The Georgetown Housing Advisory Board met on Monday, August 26, 2024 at 3:15 PM at Historic
Light and Waterworks Building, 809 Martin Luther King, Jr Street.

The following Members were in attendance:

wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to
speak when the Board considers that item. Only persons who have delivered the speaker form prior to the
meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to
speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six
minutes for aspeaker may be granted. The requestorgranting time to another speaker must also submit aform

1.A Meeting Minutes
Consideration and possible action to approve the minutes from the June 3, 2024,
regular meeting of the Housing Advisory Board -- Erica Metress, Planning Specialist
Moved by Nikki Brennan', seconded by Regina A Watson to Approve the meeting
minutes from the June 3, 2024, regular meeting of the Housing Advisory Board.
Board Member Charles requested that the minutes reflect that the phrase "eliminate slums
and/or blight" was noted as a direct quotation from staff's presentation.
Moved by Michael D Charles; seconded by Charles F Collins to Amend with the
encapsulation of the terminology "eliminate slums and/or blight" to be in quotes as it is
a direct reference to the materials.
Motion Amended: 5- 0

The board proceeded to vote on the original motion as amended.

1. B Review of 2030 Comprehensive Plan and Housing Action Item
Presentation and review of Georgetown's 2030 Comprehensive Plan, Housing Action
Items, and staff data deliverable based on the metrics defined for action item H.3.a. of the

After brief Introductions from the board members and staff, Ryan Clark, Senior Plannel
Long Range, began with an overview of the 2030 Comprehensive Plan.
Board Member Charles requested the build class chart be represented by units rather
than market value.

the build class speak to build materials and quality of the materials as per Williamson
County. Board Member Charles requested to add metrics to the definition of each build
class.
Board Member Watson asked if a house could move between each build class. Brown
confirmed that a house could move between each build class.
With no further questions or discussion from the board, staff continued forward to the slide
labeled as discussion questions and began conversation about the frequency and
timeframe of the update of the tracking tool.
Board Member Collins mentioned the rate at which homes are being built and
acknowledged that updating the tracking tool once a year seems to be overextended.
Board Member Collins recommended to update the tracking tool every 6 months.
Brown mentioned that the current rapid value increase comparison is at a year
timeframe and questioned if the board would like to see a 3-year comparison. Board
Member Collins suggested to avoid more than a 3-year comparison. Chair Cash
suggested the 3-year comparison and to track the data every year to analyze the trend
of rapid value increase. Chair Cash recommended to continue to analyze the market
value because the assessed value includes exemptions.
Spencer asked if there was a more effective way of gathering data by geographical area.
Board Member Watson suggested in gathering data based on subdivision. Board Member
Charles suggested in including the areas closest to the roads that are mentioned in the
overall transportation plan.
Discussion on Census Tracts and Block numbering areas.
With no further discussion on census tracts and block numbering areas, Brown asked the
board for the types of rezones that would be helpful. Board Member ber Charles recommended
tracking residential zoning districts rezoning to any other zoning district. Chair Cash
suggested in tracking the agriculture zoning district rezoning to other zoning districts.
Spencer summarized the suggestions in rezones that would be helpful: capturing
rezones from the agriculture zoning district to any zoning district and from residential to
any zoning district.
Board Member Watson asked for a continual update of the development pipeline as it
may include development on multi -family.
With no further comments, Brown moved forward with an explanation of the challenges
when collecting data regarding owner or renter occupancy. Brown shared that he referred
to the physical versus mailing addresses and the census bureau which was not as
specific.
Discussion on assessed value to track rapid value increases. Board Member Watson
suggested in a program to educate the public on affordable housing and shared that
TRG and San Jose were great examples of creating awareness for a neighborhood.
Board Member Charles encouraged a better way of tracking new builds in subdivisions
and noted that the rapid value increase may be because of the new construction_
To conclude the discussion, Spencer asked the board if anyone has additional
questions or comments before moving forward with regard to upcoming key dates.
Board Member Watson mentioned an affordable housing project that was approved arV4
-equested that staff update the board on that project.
Moving forward, Spencer highlighted the September 18th state of the City Meeting,
October 3rd Mayor's Reception, and October 21 st HAB Meeting.
