Georgetown Municipal Complex 300-1 Industrial Ave, Georgetown, TX 78626 Commissioners Present: Bill Stump, Lauren Carberry, Ronald Moore Commissioners Absent: Morris Greenberg, Jon Carey City Staff Present: Weston O'Donnell (Liaison), Mark Moore Meeting called to order at 5:10 pm Regular Session 1. Election of a Vice Chairman for the Building Standards Commission. a. Ron Moore volunteered to serve as Vice Chairman. b. Seconded by Chairman Stump 2. Election of a Secretary for the Building Standards Commission a. Lauren Carberry Volunteered to serve as Secretary. b. Seconded by Chairman Stump Legislative Regular Session 1. Consideration and possible action to approve the adoption of the 2015 ICC Building Codes. a. Discussion of major changes to the International Residential Code: i. R302.1 Roof overhangs - Stump questions if fire has any take, M. Moore responds that this field of code requirements rests with the Building Dept. Carberry inquires to the purview of FD's review. Carberry suggests approving this item pending discussion with Fire Marshall. R. Moore suggests to table discussion, Stump seconds motion. ii. R302.2 Townhouse Separation — "walls no longer have to be structurally independent." Commission agrees this is a loosening of regulations, does not realize any immediate issues. The change is approved. iii. R404.4 Retaining walls — Stump suggests this is not typically a life safety issue and that the safety values associated with retaining walls are largely arbitrary. MM states that retaining walls are rarely an issue on the residential side of things. Commission accepts change. iv. R602.10.3(1) Wind Bracing Table — A loosening of standards is acknowledged by the group. Discussion proceeds with the importance of tie downs and their roll in wind bracing. The use of an engineer or architect's design for wind bracing and structural design is also addressed. Group agrees to accept item and suggests a structural engineer be consulted on the matter v. Table R806.5 insulation for unvented attics— no objections, commission approves change. vi. M1502.4.4/5 & G2438.4/7 Dryer exhaust ventilators and vents— discussion about the current limit (30 ft of ventilation w/o a "booster") and striking new code items allowing boosters (fire hazard, often forgot element by homeowner). Commission suggests a maintenance or placard plan in conjunction with the acceptance of this item. b. Discussion of major changes to the International Building Code i. 903.2.1.6 Sprinklers inside with 100+ people on the roof- An applicable Georgetown project was mentioned. No objections to the change were brought up. ii. 903.2.1.7 Multiple Fire Areas to be Sprinkled — Commission supports iii. 903.13 Domestic Cooking Systems in Group 1-2 Condition 1— Group discussed the prevalence of these situations in Georgetown and the mechanics of these devices. Group thinks the focus on this item should be on the specifications of the device being used. iv. 2902.3 Public Toilet Facilities — no objections 2. Review and Discuss Commission Bylaws a. Stump suggests the scope of the Commissions and associated bylaws should be reworked to provide more function to the Commission. Discussion of the UDC advisory committee is mentioned and it is suggested the BSC take on a similar roll. Meeting adjourned at 6:30. Motion by Ron Moore.
