December 9, 1986
The City Council of the City of Georgetown met
in Regular Session on the above date at 6:30 PM
with Mayor Jim Colbert presiding. The following
council members and officials were present:
Council Member Eb C. Girvin, Council Member Joan
King, Council Member Marvin E. Lackey, Council
Member Bill Connor, Council Member William C.
Shell, City Secretary Pat Caballero, City
Manager R. Bob Gaylor, Director of Community
Services Hartley Sappington, Director of Public
Works Allyn Moore, and Development and Planning
Director Ed Barry.
A. Executive Session under Art 6252-17 2 (e) - Litigation
Mayor Colbert announced that the council would
meet in executive session under Art. 6252-17
Section 2 (e) Litigation. After the executive
session the meeting was again open to the
public.
Consent Agenda Motion by Connor and second by Lackey to approve
the three following consent items. Motion
carried by unanimous vote.
1. Ninutes To approve the November 25, 1986 Council Meeting
Minutes as submitted by the City Secretary.
2. Bills over $5,000.
To approve the following bills over $5,000.

AN ORDINANCE AMENDING THE "ZONING ORDINANCE"
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE
CITY OF GEORGETOWN, TEXAS, ON THE 12THE DAY OF
FEERUARY, 1968, AMENDING A PART OF THE ZONING
DISTRICT MAP OF THE ORIGINAL ORDINANCE, TO
CHANGE THE PROPERTY OF RIVEROAKS IN THE J.E.
PULSIFER SURVEY ABSTRACT NO. 498, AND THE
CLEMENTS STUBBLEFIELD SURVEY ABSTRACT NO. 558 IN
THE CITY OF GEORGETOWN, TEXAS FORM R -S SINGLE
FAMILY DISTRICT TO C-1, LOCAL COMMERCIAL
DISTRICT ZONING CLASSIFICATION AS HEREUNDER SET
FORTH: (Ordinance Volume Appendix A)

Motion by King and second by Connor to table
this item. Motion carried by unanimous vote.
5. Status Report, Northwest Central Area Plan
Development and Planning Director Ed Barry gave
a report on the status of the Northwest Central
Area Plan.
6. Resolution, Fluoridation of Water
Motion by Connor and second by Shell to adopt
the following resolution. Motion carried by
unanimous vote.
RESOLUTION
WHEREAS, the City Council of the City of
Georgetown, Texas desires to establish and
maintain preventive public health programs for
all its citizens; and
WHEREAS, the City Council of the City of
Georgetown, Texas recognizes that fluoridation
through its use in water systems has been
documented to be beneficial to the dental
development of children, cost beneficial to the
citizens of the community, and clinically safe
for its users; and
WHEREAS, the City Council of the City of
Georgetown, Texas desires to implement
fluoridation of the city water system;
NOW THEREFORE, BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF GEORGETOWN, TEXAS:

THAT the city staff be instructed to work with
the Texas Fluoridation Project, Bureau of Dental
Health, Texas Department of Health, to apply for
available grant funds which can be used for the
purchase, installation and operation of
fluoridation equipment for the City of
Georgetown water plants.
PASSED AND APPROVED this 9th day of December,
1986, by the City Council of the City of
Georgetown, Texas convened in session with a
lawful quorum present.
7. Leander Elevated Plater Tank Acceptance
Motion by Connor and second by King to accept
and affirm the completion of the Leander
Elevated Water Tank Project and approve final
quantities and payment of $93,366.39 to CEI
Na -Con, Inc. Motion carried by unanimous vote.
8. wastewater Projects Contract Approval
Motion by Connor and second by Lackey that an
Agreement for Professional Services be executed
with Freese & Nichols, Inc., for design of
Wastewater Treatment Facilities, subject to the
following conditions. Motion carried by
unanimous vote.
1) That Freese & Nichols be authorized to
proceed with the Study and Report Phase, which
includes these subparts; Interim Improvements
Evaluation, Alternative Site Evaluation, Permit
Assistance, Initial Wastewater Treatment Plant
Design and Project Summary Report.
2) That authorization to proceed with additional
elements of the Agreement be subject to
subsequent City Council approval.
3) That the Agreement be subject to final review
and approval of the City Attorney and
specifically approval by the City Attorney
concerning City ownership of the technical data
resulting from the work of Freese Nichols, Inc.
on this Report
9. Resolution - Charter Amendment Election of 1988 proposing a
change to Single Member Districts
Motion by King and second by Shell to to adopt
the following resolution. Motion carried by
unanimous vote.

RESOLUTION CONCERNING INTENTION OF CITY COUNCIL
OF GEORGETOWN, TEXAS TO HOLD AN ELECTION IN 1988
FOR CHARTER AMENDMENT PROPOSING ADOPTION OF A
SINGLE MEMBER DISTRICT FORM OF REPRESENTATION;
AUTHORIZING THE FORMATION OF AN AD HOC COMMITTEE
OF CITIZENS TO RECOMMEND BOUNDARIES;
WHEREAS, elections for representatives to the
City Council of the City of Georgetown, Texas,
have previously been based on an at large system
of representation; and
WHEREAS, the City Council of said City hereby
deems it to be in the best interest of the
citizens of Georgetown to recommend the calling
of an election to amend the City's home rule
charter for the adoption of a new system of
representation based upon single member
districts; and
WHEREAS, the Texas Constitution, Art 11, Sec 5,
prohibits the City Council from calling a
charter amendment election for the adoption of
such new system of representation until Spring
of 1988; and
WHEREAS, the present City Council is also
precluded by State law from calling such charter
amendment election for 1988; and
WHEREAS, in consideration of the foregoing, the
City Council of the City of Georgetown, Texas,
hereby makes the following resolution:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF GEORGETOWN, TEXAS:
1. The City Council hereby publicly declares its
intent to a have a charter amendment election
held in Spring of 1988 for the purpose of the
adoption of a new system of representation, a
single member district system, instead of the at
large system presently utilized;
2. The City Council further authorizes the
establishment of an ad hoc committee of citizens
representing all segments of the population to
recommend the location of district boundaries.
The members of said committee are to be
recommended by the Mayor and approved by the

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN,

WHEREAS, an application has been made to the City Council
for the purpose of changing the zoning district classification of
the following described real estate:
Lot li Biock It Riveroaks Subdivision as recorded in CabinetD, Slides 319-320 of the Wil]J amson County Plat Records,
WHEREAS, the City Council has submitted the proposed change
in the Zoning Ordinance to the City Planning and Zoning
Commission for its recommendation and report; and
WHEREAS, the City Council, before adopting this amendment to
the Zoning Ordinance, gave notice of such hearing by publishing
same in a newspaper of general circulation in the City ofGeorgetown, Texas, which notice stated the time and place of
hearing and which time was not earlier than fifteen days from thefirstdayofsuchpublication; and
WHEREAS, written notice was given not less than fifteen (15)
days before the date set for the meeting before the Planning andZoningCommission, to all the owners of the lots within 200 feet
of the above described property, as required by law; and
WHEREAS, the applicant for such zoning change placed on the
property for which such change is applied such sign(s) as
required by law for advertising the Planning and ZoningCommissionhearing, not less than fifteen (15) days before the
date set for said hearing; and

WHEREAS, the City Planning and Zoning Commission in a
meeting held on November 1986 recommended the changing of
said Zoning District Classification as provided in the Zoning
Ordinance on the above described property from an R -S Residential
Single Family District to C-1, Local Commercial District
Zoning Classification.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the
City of Georgetown, Texas:
That the Zoning Ordinance, and the Zoning Map of the City ofGeorgetown, as well as the Zoning District for the propertydescribedaboveasLotItBlock1-9 Riveroaks Subdivision as
recorded in Cabinet DL Slides 319-320 of the Williamson County
Plat Records shall be and the same is hereby changed from the
R -S Residential Single Family District to C-1, Local Commercial
District Zoning Classification.
