September 29, 1986
The City Council of the City of Georgetown met
in Special Session Session on the above date at
5:00 PM with Mayor Jim Colbert presiding. The
following council members and officials were
present: Council Member Eb C. Girvin, Council
Member Joan King, Council Member Marvin E.
Lackey, Council Member Bill Connor, Council
Member William C. Shell, City Secretary Pat
Caballero, City Manager R. Bob Gaylor, Director
of Public Works Allyn Moore and Development and
Planning Director Ed Barry.
2b[l. EXECUTIVE SESSION UNDER ART. 6252-17 SEC. 2 (E)
LITIGATION.]
Mayor Colbert announced that the council would
meet in executive session under Art. 6252-17
Section 2 (e) Litigation to discuss Jobe Carter.
After the executive session the meeting was
again open to the public.
2. LACKEY & CLARK OIL PERMIT CONSIDERATION
Motion by Connor and second by Shell to table
this item. Voting went as follows: yes: Girvin,
King, Connor and Shell; abstain: Lackey. Motion
carried.
3. RIVEROAKS RESUBDIVISION (GEORGETOWN SHOPPING CENTER)'
PRELIMINARY PLAT AND DETAILED DEVELOPMENT PLAN -
LOTS 1 - 8
Motion by Lackey and second by Shell to approve
Riveroaks Resubdivision (Georgetown Shopping
Center) Preliminary Plat and Detailed
Development Plan, Lots 1 - 8 subject to the
following: 1) The existing plat of Riveroaks
shall be vacated. 2) The 60 ft. road shall be
given a street name and terminated with a
temporary turn -around at its northen-most end
per ordinance and eliminating the existing
bubble". 3) A variance from street design
standards to allow parking within the 60 foot
street shall be granted conditional upon the
execution of a development agreement prior to
the recordation of the final plat which provides
for the vacating of this street upon- completion
of a frontage -road along IHr25 and the
reconstrucion to City Standards of a 40 ft.

street within this ROW in the event( that a
frontage road is not funded within five.Vears as
well as interim measures that indemnify ;qhe
City against maintenance and li-abi-li-ty- during
this period. 4) A variance from off-street
parking requirements is hereby granted provided;
that an acceptable landscape plan is approved,
and that at no time shall there be less than
1100 total parking spaces on the site exclusive
of the reserve lots. 5) A variance form'PUE
requirements shall be granted conditional` upon
the submittal of a complete utility layout and
the dedication of all easements necessary to
accommodate the final utility design as approved

plans. 9) An instrument ready to file shall be

buffering for the abatement of noise and visual

voluntary annexation. Motion carried by
unanimous vote.

AND DETAILED DEVELOPMENT PLAN - LOT 1
Motion by Connor and second by Shell to approve
Riveroaks Resubdivision (Georgetown Shopping
Center) Final Plat and Site Plan, Lot 1 subject
to the following: 1) Final approval of
construction plans for the overall Riveroaks
Resubdivision including streets, drainage,
erosion and sedimentation control and

utilities. 2) Submittal of a landscape plan in
conformance with the informational requirements
of City Landscape Ordinance and the concepts
presented in the schematic landscape plan
submitted. 3) The future expansion shall not be
approved unless adequate parking can be
provided. 4) The center -most drive approach
shall be constructed perpendicular to the front
property line. 5) the;60 ft. pylon sign shall
s be removed from th "UE and height limited to
the height of the structure. 6) Buffering to
abate noise and visual impacts on adjacent
residential property shall be provided. 7)
Approval by the City Attorney of a development
agreement regarding the parking in the 60 foot
street and future frontage road. 8) Any
determination of developer participation

I. Approval of the Preliminary Plat and Detailed Development
Plan for the Riveroaks Resubdivision subject to the following
conditions:
