The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). The following Members were in attendance: Amanda Parr, Shawn Hood, Mike Triggs, Kevin Pitts, Jake French, Ron Garland, Ben Stewart, and Josh Schroeder. 1. Policy Development and Discussion - Workshop Mayor Schroeder called the meeting to order at 3:02 p.m. 1.A UDC Workshop Update Presentation and discussion regarding an update to the Unified Development Code (UDC) and recommendations for changes from the UDC Steering Committee -- Sofia Nelson, Planning Director Nelson presented and reviewed guiding principles for review the UDC for updates; Residential Mixed (RM) Zoning District; background on why staff is recommending creating this zoning district; components of a zoning district; draft purpose statement for the district; uses permitted; example of Single Family Attached; lot and design standards; example of Townhomes and rear loaded townhomes; development standards proposed and current; example of Courtyard Home layout; zoning limitations discussed with the Steering Committee; intersection spacing; buffering/screening; architectural/design; diversity in product; examples; proposal for number of types of housing; and needed feedback from Council. General discussion among Council and staff regarding clarification on Steering Committee recommendations, lot sizes, types of housing based on acreage, housing diversity, when to apply the proposed use category, consideration for max acreage for zoning use, and the need to diversify housing products in the City. Nelson resumed the presentation and reviewed land use chart updates, summary of proposed changes, recommendation for fuel sales limitation, and needed feedback from Council. General discussion among Council and staff regarding guidance on fuel sales for applicants; difference between hotel categories and sizes; and clarification on vape shops and possible locations. 1.13 Proposed Ordinance Changes Update for Police Department Presentation and discussion regarding proposed changes to ordinances and addition of a new ordinance -- Cory J. Tchida, Police Chief, and Eric Johnson, Public Works Director Tchida presented and reviewed background of the proposed changes; proposed changes for Chapter 6.16 - Peddlers and Solicitors, Chapter 8.16 - Noise Control, Titles 9 & 12 - Public Peace, Morals and welfare/Streets, Sidewalks, Public Places; Chapter10.16 - Parking background, No Parking at Any Time (10.16.030), Parking on public or private property for certain purposed prohibited (10.16.60), Downtown Parking Zone (10.16.150), minor updates to parking ordinances; and Chapter 12.20 - Parks and Recreational Facilities issues and suggested action. General discussion among Council and staff regarding unintended consequences of ordinance changes; how to address local non- profits; hours for allowable construction noise; patio seating at restaurants; what signs are printed in house by the City; and Purple Heart signs that need to be updated. Ruth Glenn addressed the Council regarding construction noise and associated hours, and negative impacts of the noise on her family. Mayor Schroeder recessed into Executive Session at 4:57 p.m. 2. Executive Session In compliance with the Open Meetings Act, Codes, Annotated, the items listed below will action in the regular session. Chapter 551, Texas Government Code, Vernon's be discussed in closed session and are subject to 2.A 03.11.2025 Executive Session Sec. 551.071: Consultation with Attorney Advice from attorney about pending or contemplated litigation and other matters on which the attorney has a duty to advise the City Council, including agenda items. - Litigation Update - Long-term Water Supply Contracts Sec. 551.072: Deliberations about Real Property - Property located at the intersection of Forest Street and West 8th Street - Property owned by Southwestern and located near the intersection of SW Blvd and Hwy 29 - Parking lot agreement for lots near 8th and Forest - Deliberation regarding a proposed settlement offer as part of the acquisition of Right -Of -Way from property located at 501 IH 35 N., Georgetown TX 78628 as part of Northwest Boulevard Project Sec. 551.087: Deliberation Regarding Economic Development Negotiations - Project Saturn Rings - Project Nimbus - City Secretary & City Attorney Presentations 3. Regular Session - This portion of the meeting will begin no earlier than 6:00 pm. Mayor Schroeder called the meeting to order at 6:00 p.m. Moved by Kevin Pitts; seconded by Jake French to Approve the authorization of the City Manager to negotiate and sign a letter of intent with GPP Projects, LLC and the successor owner of its property. Motion Approved: 7 - 0 Voting For: Amanda Parr, Shawn Hood, Mike Triggs, Kevin Pitts, Jake French, Ron Garland, and Ben Stewart Voting Against: None 3.A Call to Order 03.11.2025 Pledge of Allegiance Recognitions - Police Department Promotions: Officer Sarah Lewis promoted to Sergeant, and Sergeant Craig Ryan promoted to Lieutenant Action Out of Executive Session 4. Public Wishing to Address Council On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found on the table at the entrance to the Council Chamber. Clearly print your name and the letter of the item on which you wish to speak and present it to the City Secretary on the dais, prior to the start of the meeting. You will be called forward to speak when the Council considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form and be present at the meeting. On a subject not posted on the agenda: An individual may address the Council at a regular City Council meeting by contacting the City Secretary no later than noon on the Wednesday prior to the Tuesday meeting, with the individual's name and a brief description of the subject to be addressed. Only those persons who have submitted a timely request will be allowed to speak. Speakers will be given up to three minutes to address the City Council. Statutory Consent Agenda The Statutory Consent Agenda includes non -controversial and routine items which may be acted upon with one single vote. An item may be pulled from the Consent Agenda in order to be discussed and acted upon individually as part of the Regular Agenda. Travis Spaulding representing the applicant presented and reviewed goal of the project; proposed use of space; traffic usage on roads; proposed improvements; utility plans; completeness and accuracy; consistency with Comprehensive Plan; how the project complies with different aspects of the UDC approval criteria; suitability of the property; and proposed structure. General discussion among Council and applicant regarding types of tenants. Mayor Schroeder opened and closed the public hearing at 6:32 p.m. as there were no speakers. He added that notifications were sent and to date staff has received one comment in favor; and at their February 18, 2025, meeting, the Planning and Zoning Commission recommended approval of the request with a 7-0 vote. Mayor Schroeder opened the public hearing at 6:39 p.m. Margie Titus addressed the Council regarding her questions related to previous Council actions and if repairs can be made at this time. Mayor closed the public hearing at 6:41 p.m. Moved by Ben Stewart; seconded by Amanda Parr to Approve as presented. Motion Approved: 7- 0 Voting For: Amanda Parr, Shawn Hood, Mike Triggs, Kevin Pitts, Jake French, Ron Garland, and Ben Stewart Voting Against: None 6.0 First Reading - 2025-1-ANX Northwest of the intersection of Shell Road and Shell Spur Public Hearing and First Reading of an Ordinance on a request for a Zoning Map Amendment to zone, upon annexation, 13.673 acres in the William Roberts Survey, Abstract 524, as the Residential Single -Family (RS) zoning district, for the property generally located northwest of the intersection of Shell Road and Shell Spur (2025-1-ANX) -- Sofia Nelson, Planning Director Prior to the item be taken up for consideration Mayor Schroeder recused himself. Nelson presented Items 6.0 and 6.D together. Nelson reviewed the Aerial Map, Zoning Map, Future Land Use/Overall Transportation Plan Map, Mixed Density Neighborhood (MDN) zoning designation explanation, Community Center (CC) zoning designation explanation, Residential Single -Family (RS) zoning designation explanation, and how the application complies or partially complies with the approval criteria for UDC Section 3.06.030. She added that public notifications sent and to date staff has received one written comment in favor; and at their March 4, 2025 meeting, the Planning and Zoning Commission recommended approval of the request with a 7-0 vote.
