HomeMy WebLinkAboutMIN 05.27.2025 CC-SMinutes of the City Council City of Georgetown, Texas Tuesday, May 27, 2025 The Georgetown City Council met on Tuesday, May 27, 2025 at 1:00 PM at Community Room, City Hall, 808 Martin Luther King, Jr. Street Georgetown, TX 78626. This is a joint meeting between Council and the Electric Utility Advisory Board. The following Members were in attendance: Amanda Parr, Kevin Pitts, Jake French, Benjamin Butler, Josh Schroeder, and Ron Garland Regular Session Call to Order Mayor Schroeder will call the meeting to order, including the Electric Utility Advisory Board. Mayor Schroeder called the meeting to order at 1:00 p.m. Policy Development and Discussion - Workshop Energy Resource Plan Workshop Presentation and discussion regarding a proposed process to develop an Energy Resource Plan — Daniel Bethapudi, General Manager Electric Utility Benjamin Butler, Mike Triggs, Sammy Jones, and Laura Klein Plunkett from the Electric Board were present. Klein Plunkett was attending virtually. The following staff members were also in attendance: Rene Bywater- Baraj as, Administrative Assistant; Kress Carson, Electric Operations Supervisor; Jack Daly, Chief Business Officer for Electric; Daniel Bethapudi, General Manager of Electric Utilities; David Morgan, City Manager; Laurie Brewer, Assistant City Manager; Robyn Densmore, City Secretary; Skye Masson, City Attorney; Jennifer Flor, Senior Energy Market Portfolio Analyst; Michael Simpson, Electric Portfolio Analyst; and Mike Weisner, Energy Market Portfolio Program Manager. Daniel Bethapudi introduced Shams Siddiqi and the background of the City's energy contracts and portfolio. Her turned the presentation over to Shams Siddiqi with Crescent Power presented and reviewed: an introduction to Crescent Power, what they do, and their relationship with the City; explanation of ERP (Electric Resource Planning); Georgetown's power portfolio challenges; peak load and energy forecast; City's portfolio in August and September of 2019; DA portfolio position on February 19, 2025, August 20, 2024, and September 6, 2023; current portfolio hedging strategy; reliability/resiliency versus hedging costs; ERP needs for Georgetown; exposure tied to Ercot market; Ercot as an electric island; Ercot capacity and energy mix; massive solar additions; massive BESS additions; wind growing at a slower rate; massive potential Ercot load growth; Ercot adjusted load forecast; large load growth even after adjustments; significant net load changes in 2025; effective load carrying capacity (ELCC); summer afternoon nameplate position; summer afternoon ELCC position; summer evening ELCC position; winter portfolio ELCC position; annual energy portfolio position; levelized cost of IRR and thermal; levelized cost of BESS; key assumptions for IRR and thermal; key assumptions for BESS; south load zone forward block prices; real-time co -optimization impacts; DRRS (dispatchable reliable reserve service) potential large cost to load; SB388 relating to goals for generation capacity; SB715 relating to backup power for IRRs; City's ERP process; ERP objectives and inputs; methodology and timeline; and feedback and questions relating to ERP. General discussion among Council, Electric Board, staff and consultant regarding: improvements in transmission and congestion; terms of contracts; day ahead prices; strategies for purchasing; lifespan on battery storage; predictability of certain types of energy; cost to produce energy; analysis being done on prices of different energy resources; impacts of increased use of nuclear energy; difficulty in quantifying changes in law from State and Federal levels; future changes to the City's power portfolio; how to support future needs of large load energy users; and consideration for schedule of future meetings and discussions. Mayor Schroeder adjourned the meeting at 2:37 p.m. Executive Session In compliance with the Open Meetings Act, Chapter 551, Texas Government Code, Vernon's Codes, Annotated, the items listed below may be discussed in closed session and are subject to action in the regular session.
