Area Map enclosed herewith as Attachment 1 and Water Quality Drainage Area Map enclosed
herewith hereto as Attachment 2, is being provided off-site for any existing or future
development within those areas, subject to the impervious cover calculations shown thereon.
Accordingly, under these circumstances, stormwater detention and/or water quality will not be
required for those areas shown on Attachments 1 and 2.
The signatories below hereby represent and warrant they he/she has the authority to agree
to the terms herein as relates to property owned by them, in whole or in part.

An ordinance of the City Council of the City of Georgetown amending
Chapter 10.04 of the Code of Ordinances by adding Section 10.04.070 establishing
lane use restrictions for trucks upon the portion of IH -35 lying within the
corporate limits of the City of Georgetown; declaring certain conduct to be
unlawful and containing findings and other provisions relating to the foregoing
subject; providing a conflict clause; providing a severability clause; providing
for publication and setting an effective date. (First Reading).
ITEM SUMMARY:
The Texas Legislature passed Senate Bill 773 in 1997 allowing municipalities
to establish lane use restrictions for trucks on certain portions of controlled
access highways. The Texas Transportation Commission adopted rules for
implementation of this law which would require a city considering the adoption
of such an ordinance to hold a public hearing on the proposed draft ordinance to
establish the lane use restrictions. During the process of Austin, Round Rock and
Georgetown preparing ordinances and scheduling public hearings to adopt the lane
use restrictions, the legislature passed another Bill in 2003 allowing The
Transportation Commission, in addition to municipalities, the authority to create
truck lane restrictions. To simplify the process, The Texas Department of
Transportation asked the municipalities to allow the State to create the
restricted truck lanes.
An engineering study was conducted evaluating operation simulations and
crash records analysis. Stakeholder meetings and interviews were also conducted
as part of the study. The initial study was conducted evaluating the
restrictions during peak traffic hours (morning and evening). Austin, Round Rock
and Georgetown were in agreement that 24-hour restrictions would simplify the
restriction and make it easier to enforce. At the request of the municipalities,
a second study was performed evaluating 24-hour restrictions. The study found no
significant impact to making the lane use restrictions effective 24 hours a day.
The study found little, if any, travel time difference with the left lane
restrictions.
The real benefit to truck lane use restrictions was shown in Houston, where
a 68% reduction in crashes resulted from truck lane restrictions and enforcement.
TxDoT plans to have signs in place by the end of Summer 2004. Each City will be
responsible for enforcing the lane use restrictions. Staff recommends passing
the truck lane use restrictions ordinance for an additional safety measure for
vehicular traffic on IH -35.

WHEREAS, pursuant to Texas Transportation Commission Minute Order #109677

Georgetown in accordance with Section 545.0651 of the Texas Transportation Code; and
WHEREAS, a description of the restrictions established in this Ordinance has been
provided to the Texas Department of Transportation pursuant to Section 545.0651 of the Texas
Transportation Code; and
WHEREAS, the Executive Director of the Texas Department of Transportation or the
Director's designee has, based upon a traffic study and criteria established in Section 545.0651 of
the Texas Transportation Code, approved the restrictions established in this Ordinance; and
WHEREAS, the City Council finds that the health, safety, and welfare of the public will
be served by adopting the restrictions set forth in this Ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, that:
SECTION 1. The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
ordinance implements Transportation Policy 10.00 of the Century Plan — Policy Plan Element,
which states: "Citizens and commercial goods move safely and efficiently throughout all parts
of the City"; and further finds that the enactment of this ordinance is not inconsistent or in
conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative
Chapter of the Policy Plan.
SECTION 2. Chapter 10.04 of the Code of Ordinances of the City of Georgetown,
Texas, entitled "TRAFFIC REGULATIONS GENERALLY" is hereby amended to add the
following as the next consecutively numbered section:

(1) Definitions
(a) Authorized lanes means the two controlled access lanes on each side of
IH -35 (northbound and southbound) that are most immediately to the right
of the left-hand (or inner) controlled access lane.
(b) Designated Portion of IH -35 means that portion of IH -35 between the
northern City Limit of the City of Georgetown and the southern City Limit
of the City of Georgetown.
(c) Truck means a "truck" as defined in Section 541.201 of the Texas
Transportation Code that has three or more axles or a "truck tractor" as
defined in Section 541.201 of the Texas Transportation Code, regardless
of whether the truck tractor is drawing another vehicle or trailer.
(2) It shall be unlawful for any person driving or operating a truck on the Designated
Portions of IH -35 to utilize any controlled access lane other than the authorized
lanes, except as provided for in paragraph (3) below.
(3) Enforcement of this Subsection is subject to Section 545.0651 of the Texas
Transportation Code, and the prohibition established in paragraph (2) above shall
not be effective during any period of suspension or recision of approval by the
Executive Director of the Texas Department of Transportation or the Director's
designee as provided in Subsection (f) of Section 545.0651 or during any period
when traffic control devices that are required to be erected and maintained by the
Texas Department of Transportation pursuant to Section 545.0651 are not in
place, nor shall the provisions of this Subsection be construed to prohibit the
operation of a truck in a lane other than an authorized lane for the purpose of
passing another vehicle or for the purpose of entering and exiting the highway.
The provisions of this paragraph (3) shall constitute defenses to prosecution under
this Subsection.
(4) Violation of this Subsection is unlawful, and any violation shall be punishable by
a fine of not less than $1 nor more than $200 as provided by Subchapter D of
Chapter 542 of the Texas Transportation Code.
SECTION 3. This ordinance shall be and is hereby declared to be cumulative of
all other ordinances of the City of Georgetown, and this ordinance shall not operate to
repeal or affect any of such othr ordinances, except insofar as the provisions thereof
might be inconsistent or in conflict with the provisions of this ordinance, in which event
such conflicting provisions, if any in such other ordinance or ordinances are hereby
superseded.

SECTION 4. If any provision of this ordinance or application thereof to any
person or circumstance, shall be held invalid, such invalidity shall not affect the other
invalid provision or application, and to this end the provisions of this ordinance are
hereby declared to be severable.
SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City
Secretary to attest. This Ordinance shall become effective and in full force and effect ten
(10) days on and after publication in accordance with the provisions of the Charter of the
City of Georgetown.

of vehicle, to two or more designated lanes of traffic on certain portions of the designated state highway system, and requires the
Texas Transportation Commission (commission) to adopt rules. The commission adopted these rules, 43 TAC §§25.601-25.604 that
became effective on January 8, 2004.
The department, working in conjunction with local jurisdictions in Hays, Travis and Williamson counties, developed a proposed lane
restriction for the Interstate 35(1-35) corridor. In accordance with §25.604(ex3), the department conducted a traffic study to evaluate
the impact of the lane restriction. In accordance with §25.604(d), the department published a notice in the Texas Register for a 30day
comment period on February 13, 2004 and held a public hearing on the proposed restriction on March 4, 2004. The comments and the
department's response to these comments are attached as Exhibit A.
In accordance with Transportation Code §545.601 and 43 TAC §§25.601-25.604, the department is proposing a lane restriction that
would establish consistent lane use restrictions applicable to trucks, as defined in Transportation Code, §541.201, with three or more
axles, and to truck tractors, also as defined in Transportation Code, §541.201, regardless of whether the truck tractor is drawing
another vehicle or trailer. The proposed lane restriction prohibits those vehicles from using any traffic lane, other than the second,
third, and fourth controlled access lanes on each side of I-35 as counted from the center (inside left lane) of the highway between
1.297 miles south of the Bell/Williamson County line, southward through Hays, Travis and Williamson counties, and ending at the
southern city limits of San Marcos, which is 0.455 mile north of the HayslComal County lime.
The proposed lane restriction would be in effect 24 hours a day, 7 days a week, and would allow the operation of those vehicles in a
prohibited traffic lane for the purposes of passing another vehicle or entering or exiting the highway.
In accordance with 43 TAC §25.604(h)(2), the executive director may temporarily suspend the lane restriction in an emergency.
The commission, having evaluated the truck lane restriction proposal based on the safety of the traveling public and the factors listed
in 43 TAC §25.604(f), finds that the proposed lane restriction should be approved.
IT IS THEREFORE ORDERED by the Texas Transportation Commission that the proposed lane restriction in Hays, Travis and
Williamson counties is approved and shall become effective upon placement of all necessary traffic control devices.

On July 8, 2004, bids were received for the Wolf Ranch Lift Station project. Four bids were
received and are listed below.

The low bidder for the project is C.C. Carlton Industries, Ltd. There were two additive
alternates that provided for reduction in schedule, and C.C. Carlton was also the low bidder
considering the additive alternates.
The engineer's estimate on the project was $1,581,577. This project is being built as part of the
off site utilities for the Wolf Ranch Development, and is an integral part of the development of
that project.
We are familiar with the work of C.C. Carlton Industries, Ltd. As a contractor on work that
the CDM Austin office has designed, they have completed the Old Town Wastewater
Improvements in Georgetown and the FM 1431 Wastewater Improvements in Cedar Park.
The FM 1431 Wastewater Improvements in Cedar Park included the construction of two lift
stations that are similar to the Wolf Ranch Lift Station. We believe that C.C. Carlton
Industries, Ltd. has the experience and the capacity to complete the Wolf Ranch Lift Station
project within the time frame described in the contract. We, therefore, recommend that the
Wolf Ranch Lift Station contract be awarded to C.C. Carlton Industries, Ltd. in the amount of
$1,597,100.00.

ITEM SUMMARY:
Airport Road was originally scheduled as a simple overlay
project in 2002/2003. The rapid deterioration of the roadway made
an overlay impracticable. At the request of council, additional
funds were budgeted in the 2003/2004 year to reconstruct Airport
Road.
Bids were received on July 19,2004 at 2:00 P.M. for the
Airport Road Street and Drainage Improvements Project. The low bid
of $626,077.00 was from H. Deck Construction Company. Part A of the
Airport Road rehabilitation bid came in at $511,853.00. This
amount is well below the Engineer's estimate of $650,000.00
Additional roads scheduled for overlays were bid as alternates
B,C,D,and E.
Staff, along with Roming Parker & Kasberg, L.L.P. Engineers
recommend the contract to be awarded to H.Deck Construction Company
for the Bid amount of $626,077.00. Staff also recommends approval
of a project amount of $657,377 to cover a 5% contingency.

Attached are the Bid Tabulation Sheets for the bids received at 2:00 PM on Monday, July 19, 2004
for the above referenced project.
There were two bids received for this project as shown on the attached tabulation sheets. After
tabulation of the bids, we have concluded that H. Deck Construction Company is the low bidder
with a total bid of $626,077.00 (Parts A-E (Less Item A-18) and Add Alternate 1). The total bid
includes Airport Road Street & Drainage Improvements (Part A Less Item A-18), Airport Road
Overlay (Part B), College Street Overlay (Part C), 17' Street Overlay (Part D), Walnut Street
Overlay (Part E), and Add Alternate 1(Type 'A' or Type `B' HMAC Substitution).
We have reviewed the current workload and construction history of H. Deck Construction Company
as well as contacted several references. As a result of our findings and the fact that they have
satisfactorily completed a number of projects for the City of Georgetown, we recommend that a
contract be awarded to H. Deck Construction Company for the total bid in the amount of
$626,077.00 (Parts A-E (Less Item A-18) and Add Alternate 1). If you have questions, please
