Arts and Culture Board
April 17, 2018
The Arts and Culture Board met on Tuesday, April 17, 2018 at 4'30 p.m. in the Small Conference Room of
Georgetown Public Library, 402Street, Georgetown, TX.
PRESENT: Jane Estes, Tim Flemingi Wes Odell, Laura Sewell, Sharon Snutfer, Carol VTatson and Linda
Wilde.
STAFF PRESENT: Eric Lashley- Library Director, Sarah Jane Blankenship -Arts and Culture Coordinator, and
Lawren Weiss -Administrative Assistant
A. Consideration and oossible action to approve minutes from the March 20, 2018 Arts and
Jane Estes, Board Chair. Motion by Odell; second by Sewell t116
approve March's minutes. Approved 7-0.

C. Announcements reaardina arts and culture in Georcietown. Jane Estes, Board Chair. Board
members and City staff discussed arts and culture happenings in Georgetown such as local art
exhibits, events and competitions for GISD students, City policy on art in new construction
projects, the library's National Medal nomination, Kenny Shepherd's retirement from
Southwestern University and arts advocacy opportunities through Texans for the Arts. No
action required.

- Sarah Blankenship, Arts and Culture Coordinator. Board members reviewed twenty-three
mural proposals (attached). Following lengthy discussion, motion by Odell second by
Watson to select the Traditions to the Future proposal by Mila Sketch, with the contingency
that the City of Georgetown logo be removed. Approved 7-0. The board also requested that
City staff negotiate an expansion of the futuristic element of the piece and add the
Southwestern University tower.

and Municir)al Court buildincis. —Sarah Blankenship, Arts and Culture Coordinator. Lashley
reported that Capital Improvements Manager Eric Johnson will go to council August 14 to
make adjustments to plans for the new City Hall building. Therefore, there will be more time fol
the board to select art for those buildings and make recommendations to Johnson. Discussion
followed about prioritizing more prominent areas such as the rotunda and large wall in City
Hall. Board members inquired about the budget for art in the new buildings and reviewed notes
from Odell and Wilde regarding the project, Board members agreed that the next
meeting should focus mostly on this project. No action taken.
—Eric Lashley, Library Director. Blankenship reported that
she renovated an old phone booth into a Superman photo booth for Red Poppy Festival guests
to have an interactive photo opportunity. Users will be encouraged to use thematic hashtags to
promote the City of Georgetown and Georgetown arts and culture. Blankenship advertised the
photo booth opportunity by doing a photo shoot with local heroes such as members from the
police and fire departments, as well as Mayor Ross. The booth will be utilized again for future
art projects such as a mini art gallery, library and more.
Metal bike racks in front of the library and Visitors Center are being painted so the poppies will
stand out and bring attention to the City's bike share program. No action required.
F. Visitors Bureau Board
concerning future arts and culture projects in the Cultural District. —Eric Lashley, Library
Director and Sarah Blankenship, Arts and Culture Coordinator. Lashley reported on meetings
with both the Main Street and Convention and Visitors Bureau Advisory Boards regarding the
City's street performers' ordinance. After much discussion, it was decided that City staff shou
research other cities who allow street performances and what processes they have in place t
manage the program. No action required.
G. Eric Lashley, Library Director, City
staff did not receive a monthly report from Georgetown Art Works for the third month in a row.
Lashley will write formal letter to the Georgetown Art Works board and reference the section of
the operating agreement that pertains to the monthly report. He will also work on scheduling
the annual meeting between the Arts and Culture Board and Georgetown Art Works Board.
Topics of discussion for the meeting will include challenges in completing the monthly report,
discussing resources needed by GAW, training, and volunteers. The Arts and Culture Board
will propose a new template for the monthly report in hopes of making it easier to compile and
submit each month. No action required.

Chair Estes adjourned the meeting at 6:48 p.m. Fleming moves, Odell seconds to adjourn
meeting. Approved 6-0 (Sewell absent).

In keeping with our mission to preserve and promote interest in Georgetown's heritage,
Preservation Georgetown created the Historic Structures Preservation Grant Program
to assist with the preservation, rehabilitation, or restoration of historic structures
in the greater Georgetown area. Eligible projects are those which deal with preserving
the external structure —the foundation, walls, windows, and roof.
Only projects which have all required permits and approvals will be considered, and
they must have firm cost quotes for the work. A Preservation Georgetown committee
evaluates applications and recommends finalists to the PG Board for approval.
Applicants may be competing for limited dollars. The committee considers such factors
as the age of the structure, how endangered it is, the uniqueness of the architecture,
or its historical significance. Approved grants will be paid as reimbursements of
actual costs up to its pre -approved amounts once the project has been certified as
having been completed according to proper techniques.
Applicants may apply for grants during a six week window each year. The next
application window is expected to be in January / February 2019. The application
can be found on the Preservation Georgetown website at preservationgeorgetown.org.
The Historic Structures Preservation Fund was established to cover the cost of the
Grant Program and other preservation projects that may be approved by the Board.
Donations to the fund are welcome. One hundred percent of contributions go to
historic preservation projects and education, and donations are completely tax
deductible.
