Historic and Architectural Review Commission
The Georgetown Historic and Architectural Review Commission met on Thursday, April 24, 2025 at
6:00 PM at Council and Court Building, 510 W 9th Street.
The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). If

Public Wishing to Address the Board
Please fill out a speaker registration form which can be found on the
table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you
wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to
speak when the Board considers that item. Only persons who have delivered the speaker form prior to the
meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to
speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six
minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form
and be present at the meeting.

1.A Meeting Minutes
Consideration and possible action to approve the minutes from the March 24, 2025,
meeting of the Historic and Architectural Review Commission -- Erica etress, Planning
Specialist
From the time of posting to the meeting, staff found that the date within the suggested
action on the agenda for this item was incorrect. However, the meeting minutes attached
were for the intended meeting date of April 10, 2025. Therefore, Chair Walton asked for a
motion for the meeting minutes of the April 10, 2025, Historic and Architectural Review
Commission meeting.
Moved by Lawrence Romero; seconded by Phil Rotheram to Approve the minutes from
the April 10, 2025, meeting of the Historic and Architectural Review Commission.
Motion Approved: 5- 0
Voting For: Lawrence Romero, Michael J Walton, Phil Rotheram, Robert Blomquist,
Stuart Garner

1B 301 S. Church Street (2025--11-COA)
Public hearing and possible action on a request for demolition that results in the loss in
the total square footage of the existing structure for the property addressed at 301 S.
Church Street, bearing the legal description of 0.17 acres out of the North Part of Lot 2,
Block 4 of the Whittle Addition (2025-11 -COA) -- Olivia Beams, Historic and Downtown
Planner
Olivia Beams presented the staff report.
Nathaniel Howell, owner, approached the podium to address the commission and
thanked staff and the commission. Howell explained that nearby neighbors were in
favor of the demolition request.

Howell explained that the stone wall was along the eastern arid southern boundary of
the property. Howell acknowledged that he intended to save the stone found on the
wall along the boundaries of the property as well as the stone found on the structure.
Chair Walton asked for clarification on the garage that was mentioned. Bearns
explained that she referred to the part of the structure that was converted into an
apartment which was formally a garage.

properties were connected, and the front structure was renovated in the 1970s.
Chair Walton opened the public hearing.

did not mind the demolition of the structure as it was an eye sore. Gold questioned how
pollution such as asbestos and noise would be addressed during the demolition. Gold
shared curiosity for what would be built on the lot once the demolition is completed.

asked staff how pollution such as noise and asbestos would be ade dressed. Bams
explained that the city has a nuisance code which regulates noise. Beams continued to
explain that the Permitting and Inspections Department requires that the applicant
assess the property for asbestos and create an abatement plan, if required.
Shawna Kersten, 204 South Church Street, approached the podium to address the
commission and shared her support for the request.
Chair Walton closed the public hearing, With no questions or discussion, Chair Walton
asked for a motion from the dais.
Moved by Lawrence Romero; seconded by to Approve with the conditions that the
applicant salvage the original boundary wall, and that the applicant create a salvage
plan to incorporate as much limestone from the garage structure as feasible, to be
incorporated into the design of the new infill construction.
