Minutes of the
Historic and Architectural Review Commission
The Georgetown Historic and Architectural Review Commission met on Thursday, june 26, 2025 at
6:00 PM at Council and Court Building, 510 W 9th Street,

The following Members were in attendance,

Public Wishing to Address the Board
table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you
wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to
speak when the Board considers that item, Only persons who have delivered the speaker form prior to the
meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to
speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six

Liaison prior to the day the agenda for this mee ng is posted. Each speaker will be given three minutes to

Consideration and possible action to approve the minutes from the May 22, 2025,
meeting of the Historic and Architectural Review Commission -- Erica Dunlop, Planning
Specialist

the May 22, 2025, meeting of the Historic and Architectural Review Commission.

1.B 708 and 710 S. Austin Avenue (2025-27-COA)
Public Hearing and possible action on a request for a Certificate of Appropriatene
(COA) for Replacing a historic architectural feature with a non -historic architectura
feature for the property located at 708 and 710 S, Austin Avenue, bearing the lega
description of Part of lots 3-5, Block 41, City of Georgetown (2025-27-COA) -- Oliv,
Beams, Historic and Downtown Planner I

Commissioner Hein inquired whether the owner had any additional photos showing
damage to the windows.
Steve Madray, owner of 710 South Austin Avenue, approached the podium to address
the commission and clarified that the photos provided were of the windows of his
building. Madray added that the windows for 710 South Austin Avenue were conditionally
worse. Madray explained that he was unable to photograph the exterior of the windows,
as it would necessitate positioning a ladder on the awning. Madray shared that the cost
of restoration would've been cheaper and added that it would not have solved a couple
of issues. Madray explained that over the years various repairs were conducted which
created an assortment of historic window styles. Madray commented that they were not
sure what was being restored due to the inappropriate changes over time. Madray added
that the current windows are not energy efficient, which hinders the usage of certain
rooms within the building.
Commissioner Hein inquired whether the owner received a quote for the restoration and
explained that the document would clarify how the restoration professional characterized
the repair work and the extent of the damage, Madray confirmed that he received a CILIOte
but was unsure of how to share it with the commission, Commissioner Romero asked
staff if they received documentation that stated that the windows should be replaced
rather than repaired. Beams shared that staff received a letter from the construction
professional, but not the quote from the restoration professional. Beams acknowledged
that the owner was in the process of sending the quote to staff.

explained that it was his intention to spend more money to replace the windows to help
properly care for the structure as well as provide a space that was properly cooled or
heated for his tenants,

best wishes to Sofia Nelson, Planning Director, as she departs from her role.
