Board Members Present: Cynthia Anderson, Deena Berg, Dan Bonner, Janis Cowman-Arteaga, Carol Parsonage, Hartley Sappington, Larkin Tom, and Naomi Walker Board Members Absent: Nancy Biggs, John Gavurnik, and Emily Northrop Staff Present: Rebecca Rowe - Historic Planner, Robyn Rye - Administrative Assistant, and Tom Yantis - Assistant City Manager. Also present: Diana McIver and Janine Sisak, both with Diana McIver and Associates Minutes Regular Meeting Meeting called to order at 3:45pm A.Consideration and possible action to approve the minutes of the Housing Advisory Board meeting held on Wednesday, January 17, 2007. - Robyn Rye Motion made by Walker, second by Bonner. Approved 8-0. Gavurnik, Northrop and Biggs absent. Recommendation by Yantis to move to item D. B.Review of article summaries from Workforce Housing, Innovative Strategies and Best Practices . - Robyn Rye This item was discussed after item D. The Housing Advisory Board then proceeded through the agenda in it's regular order. No articles to review at the meeting. C.Housing Coordinator update. - Tom Yantis Yantis explained that the position was now closed. Yantis then explained that with Sappington's help the applications were reviewed and there were six candidates that were going to be interviewed on Friday, February 16th. Yantis continued to explain that after the first round of interviews there will be a second round if necessary and then a selection will be made. Yantis explained that a likely start date for the Housing Coordinator will be mid to late March. D.Discussion of Sierra Ridge development, Rehab of Shady Oaks housing concept, and a resolution for City Council. - Naomi Walker This item was discussed after Item A. Walker explained that the Georgetown Housing Authority is currently seeking Low Income Tax Credit Program funds for the rehabilitation of the Shady Oaks property and to develop a new area of land next to Shady Oaks. Walker explained that she thought this would be a good test case for the Housing Advisory Board to review. General explanation and discussion of tax credit projects already in existence in Georgetown. Diana McIver explained how the Housing Authority needs support from the local government due to the number of Tax Credit housing already in place in Georgetown. General discussion of the number and location of the existing Tax Credit programs. General discussion of the resolutions that the Housing Authority will take to the Georgetown City Council on February 27, 2007. Walker explained the executive summary of Shady Oaks rehabilitation. General discussion of the executive summary for the Sierra Ridge construction project. General discussion of the need for additional funds and/or services from the City. General discussion of social services available to the residents of Shady Oaks. General discussion of the current and future landscaping of Shady Oaks. Walker reviewed and explained the resolutions that the Housing Authority will be taking to the City Council. Walker explained how the process of moving residents during the rehabilitation process at Shady Oaks. Walker explained that rents will stay the same at Shady Oaks during and after renovation. McIver explained the that the entire renovation process would take eleven to twelve months. Walker explained that the rents would stay affordable before and after the renovation. General discussion of rental rates for Housing Authority properties. Walker explained the executive summary and plan for Sierra Ridge. General discussion of the cost and build out plan of the Sierra Ridge project . Yantis explained what the Williams Drive Gateway Redevelopment will include. Walker explained that the purchase of the land for the Housing Authority Sierra Ridge project cost $1.2 million. Walker also explained that the housing for the Sierra Ridge project would be affordable to the 50-80% of median income population and have some market rate units. General discussion of rent rates for the Sierra Ridge project. General discussion of the limitations of tax credits related to rent rates. General discussion of the amount of information provided to the Board and if it is enough information to make a decision of support. McIver explained that there are two important factors to consider when considering the success of a development - 1) the quality of site and 2) the quality of developer. McIver explained the definition of a quality site. McIver explained that cost being invested into the redevelopment of Shady Oaks would be $35,000 per unit. General discussion of the education process to combat NIMBY-ism. General discussion of the public's fear that affordable housing will affect their property values in a negative manner. Bonner asked if the rendering of the Sierra Ridge development could be altered to depict unit rates. Walker explained that it was too early in the design phase to accurately express where different priced units were going to be. General discussion of the location of different priced units within the Sierra Ridge development. General discussion of what currently surrounds the future construction site of the Sierra Ridge development. Suggested motion by Sappington to recommend approval of both projects to the City Council. Motion by Bonner, second by Anderson. Approved 8-0. Gavurnik, Northrop and Biggs absent. E.Discussion of next meeting date and agenda items. The next meeting date for the Housing Advisory Board will be Wednesday, March 21, 2007 at 3:30pm. The following items will placed on the March 21st Housing Advisory Board agenda: - Update from Naomi Walker on the Housing Authority's Sierra Ridge and Shady Oaks projects - Discussion John Gavurnik's project near Katy Crossing F.Adjourn.
