The City Council of the City of Georgetown met in
Regular Session on the above date at 7:00 P.M.
with Mayor Jim Colbert presiding. The following
council members and officials were present:

A RESOLUTION AUTHORIZING THE MAYOR OF THE CITY OF
GEORGETOWN TO EXECUTE AN AGREEMENT BETWEEN THE
LOWER COLORADO RIVER AUTHORITY AND THE CITY OF
GEORGETOWN
Whereas; Heretofore the City of Georgetown and
the Lower Colorado River Authority have entered
into a certain agreement dated June 25, 1974; and
Whereas; There are certain changes necessary and
appropriate related to the contract load (KW)
year ending June 25, 1986 and the estimated
contract loads for the five-year period ending
June 25, 1991, as reflected on the attached and
annexed Exhibit A (a copy of which is filed in
the office of City Secretary) and made a part
hereof for all purposes; and,
Whereas; these estimates effect the billing by
said Authority to the City of Georgetown and said
Authority's responsibility to provide adequate
facilities to supply the load required by the
various points of delivery set forth in said
contract; and
Whereas; the parties to said agreement, Lower
Colorado River Authority and the City of
Georgetown, Texas have agreed to amend the
aforesaid contract dated June 25, 1974 by
substituting the Exhibit A to the contract dated
June 25, 1974:
THEREFORE, BE IT RESOLVED that the Mayor of the
City of Georgetown is hereby authorized to
execute the aforesaid substituted exhibit A so
that the same shall be and become a part of the
contract dated June 25, 1975.

Motion carried by unanimous vote.
1. All ordinance requirements shall be met.
2. All drainage requirements shall be met; A
drainage facilities maintenance covenant shall be
required prior to recordation.
3. Utilities being adequate — Water availability
note shall apply and fire protection improvements
shall be included in Construction Plans which
meet City standards as if an adequate water
supply were available.
4. Prior to recordation of plat either the
Subdivision Improvements shall be installed, or
adequate surety established.
5. A landscape plan shall be submitted in
conjunction with subdivision construction plans
for designated landscape easements.
6. Driveway access to Fox Drive shall be
restricted to one 35 foot approach per lot.

Lackey to approve the low bid from Bair's Office
Supply for a total of $8,572.03 for furniture and
equipment for the new offices occupied by Public
Works and Development and Planning Divisions.
Motion carried by unanimous vote. (Other

Furniture and Office Furniture.
8.70008. Variance — Williamson Crossing Subdivision — Extension of
Preliminary Plat Approval:

Request: A variance, as required by Section 4.03
Part 8 of the Subdivision Ordinance, to allow an
extension of Preliminary Resubdivision Plat
approval for Williamson Crossing.
Motion by Connor and second by Lackey to approve
the variance to extend the plat until January 27,
1987 at which time all fees shall be paid. Then
this item will be again considered on the consent
agenda for further extension.

870009. Annual Report, Planning and Zoning Commission: The council
heard a report from Barbara Pearce, Planning and

Zoning Commission Chairman, regarding the
activities and suggestions of the Planning and
Zoning Commission for the 1986 calendar year.
870010. Report Development Regulations Review Advisor
Committee: The council heard a report from
Barbara Pearce regarding the status of the
Development Regulation Review Committee's work
toward a new subdivision ordinance. Pearce told
the council that she would return with a
proposed schedule by the last meeting in February
1987.
870011. Discussion, Library Automation System: Motion by Shell
and second by Connor to approve a plan, presented
by City Manager Robert Gaylor, to purchase a
computer system for the City Library. Such plan
would assure that if the proposed computer system
was not suitable for the library needs, that the
city would purchase such system for its own use.
Motion carried by unanimous vote.
870012. Georgetown/Round Rock Joint Use Water Facilities: Motion
by Connor and second by Lackey approve an
agreement with Haynie 6 Kallman, Inc. for a
Preliminary Engineering Report to investigate the
possibilities of joint use water facilities
between the cities of Georgetown and Round Rock
and Jonah Water Supply Corporation. Voting went
as follows: yes: King, Lackey, Connor and Shell;
abstain: Girvin. Motion carried.
870013. Ordinance, Southern Standard Construction Codes Adoption,
1st Reading Motion by Connor and second by King
to affirm the first reading of the following
captioned ordinance. Motion carried by unanimous
vote.
AN ORDINANCE OF THE CITY OF GEORGETOWN, TEXAS,
PROVIDING FOR THE ADOPTION OF UPDATED VERSIONS OF
STANDARD CODES REGULATING BUILDINGS, HOUSING,
FIRE PROTECTION, GAS, MECHANICAL. PLUMBING,
SWIMMING POOLS AND UNSAFE BUILDING ABATEMENT;
PROVIDING FOR VIOLATIONS THEREOF AND PENALTIES
THEREFOR; STATING THE PURPOSE HEREOF; PROVIDING

and City will resist any effort to close same.

870015. Dove Springs Development Discussion: Motion by Girvin and
second by Shell that the City of Georgetown
appear before the Texas Water Commission on
January 14, 1987 to become a participant in the
Dove Springs Development Waste Water Treatment
Plant Hearings and ask for a continuance. If
continuance is denied then the city should
withdraw as a participant.
870016. Economic Development Policy Discussion: The council held a
discussion regarding Economic Development. Mayor
Colbert called a Special Workshop Session of the
City Council for Tuesday, January 20, 1987 at
6:00 P.M. to discuss this matter.
Adjourn Motion by Lackey and second by Shell to adjourn.
Motion carried by unanimous vote

Request: A variance from stormwater detention

Facts:
Location: The subject property occupies the entire
block bounded by Fifth, Seventh, Pine, and
Holly Streets. Is within the corporate
limits of the City of Georgetown.
Williamson County Office 1
Surrounding Area: To the immediate west and north are single
family residences, with multi -family
apartments to the southwest. Georgetown Feed
and Supply is located to the southeast.
Property to the immediate east is vacant.
Those properties to the west,north, and
northeast are zoned R -S, Residential Single
family. Properties to the south and
southeast are zoned C-1 Local Commercial.
Existing Site: Utilized by the county for road maintenance
operations; with an office, equipment
storage, and material storage. The site is
zoned appropriately for the proposed land
use.
Analysis: The site plan that has been submitted for the
Williamson County Office will represent a
significant improvement of this block, owned
by the County, as the site is modified to
accommodate the new building. Large storage
tanks are to be removed, asphalt sections
replaced with grass, and gravel parking areas
and driveways replaced with asphalt parking
areas, landscaping, and a new building. A
large storage building that encroaches onto
the Seventh Street R.O.W. will be removed and
replaced with grass. The proposed site
development will improve the compatibility of
this site with the adjacent single family
residences.

The subject property is located near the
intersection of Fifth, Sixth, and Pine
Streets. As indicated by the cross -hatched
section of the attached Exhibit A, Sixth
Street has come to form a direct connection
to Seventh Street. However, the City does
not own R.O.W. for such a connection, as this
roadway is part of the subject property.
Because of the proximity of this small road
segment to nearby street intersections, a
hazardous traffic situation has resulted.
The applicant, through the placement of curb
and gutter and landscaping should eliminate
this connection and thereby the traffic
hazard.
Public Works has reviewed the drainage report
and recommends on-site detention as required
by ordinance. The reasons for this
recommendation are as follows:

Granting of the variance to waive fees, conditional upon approval
of site plan based upon the following findings:
1. The landscaping proposed for the project exceeds that
required by Ordinance and serves to mitigate the negative
aesthetic impacts of the proposed building and off—street
parking on adjacent single—family residences,
2. The proposed site development will greatly improve the visual
image of the block and be more compatible with adjacent
residential land uses,
3. Site improvements will include the removal of a long storage
building from the Seventh Street R.O.W. and will also improve
the intersection of Sixth, Fifth, and Pine Streets,
4. The proposed land use will be a County Office, non—profit
nature, in conformance with the Zoning Ordinance,
5. The City Council has in the past granted the waiving of some
fees for municipal and county government proposals of this
nature.
City Council Action: (January 13, 1987) (5-0)
Approval of a 3 part motion as follows:
1. Denial of request for variance from stormwater detention,
2. Table request for waiver of fees,
3. Notify County that the extension of 6th Street R.O.W. is
considered to be a City street and City will resist any
effort to close same.

frequency storm runoff 2.42cfs for this
tract,
b. This 2.42cfs increase amounts to a 407
increase of on—site runoff,
C. The existing drainage in the area is
flat, and is subject to flooding.
Additionally, the applicant requested that
all fees be waived, due to the public nature
of the development. This includes plan
review fees, building and utility permit fee
and Capital Recovery Fees.
Staff Recommendation: January 6, 1987)

for hte proposed Williamson County Office Building to
be located at 807 East 7th Street. Steger and Bizzell
Inc. is actin as our agent/applicant to design and
process the project for approval through the City of
Georgetown.
I understand that Williamson County is required to
pay the usual filing and review fees. However, inas-
much as the application was filed on behalf of the
County, a non-profit organization, I hereby request
that the filing fee be waived for this project.

Public Works recommends approval of this project; subject to the
developer's engineer submitting the following items for staff
approval:
1. Proposed relocation of the electrical service poles.
2. The approval of the the site plan and new fuel tank
construction from the Texas Water Commission - This approval
should address the Edwards Recharge Zone.
3. Proposed driveway entrance at the gate on Holly Street.
4. Revised drawing and details for culverts under all proposed
driveways.
5. Existing gas line that serves the tract needs to be shown on
the site plan.
6. Show the existing street pavement and right-of-way widths for
all streets adjacent to block 13, Shell Addition. Public
Works recommends standard curb and gutter adjacent to this
tract. The proposed curb and gutter is to be 15 feet from
the centerline of the street right-of-way to the back of the
curb. The recommended curb and gutter is to be built along
the east side of Pine Street, from 5th to 7th Street, and
along 7th Street from Pine Street to the east edge of the
parking lot on 7th Street.
7. All vehicular traffic on 6th Street, drives across the
parking lot of block 13 to connect with 7th Street - Public
works recommends that the developer either dedicate the
street right-of-way for 6th Street, or close 6th Street
traffic from crossing the existing private parking lot.
8. Public Works has reviewed the drainage report and recommends
on-site detention as required by ordinance. The reasons for
this recommendation are as follows:
a. There will be an increase of the 25 year frequency storm
runoff 2.42cfs for this tract.
b. This 2.42cfs increase amounts to a 40% increase of
on-site runoff.
c. The existing drainage in the area is flat, and is subject
to flooding.

Request: A variance, as required by Section 4.03 Part
8 of the Subdivision Ordinance, to allow a
six month extension of Preliminary
Resubdivision Plat approval for Williamson
Crossing.
Facts•
Location: The northwest corner of the intersection of
Booty's Crossing Road and Williams Drive,
within the boundaries of the Edwards Aquifer
Recharge Zone and the City of Georgetown.
Williamson Crossing -Variance 1
History: A Preliminary Resubdivision Plat was approved
by the city Council on July 22, 1986, for
Williamson Crossing. Approval for this plat
will expire on January 22, 1987. As per
provisions in Section 4.03 Part 8 of the
Subdivision Ordinance, the applicants seek an
extension of plat approval.
Note: The owner owes $1,306.39 in
development review fees as of January 5,
1987. Staff review of accounts for this
project has indicated that these fees have
not been paid.
Analysis: Due to the fact that Williamson Crossing
preliminary resubdivision plat approval will
expire on January 22, 1987, the applicant has
requested an extension in order to comply
with conditions of approval. These
conditions include the preparation of a
Traffic Impact Analysis (TIA), adjustments to
the parking lot system toward saving
additional trees, and preparation of a
landscape plan specifically addressing the
back property line of the project. The
extension is necessary to allow the property
owners sufficient time to properly address
these conditions.
The applicant is preparing a TIA, revised
site plan and landscape plan concurrently
with preparation of a final plat instrument
for submittal to the City of Georgetown. The
applicant anticipates submittal of the above
materials in early February, 1987. The
extension will provide for adequate time to
prepare, review and process the above
materials.
Staff Recommendation: (January 5, 1987)
Approval of three month extension of preliminary resubdivision
plat until April 13, 1987, with conditions of approval as
approved by City Council on July 22, 1986, and payment of
Development Review fees. If the new subdivision ordinance is
adopted and this plat subsequently expires, then the new
ordinance should be applied to this project.
City Council Action: (January 13, 1987) (5-0)
Motion to extend approval to Jan. 27, 1987 with the indication
that if fees are paid by this time then item will be again
considered on the consent agenda for further extension.

Mr. Barry:
As agent for the owners of the above referenced project, Dennick and Harris
Engineering respectfully requests an extension of six months for the
Williamson Crossing Shopping Center Preliminary Plan and associated
Zoning/Site Plan approvals granted by the City of Georgetown Planning and
Zoning Commission on July 1, 1986 and City Council on July 22, 1986.
This request is based on the following three factors:
1. The referenced Preliminary Plan, together with a request for rezoning,
annexation and site plan approval, were submitted to the City of
Georgetown by Williamson Crossing Joint Venture as applicant, who at the
time had a contract to purchase the property from the current owners.
This contract has recently terminated and responsibility for pursuing the
project has returned to the property owners. Dennick and Harris
Engineering has been retained by the property owners to proceed with
development activities on the property as approved.
2. Several conditions for approval of the Preliminary Plan and Zoning/Site
Plan were established by the Planning and Zoning Commission and City
Council. These conditions included preparation of a Traffic Impact
Analysis Study (TIA), adjustments to the parking lot system toward saving
additional trees and preparation of a landscape plan specifically
addressing the back property line of the project. The extension is
necessary to allow the property owners sufficient time to properly address
these conditions.

Analysis: On March 11, 1986, the City Council approved
the Final Plat for the Dennis P. McCoy
Subdivision. The six month plat recordation
time period specified by Section 4.04 Part 15
of the Subdivision Ordinance expired on
September 11, 1986. As a result, the
applicant requests a reinstatement of plat
approval. The illness of one of the owners

was attributed for the delay in completing
the subdivision process in the normally
allotted time.
On October 28, 1986 this item was tabled
pending staff resolution of fire protection
issue to include future provision of fire
service in conformance with City standards
and specific language for required interim
improvements.
The applicant did not request a specific
reinstatement limit. Three months, however,
should be sufficient to complete the
subdivision process as the Construction plans
have been approved except for fire protection
landscape plans. City Council may extend
Final Plat approval for a time limit not to
exceed one year.
Planning Staff Recommendation: (January 6, 1987)
Granting of request to reinstate approval of the Final Plat with
the following conditions:
1. All ordinance requirements shall be met
2. All drainage requirements shall be met; A drainage facilities
maintenance covenant shall be required prior to recordation
3. Utilities being adequate - Water availability note shall
apply and fire protection improvements shall be included in
Construction Plans which meet City standards as if an
adequate water supply were available,
4. Prior to recordation of plat either the Subdivision
Improvements shall be installed, or adequate surety
established,
5. A landscape plan shall be submitted in conjunction with
subdivision construction plans for designated landscape
easements,
6. Driveway access to Fox Drive shall be restricted to one 35
foot approach per lot.

A. To promote good planning practice among all entities, we
recommend the Council take a leadership role in forming a
committee made up of representatives of the Council,
Planning & Zoning Commission, GISD, Williamson County and
District 14 of the State Highway Department. We feel
that frequent communication among these groups would
further the planning process of each entity
B. Provide the Planning & Zoning Commission access to legal
counsel that is well versed in Planning/Land Use law
C. Consider adding two members to the Planning & Zoning
Commission
D. Require Planning & Zoning Commissioners to attend one
educational program each year
E. Appointments to Planning and Zoning Commission should be
staggered with no more than 2 commissioners appointed per
year
9. Will your committee be requesting any city expenditures for

meeting. We feel this would increase communication and

2. When Council disagrees with P & Z recommendations, return
case to Planning & Zoning for review. If review does not
provide satisfactory recommendation & Council still
disagrees, then vote against recommendation
3. Assure that P & Z has strong input to Capital

direction from Council regarding projects or plans
undertaken at the request of Council
5. Question - What is City's liability coverage for P&Z
Commissioners?

Wayne Meadows - The present Planning & Zoning Commission is
well balanced and knowledgeable and should be retained
if members want to serve) for continuity through the
adoption of the new subdivision ordinance.
W.T. Johnston - Need to devise a means for more frequent
communications between Council & Planning & Zoning.
Barbara Pearce - I feel the Commission members have worked
very hard this year and have committed a great deal of
time and dedication to their job.
