This is a Georgetown Water Utility Advisory Board meeting scheduled every second Thursday of the

to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to speak
when the Board considers that item. Only persons who have delivered the speaker form prior to the meeting
being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for
mix minutes, it is permissible to use another reques1or'sgranted time to speak. No more than six minutes for a
speaker may begranted. The requestorgranting time toanother speaker must also submit aform and bepresent
at the meeting.

Chair Garland led introductions of guests, staff and board members.
1.0 Minutes of the August 10, 2023 Meeting
Review and possible action to approve the minutes from the August 10, 2023 meeting,
of the Georgetown Water Utility Advisory Board - Deniece Villela, Board Liaison
Moved by Stuart Garner; seconded by Steve Fought to Approve -:

1.D Updates from Directors
Any updates will be highlighted at the meeting. The Directors' Report, Third Quarter
Financial Report and CIP updates are attached. - Chelsea Solomon, Water Utility
Director
Solomon led the Directors' Report presentation. Mcelroy introduced the Employee of
the Month and employee promotion. Wallace reviewed the Third Quarter Report. Garza
gave an overview of LCRR/LCRI (lead and copper). Herzog and Wright presented the
plant updates.
1.E Task Order CDM-23-006 to CDM Smith for Dove Springs WWTP Water Quality
Modeling and TPDES Permitting
Consideration and possible recommendation to City Council to approve Task Order
CDM-23-006 to CDM Smith, Inc. of Austin, Texas for professional services related to the
Dove Springs WWTP Permit in the amount of $96,930.00 - Wesley Wright, PE, Systems
Engineering Director / Chris Pousson, CIP Manager

Consideration and possible recommendation to City Council to approve Change Order
#1 to Matous Construction, Ltd. of Belton, TX for the San Gabriel Wastewater
Treatment Plant Rehabilitation Project in the amount of $74,317.85 - Wesley Wright,
P.E., Systems Engineering Director / Chris Pousson, CIP Manager

1.G Mustang Spring Development Decertification
Consideration and possible recommendation regarding the Mustang Springs
Development owned by Mor-Maur Mustang, LLC to pursue decertification from the City
of Georgetown CCN - Chelsea Solomon, Water Utility Director
Solomon presented item 1.G - The Board discussed this item and did not feel it was
necessary to take an official action, however they did not object to staff presenting the
item to city council.
1.H Reclaimed Master Plan Status Update
Presentation and discussion related to the status of the Reclaimed Master Plan -

AMENDMENT:
During the meeting, Mr. Fought asked why neither the draft WRP nor the IWRP
mentioned bringing the current Sun City Non -Potable -Water supply system up to par to
deliver the agreed contracted amounts. He also asked why the draft WRP does not
mention connecting the various WWTFs; assuming control of the Sun City NPW
connecting line; or building a Non -Potable -Water elevated storage tank in the vicinity of
the site for the Northlands Plant.
Mr. Fought objected to the statement by the Director of Utilities that the current NPW
architecture "met the contract obligations" because the contract stated "up to" the
volumes specified, and by providing some 50% of the contracted amount, that met the
"up to" definition.
Mr. Fought asked if the San Gabriel to Pecan Branch connection had been completed
and, if so, how is it being used.
Mr. Fought asked when the next update to the RWP would be provided to the Water
Utility Advisory Board for review and comment so that the Board can perform its
advisory.
