PROPERTY - LEGAL DESCRIPTION A tract or parcel containing 147.3 acres or 6,416,102 square feet of land, situated in the Antonio Manchaca Survey, Abstract Number (No.) 421, City of Georgetown, Williamson County, Texas, being all of a called 147.28 acre tract (Interstate 35 Tract), described to Georgetown Healthcare Community Services, Inc., recorded in Document (Doc.) No. 2005006421 of the Official Public Records of Williamson County, Texas (O.P.R.W.C.T.), and being all of a called 147.28 acre tract described to Seton Fund of The Daughters of Charity, Inc., recorded in Doc. No. 19990021135 of the O.P.R.W.C.T. ("Property") described in Exhibit B. B. PURPOSE The proposed Georgetown Gateway Business Park ("Business Park") development is submitted as a Planned Unit Development ("PUD"), with a base zoning district of General Commercial ("C-3") over the area described in Exhibit B-1, and Industrial zoning district ("IN") over the remainder of the tract, in conjunction with a voluntary annexation petition for the Property. This PUD serves to augment and/or modify the standards for development outlined in the City's Unified Development Code ("UDC") in order to implement the vision for the Property and insure a cohesive, quality development not otherwise anticipated by the underlying base zoning district. In accordance with UDC Section 4.06.010.(C) "Development Plan Required," this Development Plan, is a summary of the development and design standards for the Property. The view corridor into the site from ground level is extremely limited in every direction especially when considering the speed of the traffic and relative elevation difference of IH-35. The proposed development standards aim to create a high -quality site appearance by significantly enhancing the buildings' west - facing facades which are located closest to the IH-35 northbound frontage road. The PUD is intended to create a set of development standards for the Business Park consisting of six (6) buildings up to 2.0 million square feet. The intended occupancy of these buildings will be uses including, but not limited to, warehouse/distribution, data center use, cold storage, light manufacturing and related uses allowed in the IN base zoning district. C. APPLICABILITY AND BASE ZONING In accordance with UDC Section 4.06.010.(A) "Compatibility with Base Zoning District," all development of the Property shall conform to the base zoning district of the IN zoning district and C-3 district for the commercial area adjacent to IH-35 as shown on the Conceptual Concept Plan. Except for those requirements specifically deviated by this Development Plan, all development standards established in the most current version of the UDC at time of Site Development Plan submittal shall be applicable, including amendments or ordinances adopted after the date of this PUD. In the case that this Development Plan does not address a specific item, the UDC and any other applicable Ordinances shall Exhibit A 43710507v.8 apply. In the event of a conflict between the regulations of this PUD and the regulations of the base zoning districts, the PUD shall control. D. CONCEPTUAL CONCEPT PLAN A Conceptual Concept Plan is attached as Exhibit D to illustrate the building footprints, building information and design intent for the Property. E. LAND USES The proposed uses for the Property may include a mix of warehouse/distribution, data center, cold storage, light manufacturing and other allowed industrial uses as well as commercial uses within the designated commercial use area of the Property. Exhibit E includes a list of permitted, permitted with limitations, Special Use Permit uses and prohibited uses. 1. Uses Permitted by Right ("P"); 2. Uses Permitted with Limitations ("L"). These uses may be permitted provided that it meets additional standards referenced in the far right "Note" column of the table; 3. Uses Permitted with Special Use Permit ("S"). These uses may be permitted subject to approval of a Special Use Permit by the City Council. Uses that require a Special Use Permit must also comply with the additional standards referenced in the far right "Note" column of the table; and 4. Prohibited Uses F. DESIGN STANDARDS 1. PURPOSE In order to provide attention in design and human scale and to minimize the appearance of large walls and structures, articulation techniques, and architectural features shall be incorporated into the building design. The design standards in Section F apply to the IN zoning district; development in the C-3 zoning district will comply with the requirements of the UDC. 2. BUILDING ARTICULATION L HORIZONTAL ARTICULATION (FOOTPRINT) A. No building wall shall extend laterally for a distance greater than: a. Primary entry corner areas of the building, defined as the area within 40 feet from the actual corner, shall include horizontal articulation with a perpendicular offset of at least 3 feet. Exhibit A b. Excluding the Primary entry corner areas, no building wall shall extend laterally for a distance greater than 135 feet without a perpendicular offset of at least 3 feet. c. The perpendicular offset shall extend laterally for a distance of at least 25 feet. d. The perpendicular and lateral offset(s) may be divided and distributed throughout the length of the wall if the applicant demonstrates, to the satisfaction of the Director, that the intent of this section has been met. e. Building elevations shall not have blank, uninterrupted wall lengths exceeding 50 feet without including at least two (2) of the following: (i) change in texture pattern, (ii) windows/openings, trellis with vines, (iii) rustification/reveals, (iv) masonry or brick, (v) liner panel, architectural metal panel, (vi) planter boxes, (vi) sunshades/canopies, (vii) panel finishing, (viii) or an equivalent element that subdivides the wall into human scale proportions. ii. VERTICAL ARTICULATION (ELEVATION) A. No building wall shall extend laterally for a distance greater than: a. Primary entry corner areas of the building, defined as the area within 40 feet from the actual corner, shall include vertical articulation with a perpendicular offset of at least 3 feet. b. No building wall shall extend laterally for a distance greater than 135 feet without a change in vertical elevation of at least 3 feet. c. The change in elevation shall extend laterally for a distance of at least 25 feet. d. The vertical change in elevation may be divided and distributed throughout the length of the wall if the applicant demonstrates, the satisfaction of the Director, that the intent of this section has been met. iii. OTHER ARTICULATION REQUIREMENTS Exhibit A A. Where the length of a wall is 60 feet or less, such as at screening wing walls for truck courts, no vertical or horizontal articulation is required. No vertical or horizontal articulation is required on walls facing interior to the PUD development. B. No vertical or horizontal articulation is required on walls with loading docks. 3. ARCHITECTURAL FEATURES L ARCHITECTURAL FEATURES REQUIRED A. All building walls shall comply with the architectural feature requirements of UDC 7.03.050.D. ii. EXCEPTIONS A.
