Frank Hubbard, a citizen, said he thinks the holes are too close to the trail and that it is dangerous for the people using the trail. The holes could possibly be relocated along the property line or go across the pond if the shape was changed. Amy asked about access to the Rivery Park. Randy said that staff is currently working on a bridge and parking is under IH35. Amy thought maybe the Rivery Town Crossing could give fair market value for the land they are using as a water quality pond and that money could go towards access. John said this went to Council on Tuesday night as a public hearing and the City Council will vote at another council meeting to accept this plan. The commercial development will bring in sales tax revenue to the City, which in turn will provide revenue to the general fund, which is where Parks and Recreation is funded. Amy said she has done a lot of research on public land being used for private use and she just wants to make sure everything is done properly. She is also checking into Title X, the governmental code. Doug also thinks that the Texas Fair Market Value should be looked into. When construction starts, the board will have input. Randy said this was just an update on the issue. Amy asked if there was a value on the interpretive center and gazebo. Randy said City Hall has more information. Amy also wants the schools involved in the interpretive center because it becomes a wet biology lab, which is excellent learning experience. VIL UPDATE OF THE MASTER PLAN SCHEDULE The Master Plan is scheduled to go to Council in late February/March for their approval. At the February meeting, we will look at the park priorities again and update them to be able to apply for more grants and get maximum points. The plan is going to be tweaked and refined before Council actually approves it. On April 8th, the Parks and Recreation Board has their annual workshop with Council where the board will discuss various funding options including grants, 1/2 cent sales tax, and bonds to help implement the master plan. Amy commented that she did not like the "Sale of Williams Drive Pool" as being a funding option for an indoor pool in San Gabriel Park. That issue will be discussed at the next meeting. VIII• CONSIDERATION AND POSSIBLE ACTION ON APPROVING A PARKL DEDICATION CHECKLIST FORM AND The checklist was reviewed and the only comments were to make requirement # 2 - "Is the park reasonably located and adaptable for use as a park?" a short answer question instead of a yes/no answer.
