The Housing Advisory Board will meet on Wednesday, January 17, 2007 at 03:30 PM in the Georgetown
Municipal Complex, located at 300 Industrial Avenue, Georgetown, Texas

The Housing Advisory Board of the City of Georgetown, Texas, met on Wednesday , January 17, 2007.
Board Members Present:

Regular Meeting
Meeting called to order at 3:35pm.
A.Consideration and possible action to approve the minutes of the Housing
Advisory Board meeting held on Wednesday, November 15, 2006. - Robyn Rye
Motion to approve the minutes as is by Gavurnik, second by Walker. Approved
7-0. Tom, Parsonage, Bonner and Anderson absent.
B.Review of article summaries from Workforce Housing, Innovative Strategies
and Best Practices . - Robyn Rye
General discussion and review of the following articles from Workforce Housing,
Innovative Strategies and Best Practices - Burlington, Vermont (not in book, but brought in
by Sappington), University Glen at California State University-Channel Islands in
Camarillo, California by Northrop, S.M.A.R.T. Housing in Austin, Texas by
Cowman-Arteaga, New Pennley Place Pittsburgh, Pennsylvania by Rowe, Edgemoore at
Carrington in McLean Virginia by Berg, Moderately Priced Dwelling Unit Program in
Montgomery County , Maryland by Anderson, and Cabrini-Green/Near North Initiative
in Chicago, Illinois by Rye. Walker added her report on Stapleton in Denver Colorado
and gave an explanation of the way the project worked. General discussion of land
trust. Yantis asked Berg about the ordinance established in McLean, Virginia requiring
affordable housing. Berg explained that the ordinance require a percentage of
affordable housing units after fifty homes in a development. General discussion of city
owned land used for housing developments. Walker discussed her second article - Casa
del Maestro: Santa Clara, California - which focused on housing for teachers. Walker
explained the article by reviewing the development and revenue sources for the
development. Walker also expressed how the development could be considered for
firefighters, police, and/or other entry level housing. General discussion of HUD home
purchase programs. Sappington explained Burlington, Vermont and their processes for
affordable housing and how land trust is involved. General Discussion of how starting
costs is the most impactful part of the development process. Gavurnik explained the
increase in fees in building materials and the high costs of City fees. Gavurnik asked
questions about McLean Virginia article. Gavurnik's first question was if the
requirements deter any large/mainstream builders. Berg said it didn't seem to deter
large productions builders. Gavurnik's second question was if there were there any
incentives in place to allow builders to do things like PUDs. Berg said that there were
some trade-offs for developers. Berg asked Gavurnik about the townhouses in the Katy
Crossing subdivision and if they are selling. Gavurnik explained that there were only
three left. General discussion of remaining Katy Crossing townhouses. General
discussion of the types of plans used in the articles that were reviewed. Northrop asked
about how the long term plan will work if people that are buying homes are living in
Georgetown and working in Austin. General discussion of things that will happen in
the future to keep people living in Georgetown. General discussion of the link between
housing and economic development. General discussion of public transportation.
General discussion of mixing working locations and housing locations together.
C.Discussion of Master Plan and task prioritization.
General discussion of future developments allowing for a grocery stores , cafe or
other form of meeting place, within the residential area. General discussion of the
major separation in commercial and residential developers. Cowman-Arteaga asked if
there are studies that address if the City were to buy random houses and develop them
into commercial lots. Yantis expressed that he wasn't sure if there were studies that
focused on that type of development. General discussion of how to make a formula for
distance from homes to other places such churches, groceries, schools, etc and how to
put that in the Housing Master Plan. General discussion of how will the City integrate
housing throughout the entire community. Cowman-Arteaga could Housing Authority
be the ones responsible for purchasing random homes in the City to attempt and
integrate affordable housing throughout the City. Yantis said it could be a possibility,
but would depend on the priorities of the Housing Authority. Cowman-Arteaga also
asked if, while following the McLean, Virginia model, if all of the homes would be in
one location/street or if the affordable homes would be spread throughout the entire
neighborhood. Walker explained that the Housing Authority could purchase homes
similar to this model would be possible but the Housing Authority wouldn't be able to
have a major impact. General discussion of infill housing. Gavurnik asked for Yantis's
input on the Housing Master Plan. Yantis explained that the Board should create a
menu of items they would like addressed at leave it the Housing Coordinator , when
hired, to put the programs steps into place for those items to happen. Gavurnik
explained his theory for his Holly Street project. General discussion of the benefit of
mixed product types in one neighborhood. General discussion of how education is
necessary to get people to understand that affordable homes will not bring down
property values when correctly integrated. Walker asked if there was currently any
sort of Housing Master Plan. Yantis explained that there is currently no Housing
Master Plan in Georgetown. Yantis then explained that the Housing Coordinator can
use Wallace, Roberts, and Todd's comprehensive plan to create a Housing Master Plan.
General discussion of looking at a regional master plan once the City's Housing Master
Plan is established. Yantis gave an update on housing coordinator position. Yantis will
send an email once we have narrowed it down to the finalist. Walker would like to
know how many applicant there are so that she can forward on to other people if there
is not enough interest. Yantis explained that it will probably be three to four weeks out
to have a pool of finalist. Sappington asked what the best way was to get fees down for
developers and what are some strategies to have mixed levels of housing within
developments. General discussion of what the Board would like to accomplish via the
Housing Master Plan. General discussion of how the Board will advance once the
Housing Master Plan is finished and put into place. General discussion of the future
role of the Housing Coordinator. Northrop asked for clarification as to whether the
Board was responsible for creating incentives or requirements. General discussion
about how the process will have both incentives and requirements. General discussion
of how to incorporate Housing Master Plan requirements into existing planning
process.
D.Discuss ways to make homes affordable after move-in.
This item was not discussed due to lack of time.
E.Discussion of next meeting date and agenda items.
Next Housing Advisory Board meeting will be on Wednesday, February 21, 2006
at 3:30pm.
