The Georgetown City Council will meet on Monday, June 13, 2005 at 04:00:00 PM at City Council
Chambers, at the northeast corner of Seventh and Main Streets, Georgetown, Texas.

A Discussion of the state of health and human services in the City of Georgetown with Williamson County

B Presentation of "Phase Two — Moving Toward Enterprise GIS' the City of Georgetown's Geographical
Information System Plan -- Chris Bryce, GIS Coordinator and Ed Polasek, Chief Long Range Planner

In compliance with the Open Meetings Act, Chapter 551, Government Code,
Vernon's Texas Codes, Annotated, the items listed below will be discussed in
closed session and are subject to action in the regular session that follows.
C Sec.551.071: Consultation with Attorney
- Pending or Threatened Litigation
- Legal Advice Regarding Agenda Items and other Matters
- Discussion and possible action pertaining to the City of Georgetown's request for hearing on the City of Leanders
pending applications for water and wastewater certificates of convenience and necessity and the TCEO hearing on
same scheduled for August 23, 2005
D Sec.551.086 Competitive Matters
The City Council will go into Executive Session under Chapter 551 of the Texas Government Code to discuss matters or
take action on a "competitive matter'of the Energy Services Department as provided under Section 551.086.

addressing program. He introduced Chris Bryce, Mike Stasny and Jess Henderson. With a slide program,
Bryce and Henderson demonstrated the current GIS capabilities. They presented the Phase II Plan,
Enterprise GIS, saying Phase I over the last two years was spent accomplishing the framework. They
demonstrated some of the 170 different layers of the GIS program. Bryce noted that Economic
Development Director, Mark Thomas, uses the GIS mapping services regularly when dealing with
prospective companies coming to Georgetown.
He spoke about the association that they created and worked with the County to prepare an updated 9-1-1
addressing map. He also noted that Williamson County doesn't have a GIS staff, but they have presented
that to theCounty and they will advertise this year for a GIS Planner for the County.
He gave Council the six goals for Phase Il, involving providing the GIS functions to City employees and
integrating the GIS system with other entities such as the utility department, finance, etc. He explained the
three-year work plan. He also predicted that in year two, 2007, the plan will require hiring a GIS analyst and
a full-time GIS Administrator.
He introduced Mike Stasny who spoke about the need to update the City of Georgetown aerial photos that
were done in 2002.
Bryce also noted the need for a network optimization study by ESRI, and Enterprise GIS software.
There were questions and comments from the Council. Eason - environmental issues such as underground
springs. Sensing - regional groundwater, FEMA flood maps.
