Discussion of the Financial Model and the impact on the Power Cost Adjustment (PCA).
ITEM SUMMARY:
As a result of including the proposed CIP for the next several years we have included the
impacts into our financial model related to revenue vs. expenses. This model indicates how we will
stay compliant with our Financial Policy and bond requirements for Debt Service Coverage. Also
included is a presentation of costs related to this year's energy and delivery costs related to our
current rates and Power Cost Adjustment (PCA). Over the last several months we have monitored,a
significant increase in Ancillary and TCOS charges (charges that are Statewide for administrative and
infrastructure in order to allow energy to flow from generators to consumers) from ERCOT with our
monthly bills. These costs have exceeded our financial forecasted expenses significantly enough to
warrant an adjustment to the PCA in order to recover the cost of these charges and stay policy
compliant. Staff will present the data and information related to the financial condition and costs as
they relate to rates and budget. GUS Advisory has seen this information as well during their latest
Board meeting in May.
Per current ordinance, the PCA is to be adjusted administratively for these costs at the time
they are increased and applied to the City. Even though that is the case we bring the information to
Council first in order to inform you of the cost impact of these charges.
