The Arts and Culture Board met on Tuesday, July, 24 2018 at 4:30 •.m. in the Small Conference Room
Georgetown Public Library, 402 W. 81h Street, Georgetown, TX.
PRESENT: Jane Estes, Tim Fleming, Wes Odell, Laura Sewell, Sharon Snuffer, Carol Watson, and Linda
Wilde.
STAFF PRESENT: Sarah Jane Blankenship -Arts and Culture Coordinator, Eric Lashley — Library Services

* Season tickets are on sale for the theatre and music programs at Southwestern
University
• The Texas Society of Sculptors reception and awards ceremony at the library was a
success (awards to artists were funded by Arts and Culture).
• Texans for the Arts is working with a lobbyist to strategize for the next Legislative
Session.
No action required.

Completion of the Mila Sketch mural
Two sections of the Discover Georgetown Mural were successful saved. An original
mural of a Wrigley's gum ad was found under the stucco.
Blankenship met with Storm Water Coordinator Tiffany Hunter about creating artwork on
the City's storm water drains to educate the public about water pollution.
Georgetown Art Works monthly report
Reception and awards for the Texas Society of Sculptor's annual show.
Information was submitted to Melissa Trahan-Pecorino for the new issue of Live & Play
for the Parks and Recreation Department.
Blankenship met With Cari Miller — Director of the Convention and Visitor Bureau als
Kim McAuliffe — Main Street Manager to discuss a 20th Anniversary Red Poppy art
project.
• Sculpture deadline is August 1st for the 2018-2019 Outdoor sculpture tour.
• Call for art currently open for the new City Hall and Municipal Court buildings.
• Blankenship verified the curved wall hanging system will work in the new City Hall

funding a number of organizations because they had already received funding from the board
during the fiscal year or they did not provide enough information to make an informed opinion.
The board considered all proposals that met the criteria. After a lengthy discussion, motion
by Watson; second by Snuffer to distribute grants as follows: $2,361 to the Cinematic
Symphony, $2,000 to the Williamson County 4-H, $1,000 to Georgetown Poetry Festival, $250
to the One Day Academy, $250 to the Watch Homeschool Co-op, $250 to the Boys and Girls
Club of Georgetown, $250 to Stuart Wallace Art, and $3,639 to Georgetown Art Works for a
total of $10,000. Approved 7-0.
F. Consideration and Dossible action to consider updatina the Arts and Culture Stratenit, Plnn.
Eric P. Lashley, Library Director. Lashley distributed an executive summary of the current Arts
and Culture Strategic Plan (attached), noting the plan was drafted in 2013 and most items
listed in the plan have been accomplished. Lashley explained that the board will need to work
on updating the plan during the next year. No action taken.
G. Consideration and Dossible action re•I . i itture meeting dates. —Jane Estes, Chair,
Blankenship reported in order to give artists more time to submit proposals for the City Center
projects, the board would need to hold a special meeting in which to review the submissions.
Motion by Odell; second by Wilde to hold a special meeting on Thursday, October 4, 2018
at 4:30 P.M. Approved 7-0. The next regular meeting of the Arts and Culture Board will be
held Tuesday, August 21, 2018 at 4:30 P.M.
Chair Estes adjourned the meeting at 6:02 p.m.

1. Mila Sketch put the final top coat/UV protectant on her mural on 7/13/18
2. Discover Georgetown Mural: Two sections were successfully removed fully intact on 7113,
George Washington Glasscock's face and the Southwestern University Homecoming
1912. Georgetown Facilities department has been great about working on this project and are
moving to a next step of preserving these portions with an epoxy type background. Under the
existing Discover Georgetown All Over Again Mural, we have found a ghost sign, which appears
to be a Wrigley's ad. / have found a 1950 photo from Southwestern University's yearbook that
indicates it was exposed then. If you have anyfamily photos circa 1950 of this building, please
send me a picture.
a. Testing results came back high for lead paint on the wall, so the rest of the mural has
not been removed. Investigation into lead remediation is the next step to determine
what will happen to that wall.
3. Met with Tiffany Hunter, Storm water coordinator, on 7/24/18 about having storm drain
artscape contest/event as a partnership between departments.

Executive Summary

The Arts and Culture Board was established for the purpose of actively pursuing the
placement of public art in public places and serving to coordinate, promote and support
public access to the arts. The Board was also established to encourage, stimulate, promote
and foster programs for the cultural enrichment of the City, thereby contributing to the
quality of life in Georgetown, and develop an awareness of the value of the arts in the
business community, local government and the general public.
2. Seek to improve communication and organization of the activities in the Georgetown
arts community;
The purpose •'. the Arts and Culture Board's Strategic Plan is to establish goals and
objectives to accomplish the directives establish in the Board's bylaws. Two of the City's
major planning documents, the 4WXOmp and the 0
call for promoting and establishing more arts and cultural venues and events. The a3v
Go ails for the City to invest in arts and cultural facilities and to establish
Georgetown as a cultural destination by promoting a vibrant community of artists and

downtown and the creation of an arts, cultural, and entertainment district. The formulation
of an art and culture strategic plan helps meet the goals of these two plans.
Members of the Arts and Culture Board believe a vibrant arts community and cultural
offerings are good for the quality of life for residents, will attract visitors, and will assist
Georgetown in becoming a "city of excellence." The plan incorporates seven major goals:
I. Establish and foster a vibrant Art Center as a major component of a downtown arts,
cultural, and entertainment district.
11. Develop a sustainable arts in public places program for the City of Georgetown.
Ill. Encourage the development of a thriving arts, cultural, and entertainment district in
the downtown.
IV. Improve access to information as well as assist in the promotion of local arts and
cultural events.
V. Provide grants to local nonprofit arts organizations.
VI. Attain the Cultural District Designation from the Texas Commission on the Arts.
VII. Hire a Director of Arts and Culture to coordinate the arts and cultural activities of the
City and work with local nonprofit arts organizations to improve the quality of life in
Georgetown.
