HomeMy WebLinkAboutMinutes_HARC_12.12.2024Minutes of the Historic and Architectural Review Commission City of Georgetown., Texas Thursday, December 12, 2024 The Georgetown Historic and Architectural Review Commission met on Thursday, December 12, 2024 at 6:00 PM at Council and Court Building, 510 W 9th Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). The following Members were in attendance: Present were: Lawrence Romero, Linda C Burns, Michael J Walton, Evan Hein, Phil Rotheram, Jennifer Powell, Stuart Garner Public Wishing to Address the Board table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you wish to speak and present it to the Board Liaison prior to the start of the meeting, You will be called forward to speak when the Board considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six minutes for a speaker may be granted. Moved by Lawrence Romero-, seconded by Linda C Burns to Approve of the minutes from the November 14, 2024, regular meeting of the Historic and Architectural Review Commission as presented. Motion Approved: 6- 0 Voting For: Lawrence Romero, Linda C Burns, Michael J Walton, Evan Hein, Jennifer Powell, Stuart Garner Voting Against: None Public Hearing and action on a request for a Certificate of Appropriateness (GOA) for new infill mixed -use construction and a building height modification request for the property located at 601 S. Austin Avenue, bearing the legal description of 0.33 acres out of Block 38, Lots 7-8, City of Georgetown (2024-60-COA) -- Sofia Nelson, Planning Director Brian Birdwell and Nash Horn, applicants, approached the podium to address the commission and provided a presentation. Commissioner Hein shared his appreciation for the effort the applicant has shown with his presentation. Commissioner Hein acknowledged that the copula in the first option would help balance the parking garage and explained that the design feature is in keeping with the architecture of Georgetown's square. Commissioner Hein concluded with his support with the first option. Alternate Commissioner Rotheram shared his appreciation for the first option and asked the opaque and size of the windows would be comparable to others in the square. Nels explained that the size of the windows in the square vary and described the variety. Nelson concluded that there was rhythm and balance to the windows presented for the request. Horn ado ded that the windows on the top f the copula mimics that of the Williamson County Courthouse. I displayed with the request. Commissioner Burns expressed that the first option would be the best option. Chair Walton echoed his appreciation for the effort in the applicant's presentation and explained that he would prefer the second or third option. Chair Walton shared that he could envision a spire on the top of the building and explained that he was not concerned about the height of the building. Commissioner Powell acknowledged that the context provided was exceptional and asked if there was a plan for the summer heat with regard to the open rooftop. Birdwell explained that there would be a possibility to include temporary cover or a misting system for the rooftop. Birdwell noted that the decision is dependent on the operator of the particular restaurant or bar. Commissioner Garner believed that the building is big and tall and would dominate the square. Garner acknowledged that the square cannot remain in the 1930s state and shared his support for this request. Commissioner Romero shared that the second or third option would be preferred and requested that an ornamental piece replace the glass windows. Commissioner Romero asked what type of material would be place on the roof of the copula. Birdwell explained that metal would match the canopies. Commissioner Romero concluded with his concern for the color of temporary table umbrellas for the third floor. Chair Walton opened the public hearing. Larry Olson, 9th Street, approached the podium to address the commission and expressed thanks to Brian Birdwell's communication regarding the project. Olson explained that a copula structure would be important and would fit the building nicely. Olson shared that the second or third option without a spire would be a cleaner look from different angles. Olson concluded with a comment that the brick appears to be light in nature and did not provide as much contrast on the structure. Liz Weaver, 1221 South Main Street, approached the podium to address the commission and explained that the elevation of the building with regard to the surrounding block would provide the area with character. Weaver preferred the first option because it made a more interesting skyline for Georgetown and would not take away from the courthouse. Chair Walton closed the public hearing and asked for a motion from the dais. Moved by Evan Hein; seconded by Lawrence Romero to Approve option 1 as presented with a height modification to allow a 71-foot height. Motion Approved: 7- 0 Voting For: Lawrence Romero, Linda C Burns, Michael J Walton, Evan Hein, Phil Rotheram, Jennifer Powell, Stuart Garner Voting Against: None LC 1218 S. Myrtle Street (2024-56-COA) Conceptual Review on a request for a Certificate of Appropriateness (COA) for an addition that creates a new, or adds to an existing street facing fagade, and a 1 V-13" building height modification from the allowed 15-0" building height at the prescribed setback line for the property located at 1218 S Myrtle Street, bearing the legal description of East Part of Lot 11, Block I of the Cody Addition (2024-56-COA) -- Olivia Beams, • and Downtown Planner Tim Faulkner, owner, approached the podium to address the commission and explain that his family needs additional space for their growing family. Faulkner shared that hi family likes living in Georgetown and preferred to stay in their current home. Faulkner explained that due to a large pecan tree in the back of the home, they decided build o top of the garage. Faulkner noted that there are multiple two-story homes in his neighborhood. I Commissioner Hein referred to the following previous single -story structures With x•# space on the second floor and encouraged the applicant to review them: 1611 South Austin Avenue and 1411 South College Street. Commissioner Hein provided an option of moving the garage forward which would balance the second floor over the garage and addition. Commissioner Hein shared that if there were no issues in building over the Alternate Commissioner Rotheram commented that he did not view the addition as different from the original structure and shared that differentiation may be more appropriate. Alternate Commissioner shared concern with the height of the addition and commented that expanding over the sides may be helpful. Chair Walton explained that the proposed design is large and that there are other designs that would make the proposition meet with more design guidelines or UDC. Commissioner Powell suggested that the applicant visit 309 East I I th street which included an added garage addition. Commissioner Powell explained that the applicant should consider options of what could •- built if the pecan tree could be replaced.
