ITEM SLMMARY:
South Church Street between University Avenue and 21" Street was designated as no
parking zone prior to the Texas Department of Transportation releasing jurisdiction and
maintenance to the City of Georgetown. Church Street is narrow and carries considerable traffic
serving as a neighborhood collector. Staff feels the prohibited parking is necessary for the free flow
and expeditious handling of traffic and the safety of persons and property along Church Street.
Many of the original No Parking signs are still in place from the time when this roadway was
designated as FM 1460. Staff is proposing to replace old and missing signs with the passing of this
ordinance. This ordinance and official signage will allow the enforcement of this zone and
prosecution of violators.

MORDINANCE NO.
AN ORDINANCE AMENDING SECTION 10.16.040 OF THE CODE OF
ORDINANCES OF THE CITY OF GEORGETOWN ESTABLISHING A
NO PARKING ZONE ON CHURCH STREET BETWEEN UNIVERSITY
AVENUE AND 21sT STREET; DIRECTING THE TRAFFIC ENGINEER TO
ERECT APPROPRIATE SIGNS INDICATING SUCH ZONE, REPEALING
CONFLICTING ORDINANCES AND RESOLUTIONS; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING FOR PUBLICATION AND
SETTING AN EFFECTIVE DATE.
WHEREAS, South Church Street between University Avenue and 21st Street was
designated as a no parking zone prior to the Texas Department of Transportation
("TxDOT") releasing jurisdiction and maintenance of South Church Street to the City of
Georgetown and realigning FM 1460 to the west thereof, and
WHEREAS, this portion of South Church Street is narrow and well -traveled serving
as a neighborhood collector, and
WHEREAS, any parking of vehicles along this narrow roadway would slow or
prevent the movement of emergency response vehicles, and
WHEREAS, the City finds it to be necessary for the free flow and expeditious
handling of traffic and the safety of persons and property to restrict parking along certain
portions of South Church Street, and
WHEREAS, this ordinance, along with the installation of official signage in
accordance with the Texas Manual on Uniform Traffic Control Devices, will promote the
safe movement of traffic and emergency vehicles along South Church Street and aid in the
enforcement of this zone and prosecution of violators.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, that:
SECTION 1. The facts and recitations contained in the preamble of this ordinance
are hereby found and declared to be true and correct, and are incorporated by reference
herein and expressly made a part hereof, as if copied verbatim. The City Council hereby
finds that this ordinance implements Transportation Policy 12.0 of the Century Plan - Policy
. Plan Element, which states: "Georgetown s transportation system provides for the safe and

efficient movement of traffic, promotes the economic interests of the community, and
adequately serves the needs of individuals."; and further finds that the enactment of this
ordinance is not inconsistent or in conflict with any other Century Plan Policies, as required
by Section 2.03 of the Administrative Chapter of the Policy Plan.
SECTION 2. The City Council of the City of Georgetown hereby establishes a no
parking zone along both curb lines of Church Street between the south curbline of
University Avenue north to its intersection with 21st Street.
SECTION 3. All ordinances and resolutions, or parts of ordinances and resolutions,
in conflict with this Ordinance are hereby repealed, and are no longer of any force and
effect.
SECTION 4. If any provision of this ordinance or application thereof to any person
or circumstance, shall be held invalid, such invalidity shall not affect the other provisions,
or application thereof, of this ordinance which can be given effect without the invalid

west of Riverview Drive. TxDOT has determined upon the basis of an Engineering and
Traffic investigation that the prima facie maximum Speed Limit on RM 2243 could be
adjusted. The 45 MPH Zone will now be extended to the west to include the intersection
of Riverview Drive. The Ordinance will also include the recently annexed portion of the
55 MPH Zone allowing enforcement by Georgetown Police Department to the new City
limit line.
The attached proposed Ordinance modifies the speed limit pursuant to
TxDOT's engineering and traffic study.

recommended by TxDOT on the segment of RM 2243 within the City of Georgetown.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF GEORGETOWN:
SECTION 1. The facts and recitations contained in the preamble of this ordinance
are hereby found and declared to be true and correct, and are incorporated by reference
herein and expressly made a part hereof, as if copied verbatim. The City Council hereby
finds that this ordinance implements the following elements of the Century Plan Policy
Plan and that the enactment of this ordinance is not inconsistent or in conflict with any
other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter the
Policy Plan:
Transportation Policy 10.00 of the Century Plan - Policy Plan
Element, which states: "Citizens and commercial goods move
safely and efficiently throughout all parts of the City."
SECTION 2. It is hereby determined upon the basis of an engineering and traffic
investigation that the prima facie maximum speed limit on those portions of RM 2243
routed in the City of Georgetown is hereby stated and shown on the diagram attached

SECTION 3. That all of the streets of this city, and all portions of any such
streets, are hereby declared to be public streets and that the driving or operating of any
motor vehicle on or along any portion of any street of this city at a rate of speed that is
greater than the maximum rate of speed for said portion of said street, as fixed by this
ordinance shall be guilty of a misdemeanor, which is named "The Offense of Speeding'

and that the said offense is punishable by a fine in any sum not to exceed two hundred
dollars ($200.00). That the use of the word "Speeding" shall be sufficient to designate
the said offense, and shall mean that a motor vehicle has been driven upon a public
street at a greater rate of speed than fixed by City Ordinance for the street and for the
zone thereof, that such motor vehicle was so being driven upon, if zoned.
SECTION 4. That in prosecutions under this ordinance, for the offense of
speeding, the complaint, if in other respects sufficient in form, shall as to the portion
thereof seeking to acknowledge the offense, be sufficient if it in substance alleges that
the defendant did while driving a motor vehicle in said city commit the offense of
"Speeding".
SECTION 5. That should any section or any portion of any section hereof be
decreed to be void, the invalidity of such section or such portion thereof shall not affect
the validity of the remaining portions of this ordinance; and that each section and each
portion thereof not decreed to be invalid shall remain valid and enforceable.
SECTION 6. That all ordinances and parts of ordinances that are in conflict with
this ordinance are hereby repealed.
SECTION 7. The Mayor is hereby authorized to sign this ordinance and the City
Secretary to attest. This ordinance shall become effective in accordance with the
provisions of state law and the City Charter of the City of Georgetown.

ITEM SUMMARY
Booty's Crossing Road is a rural two-lane roadway with segments in the City and the County. The
existing speed zone configuration had three different posted speed limits varying between 30 and 40 MPH
posted along this relatively short roadway. Citizen reports indicate the signs to be confusing and not
applicable with the actual vehicle speeds or roadway conditions. City Staff gathered data of speeds and
traffic volumes. The roadway was visited and driven to study vertical and horizontal curves, driveway
spacing, intersections and other roadway conditions.
The Transportation Services Department has determined upon the basis of an Engineering and Traffic
investigation that the prima facie maximum Speed Limit on the portions of Booty's Crossing Road within the
City limits of Georgetown should be set at 35 miles per hour.
The attached proposed Ordinance modifies the speed limit pursuant to the City engineering and traffic
study.

FINANCIAL IMPACT:
None.
The findings of the investigations were shared with the County's Engineer. The County Engineer
was in agreement with the findings.

thousand (9,000) feet to its end.
SECTION 3. This ordinance shall be and is hereby declared to be cumulative of
all other ordinances of the City of Georgetown, and this ordinance shall not operate to
repeal or affect any of such other ordinances, except insofar as the provisions thereof
might be inconsistent or in conflict with the provisions of this ordinance, in which event
such conflicting provisions, if any in such other ordinance or ordinances are hereby
superseded.
SECTION 4. If any provision of this ordinance or application thereof to any
person or circumstance, shall be held invalid, such invalidity shall not affect the other
provisions, or application thereof, of this ordinance which can be given effect without
the invalid provision or application, and to this end the provisions of this ordinance are
hereby declared to be severable.
SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City
Secretary to attest. This Ordinance shall become effective and be in full force and effect
ten (10) days on and after publication in accordance with the provisions of the Charter
of the City of Georgetown.

ITEM SUMMARY:
AirBorn, Inc. is an existing business in Georgetown that employs approximately 300 people at the present time.
AirBorn is in the business of manufacturing electrical connectors and is seeking to expand to a new location in
Georgetown. In December 2007, GEDCO and then Council approved a performance agreement for this company
when it was scheduled to purchase property located on property near the Citicorp Datacenter on owned by
Longhorn Junction. However, that transaction never closed and the performance agreement was void.
Now, AirBorn is now scheduled to purchase property for expansion in Georgetown Industrial Park South. It
proposes to construct a new 50,000 square foot facility, expandable to up to 100,000 square feet, by December 31,
2009, and to add 190 new jobs by the end of 2013. The jobs to be added are all "primary jobs" as that term is
defined in the 4A Act.
At its July 21, 2008, meeting GEDCO approved the attached performance agreement with AirBorn. The
agreement has the following key elements:
• AirBorn agrees to construct a new 50,000 square foot facility by 12/31/2009
• AirBorn agrees to hire a total of 190 new FTE's by 12/31/2013, with the number of new jobs to be phased
in annually.
• AirBorn agrees to make a capital investment of $3,100,000 (in the new facility)
• GEDCO pays AirBorn up to $300,000 in annual installments. AirBorn is eligible to receive the first
installment when (1) a certificate of occupancy is issued for the new facility; (2) the capital investment is
made (AirBorn fronts all construction costs); (3) and AirBorn has met the annual employment goal for`
the first year (which is 30 new jobs). Thereafter, AirBorn is eligible to receive the remainder of the
funding if it meets the annual employment requirements for adding new jobs.
• AirBorn pays GEDCO back $1,578.95/job for every job not created as of 12/31 of the prior year {NOTE:
AirBorn has requested that the job count be tallied annually.} If AirBorn fails to meet the job requirement
in one year, but succeeds in the next year, then they can receive the payments for that year and the prior
year.
• The agreement automatically terminates if AirBorn does not close on this property by 12/21/2008.

manufacturing cabin accessories for business jets, including high quality tables, lift mechanisms, mounts,
pocket doors, and galley products including ovens and refrigerators.
Enflite proposes to construct a new 18,000 square foot facility to be used for office/administration and
warehouse/production to be located on the Property by February 28, 2009, and to add 72 new jobs by the
end of 2013. The jobs to be added are all "primary jobs" as that term is defined in the 4A Act.
At its July 21, 2008, meeting, GEDCO approved the attached performance agreement with Enflight. The
agreement has the following key elements:
• Enflite agrees to construct a new 18,000 square foot facility by 2/28/2009
• Enflite agrees to hire 72 new FTE's by 12/31/2013
• Enflite makes a capital investment of $1,850,000
• GEDCO pays Enflite $144,000 when a certificate of occupancy is issued for the new facility and the
capital investment is made (Enflite fronts all construction costs)
• Enflite pays GEDCO back $2,000/job for every job not created as of 12/31/2013 {NOTE: Enflite has
requested that the job count be tallied at the end of 2013, rather than annually. The Economic
Development Department is supportive of this request.}
