The Georgetown Parks and Recreation Advisory Board met on Thursday, May 11, 2023 at 6:00 PM at 1101
N. College Street, Georgetown, TX 78626.
The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). If yo

This is the regular monthly meeting for the Parks and Recreation Advisory Board which meets the 2nd
Thursday of each month at 6 p. m. at 110 1 N. College Street, Georgetown, TX 7866.
The following Members were in attendance:

Chad Holz called the meeting to order at 6:02 PM.

Consideration and possible action to elect a Secretary for the Parks and Recreation
Advisory Board through September 30, 2023 -- Chad Holz, Parks and Recreation
Advisory Board Chair
Moved by Katherine Kainer; seconded by Jolene Melancon to Approve to elect
Katherine Kainer as the Secretary of the Parks and Recreation Advisory Board through
September 30, 2023.

1.D Parks and Recreation staff member introduction and recognition
Parks and Recreation staff member introduction and recognition -- KimberlyGarrett,
Parks and Recreation Director
Kimberly Garrett introduced Amy Castillo, Administrative Assistant, as the new board
liaison. Amy has been inthe Parks and Recreation Department for 8little over Gyear as
an Office Specialist. She has recently been promoted to an Administrative Assistant
role. Amy is excited be a part of the Parks and Recreation Department and is looking
forward to learning and growing in her new role,
' Kimberly also recognized Jill Kellum for her 19 years of service as board liaison, Jill
Kellum has moved into a new position as Contract Coordinator for the Parks and
Recreation Department.
1.E Update from the Friends of Georgetown Parks and Recreation
Update from the Friends of Georgetown Parks and Recreation — Peter Bahrs, Parks and
Recreation Advisory Board Member Liaison
, Peter Bahrs gave an update on the Friends of Georgetown Parks and Recreation. Peter
briefly explained, the Friends of Georgetown gives scholarships to Georgetown families
that are unable toafford Parks and Recreation programs, The Friends group held the
contract for the Two Step Inn Festival. The substantial amount ofrevenue brought inas
a result oftheir contract will allow them the opportunity tV help more City of
Georgetown residents. |twill also enable additional funding tosupport tothe City of
Georgetown Park Department. There will besome changes tothe Friends of
Georgetown organization due to the additional revenue. The Parks Department will be
° taking over the scholarship program, They are still working out a new process for
granting scholarships.
1.F Update on capital projects
Update on capital projects -- Eric Nuner, Parks and Recreation Assistant Director
Eric Nuner gave an update on Capital Projects.
Wolf Crossing Trail is complete and a Ribbon cutting will be scheduled in the early part
of June.
Pinnacle Park and Raintree Park should be complete in May. This will is the first time
have hired contractors to install the playground equipment. I
San Gabriel Phase III will be kicking off soon, contracts are being finalized and a pre -
construction meeting will take place next week. A groundbreaking is being scheduled
for earlyJune. Eric did advise, parkland inside the Phase III boundaries will be closed
during construction. A portion of the trail will also be closed, there is discussion
regarding an alternate route during construction.
Seven undeveloped parks are being designed with funding through Parkland
Dedication. Anticipated projects to be constructed with current Parkland Dedication
funds include Crystal Knoll, Westhaven Linear Park, and La Conterra Park. Crystal Knoll
is to bid for cons sr 1,
review and will bid in May. Virtual public input surveys have been conducted with
results to be integrated into the design.
ADA work for Berry Creek Park will be completed by the end of June. This is the final
park to be completed under the 2015 ADA transition plan. There will be new concrete
sidewalks where granite was used, which will reduce maintenance and provide access
to all play units.

Kimberly Garrett presented the Director's Report.
f— H Presentation and discussion on proposed Parks CIP
Presentation, discussion, and possible recommendation on the proposed 5 Year Parks
Capital Improvement Program -- Kimberly Garrett, Parks and Recreation Director
Kimberly Garrett went over the Proposed Parks CIP Presentation she will be presenting
to City Council on May 23, 2023. This presentation aligns with the Parks Master Plan
Recommendations. Recommendation was made by Peter Bahr and seconded by Kathy
Kainer, to take the CIP Presentation before the City Council on May 23, 2023. Six Board
Members were for the recommendation and none were against it.
IJ Garey Park Phase II
Update on Garey Park Phase 11 -- Eric Nuner, Parks and Recreation Assistant Director
Eric Nuner discussed Garey Park Phase 11. The kickoff for Phase 11 began April 24th,
2023. Funds for Phase 11 are held by the Chisholm Trail Foundation to be used for
improvements to Garey Park. Mr. Garey's Will has specific improvements that were to
be completed. These included an amphitheater, group cabins, clearing of cedar and the
Memorial Pavilion. After the required tasks are complete the Parks Department can
present other tasks to improve Garey Park to increase visitation and revenue. The other
tasks being discussed are improving fencing, a left-hand turning lane off of 2243,
additional parking, trails heads at the park entrance, a disc golf course, RV host to help
with overnight supervision, and improvements to the Equine Center. They also included
adding coverage to an outside space of the Garey house, internal improvements and
additional event parking.
1.3 Recreation Feasibility Study Update
Update on Recreation Center Feasibility Study -- Kimberly Garrett, Parks and Recreation
Director
Public Wishing to Address the Board
Please fill out a speaker registration form which can be found on the
table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you wish
to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to speak
when the Board considers that item. Only persons who have delivered the speaker form prior to the meeting
being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for
six minutes, it is permissible to use another requestor's granted time to speak. No more than six minutes for a
speaker may be granted. The requestor granting time to another speaker must also submit a form and be prese
at the meeting.
A request must be received by the Advisory Board or Commission Liais.
prior to the day the agenda for this meeting is posted. Each speaker will be given three minutes to address th
Board or Commission members, No action can be taken.
