I. THANK OUTGOING BOARD MEMBERS AND WELCOME NEW BOARD
Randy Morrow thanked outgoing board members. Joyce Gadison and Debbie McGarry
received plaques and Tom Swift received a framed picture of the playscape. New members Jim
Atencio, John Philpott, and Brenna Nedbalek were welcomed to the board. The meeting was
then turned over to Ben White, Vice Chair.
H. ELECTION OF CHAIR AND VICE CHAIR
Ben White asked for nominations for the office of Chair and Vice Chair. Joan Sukup made a
motion to nominate Ben White for Chair and Thurman Holt for Vice Chair. Thurman declined
the nomination. Rochelle Hall- Schwarz made a motion to nominate Joan Sukup for Vice Chair.
Jim Atencio seconded the motions. There was no further discussion. The motion passed by
unanimous vote.
HI. APPROVE MINUTES FROM November 19,1998
A motion was made by Rochelle Hall- Schwarz to accept the minutes from the November 19,
1998, meeting. Joan Sukup seconded the motion and it passed by unanimous vote.
IV. CITIZENS WISHING TO ADDRESS THE BOARD
None
V. UPDATE ON WILLIAMSON COUNTY ART GUILD -DAVE GLANZER
Dave Glanzer, President of Williamson County Art Guild, gave a presentation on the evaluation
of some property that the City of Georgetown suggested as possible sites for the Williamson
County Art Guild Building. The two locations proposed are (1) at the corner of Austin Avenue
and Stadium Drive by the Recreation Center and (2) the area at College and 2 "d Street where
VFW Park is located. Location one is approximately 5 acres and in a congested traffic area.
Location two is approximately 8 acres and is more desirable for many reasons. Some of the
reasons are that it is in an area that has less traffic congestion, close to youth at risk and the Lott
Detention Center, a larger area, good use of the land, and close to cablevision. Architect Tom
Nichols looked at the property adjacent to VFW park and presented a concept plan for the Art
Guild. He said the project could be built in phases. Randy said that would be a good location
for a sculpture garden because of the location of the hike and bike trail and the river.
Dave Glanzer said that the Art Guild needed a commitment on the land from the Parks and
Recreation Board to proceed with the grant. The question of who would maintain the building
came up. The Art Guild asked if Parks and Recreation could maintain the landscape and mow
around the building. The grant would take care of the inside of the building i.e. utilities, long
term operation. A motion was made by Joan Sukup to recommend to City Council location two
for a Williamson County Art Guild building. Brenna Nedbalek seconded the motion and it
passed by unanimous vote.
VI. UPDATE ON BATTING CAGES IN SAN GABRIEL PARK - GENE LAWHON
Gene Lawhon presented an alternative site to the location of the batting cages. The original site
located at Austin Avenue and FM 971 posed some parking problems. The alternative site is to
put the batting cages between the pony /colt baseball field and Softball Field #2.. The existing
parking lot between the fields would be upgraded. This location was chosen as the alternative
site because it would fit in the scheme of the park better. Being located in the vicinity of the
ballfields is a better fit in the park.
The Parks and Recreation Board liked this alternative location better. They felt like it blended
in better with the fields and other facilities. This option also preserves green space. Thurman
Holt mad a motion to approve the new location. Wesley Kidd seconded the motion and it
passed by unanimous vote.
VII. INFORMATION FROM BOARD MEMBERS AND DIRECTOR
Rochelle Hall- Schwarz commented that she thought this was a very productive meeting.
Ben White said he wanted the Parks and Recreation Board to take a tour of the parks in the
City. The date set for the tour is February 27, 1999.
