Regular Meeting
Bryant Boyd call the meeting to order at 6pm stating the purpose of the meeting is to develop a
priority list of Main Street items to present to City council for possible funding for a Downtown
Master Plan implementation. And to review the compiled list of other committee and staff
responses.
Tom Yantis presented a listing of 2004 Master Plan Implementation Projects, stating that the
timing was very appropriate for Main Street to present their plans and suggestions. This list
included, in no specific order of importance, Wayfinding Signage, Parking lot improvements at
9th & Main St. and Implementation of a Managed Parking Plan.
Bryant suggested that a competition be considered for the signage plan. That this would get a
by-in from local residence and businesses.
Liz offered an action Tom Yantis and MSB co-ordinate the final sign appearance plan.
Considerable discussion ensued regarding the 9th and Main St. parking lot. City and County will
work to: remove the fence, replace repair sidewalks, repave and stripe the lot and create a
landscape plan. Funding is all part of the Master Plan.
Tom Yantis will; present the budget and final MSB priorities to Council at an August 25th
Council Workshop. Prior to that event MSB and City Staff will research parking ownership
around the square. (Is it City or County spaces?) Additional efforts will be put into finding future
funding sources to support the Main Street Board plans and projects. Bryant reported work on a
separate Development Corp. is being discussed and needs to be quickly investigated to assist
MSB in implementing future Master Plan Projects,
Bryant suggested that the Managed Parking Task Force put the project on a FAST TRACK and
that input be considered from all business owners and organizations.
Tom Yantis stated; the ERA Study and Master Plan suggests a plan to market our downtown
businesses. Tom suggests that implementing a plan to include City Staff, Mainstreet Members
and the Marketing people from the Simon group would be timely and beneficial to current efforts
being put into place.
A suggestion from Josh was to keep in the for front the development of an independent
Downtown Management forum firm.
After considerable discussion and planning the Main Street Board decided to bring the following
priorities to Tom Yantis for presentation to the Council for action and funding under the
guidance of Main Street Board.. In order of importance:
#1. Wayfinding Signage.
#2.Parking, Managed Parking and Off Street Parking implementation.
#3. Marketing, Promotion and Branding.
