ITEM SUMMARY: Main Street is listed in the 2004-2005 Transportation Improvement Program for rehabilitation. The original TIP identified the Main Street Rehabilitation project as one project between 91h and 219, Street. Implementation of the Downtown Master Plan into this rehabilitation has raised the costs from the original engineering and construction estimates. To keep the project within the current budget, a shorter Section between 9th Street and University will be engineered and constructed. The remaining section between University and 21� Street will be placed in the 2005-2006 budget for consideration of allocation. We have priced the work according to the facts that we know about the project as of this date. Lump Sum charges are shown and will not change unless the scope of work is expanded, at which time we will meet with you and plan accordingly. The following are tasks that we have included in the work schedule: PRELIMINARY ENGINEERING PHASE. This phase involves determination of project scope and economic and technical evaluation of feasible alternatives. Services during this phase include: 1. Obtaining and reviewing available data and consulting with the City to clarify and define the CITY's requirements for the project. 2. Advising the CITY as to the necessity of providing or obtaining from others additional data or services. These additional services may include photogrammetry, investigations and consultations, compilation of hydrological data, traffic studies, materials engineering, assembly of zoning, deed, and other restrictive land use information, and environmental assessments and impact statements. 3. Identifying and analyzing requirements of governmental authorities having jurisdiction to approve the design of the project, and participating in consultations with such authorities. Mr. Jim Briggs April 12, 2005 Page Two 4. Providing analyses of the CITY's needs, planning surveys, and comparative evaluations of prospective sites and solutions. 5. Providing a general economic analysis of the CITY's requirements applicable to various alternatives. 6. Consulting with the CITY, reviewing preliminary reports, clarifying and defining the project requirements, reviewing available data, and discussing general scheduling. Conferences may also be required with approving and regulatory governmental agencies and affected utilities. 7. Advising the CITY as to whether additional data or services are required, and assisting the CITY in obtaining such data and services. S. Preliminary evaluation of the downtown development in landscaping and beautification 9. Analysis of drainage conditions. 10. Analysis of project effects on downstream conditions. 11. Analysis of water system requirements. 12. Analysis of wastewater system requirements. 13. Review of existing business locations and parking effects. 14. Meeting with each downtown business owner in the project area to receive input on the project in regards to construction, curb locations parking, etc. 15. Conduct a Pre -design meeting to inform the downtown merchants of the project progress and update the plan prior to design. DESIGN PHASE. The basic services for the final design phase includes: 1. Preparing construction drawings and specifications showing the character and extent of the project based on the survey data. 2. Preparing and furnishing to the CITY a revised opinion of probable costs based on the final drawings and specifications. Mr. Jim Briggs April 12, 2005 Page Three 3. Furnishing the necessary engineering data required to apply for regulatory permits from local, state, or federal authorities. This is distinguished from and does not include detailed applications and supporting documents for government grant-in-aid or planning grants that would be furnished as additional services. Fees for any local, state or federal construction permit applications are not included as part of the professional fee charges. These will be paid by the CITY. 4. Preparing basic documents related to construction contracts for review and approval by the CITY (and the CITY's legal and other advisors). These may include contract agreement forms, general conditions and supplementary conditions, invitations to bid, instructions to bidders, insurance and bonding requirements, and preparation of other contract -related documents. 5. Furnishing to the CITY the specified number of copies of drawings, specifications, and other contract documents. 6. Landscaping and downtown beautification in on street parking, sidewalk layout, pedestrian crosswalks, site furnishings and pedestrian lighting, landscape design and signage. 7. Design the drainage to incorporate the existing downtown drainage patterns. 8. Design the curb and gutter for the project. 9. Design street rehabilitation for the project. 10. Design the water improvements for the project. 11. Design the wastewater improvements for the project. 12. Design crosswalks for the intersection of University and Main Street. 13. Coordinate with TxDOT for the intersection of University and Main Street. 14. Design a traffic control plan to incorporate the needs of the downtown merchants as is best suited for the construction of the project. 15. Design surveys including the transfer of validated benchmarks to the proposed area. 16. Meet regularly with the City of Georgetown Staff to review the progress of the design and coordinate any conflicts that arise. 17. Conduct a Final Design meeting with the downtown merchants. Assisting the CITY in advertising for and obtaining bids for each separate prime construction contract, maintaining a record of prospective bidders to whom bidding documents have been issued, attending pre-bid conferences, and receiving and processing fees for bidding documents. 2. Issuing addenda as appropriate to interpret clarify or expand the bidding documents. 3. Assisting the CITY in determining the qualifications and acceptability of prospective constructors, subcontractors and suppliers. 4. Attending the bid openings, preparing bid tabulation sheets and providing assistance to the CITY in evaluating bids or proposals and in assembling and awarding contracts for construction, materials, equipment and services. CONSTRUCTION PHASE. Services under this phase involve consulting with and advising the CITY during construction and are limited to those services associated with performing as the CITY's representative. Such services comprise: 1. Preparing for and conducting a pre -construction conference and issuing a Notice to Proceed on behalf of the CITY. 2. Reviewing shop and erection drawings submitted by the constructors for compliance with design concept. 3. Reviewing laboratory, shop and mill test reports on materials and equipment. 4. Visiting the project site as construction proceeds to observe and report on the progress and the quality of the executed work and assist the Contractor and the City Staff during the project to coordinate constructability of the project. 5. Issuing necessary interpretations and clarifications of contract documents, preparing change orders requiring special inspections and testing of the work, and making recommendations as to the acceptability of the work. 6. Preparing sketches required to resolve problems due to actual field conditions encountered. 7. Conducting Construction Meetings at least monthly and to the frequency that the City requires or the project demands. 8. Preparing record drawings from information submitted by the CONTRACTOR. The Master Plan identified the existing, traditional highway design standards proposed by TxDOT for Austin Avenue to be possible impediments to pedestrian circulation, and considered the bridge crossings over the San Gabriel Rivers to have historic significance. The City favors preservation rather than TxDOT's proposal for replacement. The City requested that TXDOrs proposed improvements be limited to maintenance and consideration of requested improvements. TxDOT has proposed to transfer jurisdiction and maintenance of Austin Avenue from FM 2243 (Leander Road) to FM 2338 (Williams Drive) to the City, after it performs needed rehabilitation improvements and has requested a Resolution from the City adopting tle proposal. The City desires to accept TxDOT's transfer of jurisdiction and maintenance of the subject section of Austin Avenue to preserve its current configuration through the downtown Georgetown area. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS ("CITY"), ACCEPTING THE TRANSFER OF JURISDICTION AND MAINTENANCE OF BUSINESS 35 ("AUSTIN AVENUE") FROM FM 2243 (LEANDER ROAD) TO FM 2338 (WILLIAMS DRIVE) FROM THE TEXAS DEPARTMENT OF TRANSPORTATION ("TxDOT") TO THE CITY; AND ESTABLISHING AN EFFECTIVE DATE. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are Incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this resolution implements the Transportation Policy End 10.00 of the Century Plan - Policy Plan Element, which states: "Citizens and commercial goods move safely and efficiently throughout all parts of the City, " and further finds that the adoption of this resolution is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan. The City Council of the City of Georgetown finds it to be in the best interest of the citizens of Georgetown to accept TxDOT's proposal to transfer jurisdiction and maintenance of Austin Avenue from FM 2243 (Leander Road) to FM 2338 (Williams Drive), upon completion by TxDOT of the improvements set out on Exhibit "A" attached hereto, for the purpose of preserving the current configuration of Austin Avenue. SECTION 3. The Mayor is hereby authorized to sign this Resolution and the City Secretary to attest thereto on behalf of the City of Georgetown. SECTION 6. From FM 2243 to FM 2338 • Existing roadway will receive a mill, seal and overlay • Curb inlet openings will be improved • Deteriorated curb and gutter will be replaced • Existing pedestrian ramps at intersecting streets will be upgraded to meet ADA requirements • Existing sidewalk will be replaced as warranted • Unobstructed radius returns at SH 29 will be improved • Bridge rehabilitation will consist of mill, seal and overlay with polymer header joints at each abutment. Once existing asphalt is removed, cracks and construction joints will be cleaned and sealed as recommended by our Bridge Division • Roadway will be striped according to existing configuration within the limits of FM 2243 and the North San Gabriel River bridge structure • Roadway striping will be modified as per the attached exhibit within the limits of the North San Gabriel River bridge structure and FM 2338. This section of roadway will be re -striped to accommodate various left turn lanes. Access to businesses will be preserved during this rehabilitation project by means of maintaining the existing rural (non -curbed) section. Striping modifications, as just defined, are dependent on the City acquiring ownership of an existing service station located on the east side of BU 35 between Valley Street and FM 2338. • Anticipated 2006 letting • Conduit will be placed in roadway to accommodate a future signal at 51" Street. • Conduit will be installed for future pedestrian crossing at 50, Street. • Signal warrant study will be performed at 2^d Street. At a minimum, conduit will be installed for future signal should the intersection fail to meet warrants. • TxDOT will consider the possibility of painting the existing rail on the San Gabriel River Bridges. s
