The Housing Advisory Board will meet on Wednesday, August 16, 2006 at 03:00 PM in the Georgetown
Municipal Complex, located at 300 Industrial Avenue, Georgetown, Texas

Housing Advisory Board meetings are held on the third Wednesday of each month at 03:00 PM.

The Housing Advisory Board of the City of Georgetown, Texas, met on Wednesday , August 16, 2006.
Board Members Present:
Hartley Sappington, Naomi Walker, Deena Berg, Carol Parsonage, Nancy Biggs, Larkin Tom, Cynthia
Anderson
Board Members Absent:
John Gavurnik, Janis Cowman-Arteaga, Emily Northrop
Staff Present:
Tom Yantis - Assistant City Manager, Robyn Rye - Administrative Assistant
Minutes
Regular Meeting
A.Call to order.
- Meeting was called to order at 5:05pm
B.Induction of Board members.
- There were no new members in attendance to induct. General discussion of training that still
needs to be completed.
C.Discussion of establishing bylaws and electing officers.
- General discussion of establishing bylaws. Board used sample bylaws for reference. General
discussion of bylaws. Staff was asked to bring draft bylaws based on recommendations by the Board to
next meeting for review by the Board. The Board discussed the possibility of having alternates.
D.Update of Housing Coordinator position.
- Tom Yantis informed the Board that the salary for the position is set to start in January of 2007.
E.Discussion of Master Plan and task prioritization.
- General discussion of existing Consolidated Plans and using them as templates for the Master
Plan that the Board will create. Naomi Walker gave updates of the Georgetown Housing Authority's
acquiring of land. General discussion of what the Board could do until the Housing Coordinator position
was filled, focusing on working on the Housing Master Plan. General discussion of creating a, or being
involved in an existing, housing finance corporation. Hartley Sappington mentioned the use of infill
housing. General discussion of finding and using a template for the Board to follow for the creation of a
Master Plan. Yantis informed the Board that the City is getting ready to update its comprehensive plan and
that a housing element is one of the charter required elements. Yantis suggested using the City's
comprehensive plan update as a starting point for the master plan. Sappington suggested using the
comprehensive plan as a way to get major housing points enacted into ordinance. General discussion of
what exact steps the Board should take next. General discussion of NMBYism and its effects on
affordable housing development and needed education to the public.
F.Discussion of amendments of Development Regulations.
- Yantis informed the Board that they needed to have a list on proposed items ready by end of
next meeting to be ready for Planning and Zoning Commission takes amends to Council in October.
General discussion of barriers for builders and developers to create affordable housing. General
discussion of Planned Unit Developments, formed based zoning coding, possible waiving of permit fees
and other incentives. General discussion of production builders and how to get them interested in
providing workforce housing. Discussion of infill lots in the City. Discussion of land trusts.
G.Discussion of next meeting date and agenda items.
- Next meeting set for September 20, 2006 at 3:30pm.
H.Adjourn.
- Meeting was adjourned at 4:43pm. Move to adjourn made by Sappington, second by Larkin
Tom.
