Consideration and possible action to approve the renewal of the contract
between the City of Georgetown and National Tree Expert Company, Inc., to provide
electric system right-of-way clearing services.
ITEM SUMMARY:
Staff recommends Council approval to renew the contract with National Tree
Expert Company, Inc. to provide electric system right -of -way -clearing services.
The contract allowed for the contract to be renewed each year for a five year
period and this is the last year of that renewal. National Tree has three (3)
staff members who hold National Arborists Certifications to ensure proper tree -
trimming procedures. While the contract will be with National Tree, supervision
of the work will be performed by the City's electric department. National Tree
Expert has been working in Georgetown since the 1997 Ice Storm event. Their
work, in conjunction with system upgrades, have proven that proper maintenance
can provide for reduced outages during ice events, such as the event experienced
in December, 1997, and December, 2000, and February 2003.
Therefore, staff recommends that the City exercise their option to renew
the contract.
GUS BOARD RECOMMENDATION:
GUS Board recommended approval at their March 27, 2003 meeting - Approved
6-0 (Brown absent)
STAFF RECOMMENDATION:
Staff recommends approval of the contract with National Tree for 2003.

Dear Mr. Mayben:
National Tree Expert Co.; Inc. would like to extend our contract with The City of
Georgetown. We have erjoyed our five-year business relationship with the City of
Georgetown and it is our ntent to extend our contract relationship for one or more years.
We are requesting a raise in prices due to the increased fuel costs and insurance rates that
we have experienced this year. The uncertainty of the present economy has and probably
will continue to affect out everyday cost of doing business. We feel these increases are
necessary to sustain the qi Wity of employees and equipment needed to complete a quality
job for the City of Georgetown.

Consideration and possible action related to the presentation
of the results of the Brangus Ranch area drainage study and
recommended actions.
ITEM SUMMARY:
On December 9, 2002, Roming, Parker & Kasberg presented a
preliminary drainage study of Brangus Road, and surrounding areas
to determine existing drainage areas and storm water flow rates.
The purpose of the study was to determine whether a
significant drainage problem did exist and if the problems found
would warrant further investigation and a possible mitigation.
The study concludes that a drainage problem does exist within
the study area.
The majority of the undetained catchment area is within the
annexed portion of the Serenada Subdivision. The drainage from
this area is localized to flow through property adjacent to the
annexed area of the City of Georgetown.
The study also states that any effort to improve the drainage
through the study area should also include an analysis of the
effects of the drainage improvements on areas downstream of Brangus
Road.

I. EXECUTIVESUMMARY
The Brangus Road Drainage Study presents an analysis of present and developed
conditions with the purpose of determining whether or not a drainage problem exists or
can be expected in the future.
This report contains a review of the existing conditions from the Berry Creek
Subdivision detention pond to approximately 200 -feet east of Brangus Road. These
items were investigated because of past drainage problems within the Boyd Property on
the west side of Brangus Road and the recent development of the Berry Creek
Subdivision upstream of the Boyd Property.
The results of this study indicate that a drainage problem does exist within the study
area. The flow of stormwater is impeded by the flat terrain and numerous oak trees
through the Boyd property as well as the undersized culverts under Brangus Road. Any
efforts to improve the drainage through this study area should also include an analysis
of the effects of the drainage improvements on areas downstream of Brangus Road.

Based on the results of our models, a drainage problem does exist through the Boyd
property. Appendix A includes exhibits which show the modeled floodplain for the 2,
5, 10, 25 and 100 -year storm events for both existing and future conditions. The
relatively small drainage area results in less change in magnitude of peak flow between
the different storm events. Because of this smaller change, the floodplain for the
various storm events are similar in size despite the flat terrain.
If the City of Georgetown chooses to investigate alternatives for improving drainage
through the Boyd property, there are several option which may be investigated.
Potential solution include the construction of a more defined channel which would
increase the capacity and reduce the floodplain. By lining the channel with concrete, a
larger flow can be moved through the property. The improvement of the channel may
require the removal of several existing oak trees in order to provide a straighter path
through the property and reduce resistance to flow. The crossing at Brangus Road
could also be subject to improvements to help pass stormwater downstream.
A possible solution that may be considered would be a concrete lined trapezoidal
channel, approximately 8-10 feet in bottom width, 3 to i side slopes, and 1.5 to 2 feet
deep. At Brangus Road, the existing culverts could be replaced with larger reinforced
concrete pipe culverts which convey more flow. Another option would be to lower
Brangus Road at this location to create a low water crossing.
Caution should be exercised in the investigation of a solution however. The problem
encountered with localized improvements to aid in passing water through the Boyd
property is that the potential exists for increased flows downstream which could create
new flooding threats. Any possible solution should be analyzed for its effects on flows
downstream. Depending on the method of improvement chosen, further improvements
downstream may be necessary.

Second Reading of an ordinance to amend section 13.04.120 of the Code
of Ordinances of the City of Georgetown entitled "Rates and Charges - Water
Schedule".
ITEM SUMMARY:
A Cost of Service study for the Irrigation Utility revealed that the
current rate of $.54 per 1,000 gallons was not sufficient to cover the cost
of service. The proposed amendment to the existing ordinance raises the
rate for Non -potable water (Irrigation water) to $.85 per 1,000 gallons to
provide the additional revenue necessary to cover the cost of service.
The proposed increase results in a non -potable water rate that is 40%
of the current potable water rate of $2.13 per 1,000 gallons.
SPECIAL CONSIDERATIONS:
NONE
FINANCIAL IMPACT:
The new Non -potable water rate will increase Irrigation Utility
revenue by $120,000. This will allow for expansion of the system in future
years.
STAFF RECOMMENDATION:
Staff recommends the approval of the ordinance.
