B Home Repair Program Annual Report and Neighborhood Association Identification and Outreach Presentation and Discussion of Home Repair Program Annual Report and Neighborhood Association Identification and Outreach -- Kimberly Spencer, Interim Assistant Planning Director I ilill 1111111 1 11 Pill Board Member Charles asked for the meaning of CDBG. Spencer clarified that CDBG the acronym for Community Development Block Grant. Board Member Cowden questioned if the program referral source marked "previous client" signifies that the referral was a previous client or have had communication about the program from a previous client. Spencer explained that the question will need clarification and noted Board Member Charles inquired about potential restrictions on the quantity of projects or the monetary value that an individual can request, Spencer explained that to her knowledge, there is no limiting requirement regarding utilization of the program. Sofia, Planning Director, clarified that sometimes there is a holding period of 12 months and noted that staff can follow up with the inquiry. III I Iii III III, III ME =0 Board Member Watson expressed her appreciation regarding the presentation and the effort that Spencer has made in communication with the code compliance team. Board 71•�� Spencer continued the presentation with the next portion being a Notthside Village Update. Spencer completed the presentation on the Northside Village Update and proceeded to the presentation on the Neighborhood Association Program. Board Member Collins referred to the Homeowners Associations map and questioned how the Planning Department identifies of associations appearing on the map that are not registered. Nelson explained that around 2019, the City Council identified a specific holder where the Planning Department must notify property owners and HOAs that fall in the 300-foot notification buffer for zoning cases. Nelson continued to explain that the Planning Department created a method where neighborhoods can register their HOAs so that they are aware of who to send the notice to. Board Member Collins highlighted that there is difference between Neighborhood Associations and Homeowner Associations. Board Member Collins suggested that the data or map design team add a category for Neighborhood Associations on the Homeowners Associations map. Board Member Charles shared that the Homeowners Associations map would be a useful tool to present to the neighborhood round table. Board Member Watson added that an additional method of connecting with HOAs is to inform the property management companies. Spencer related the discussion with the next portion of the presentation regarding Neighborhood Associations. Board Member Charles commented that the key issue, in his opinion, is that there is a negative connotation with the HOA and believed that there should be opportunities to educate the population. Board Member Watson commented that the Georgetown Reporter doesn't provide examples of why associations matter and suggested that the Georgetown Reporter start a series of success stories regarding associations. Board Member Collins recommended that staff attempt to find another word for association due to its negative connotation. Spencer suggested that the discussion may not be achieved in the Georgetown Reporter, but in outreach that requires face-to-face interactions with residents. Spencer continued the presentation and opened discussion for the board members to identify targeted neighborhood outreach. Board Member Charles recommended to target the unregistered HOA for Katy Crossing and noted that there may be an opportunity to find a leader with the two-step music festival approaching. Board Member Cowden suggested an outreach with the Crystal Knoll HOA and noted that she may have a way to connect with a possible leader in the community. Chair Cash commented that due to the neighborhoods on the Homeowners Association map having an HOA in place, the Housing Advisory board should focus on neighborhoods without an HOA or neighborhood association. Chair Cash further highlighted the neighborhoods around Stagecoach Drive, Golden Oaks Drive and Northwest Boulevard. Board Member Collins highlighted Quail Valley as a very distinct area with a lack of resources. Spencer restated the three discussed neighborhoods that have an unregistered HOA or neighborhood association as Katy Crossing, Crystal Knoll, and Quail Valley. Spencer asked if the board is in agreeance with communicating with the neighborhood leaders for the 3 targeted neighborhoods. The board agreed. Chair Cash questioned the reason in outreach for unregistered HOAs or neighborhood associations instead of outreach for neighborhoods that do not have an association at all. Spencer clarified that the reason for the discussion was to identify 3 groups to encourage registration, whereas a separate discussion would identify areas that do not have an established neighborhood association. Chair Cash noted that all HOAs are registered with the state and believed that the Housing Advisory Board's input should pertain to neighborhoods who do not have an established association. Spencer asked for areas in which the neighborhoods do not have a neighborhood association. Board Member Collins highlighted the area north and south of Leander Road. Spencer restated the areas targeted for outreach concerning the establishment of neighborhood associations, specifying the vicinity of Gold Oaks Drive, Northwest Boulevard, and the north and south side of Leander Road. Spencer continued to present Action Items Remaining in Term 0-2. Board Member Charles questioned the reason for tracking Action Item 53 H.3.a "neighborhoods with rapid value increases." Spencer explained that it allows staff to identify how they can be proactive in working with those neighborhoods and provided examples in efforts with TRG HOA and San Jose Neighborhood Association. Spencer added that the data will allows staff to identify the areas of focus for the city.
